Boulevard Street and Utility Improvements West of Century Boulevard

The City Council approved the feasibility study for the Arboretum Business Park
public improvements on June 23, 1997. The feasibility study outlined five potential
phases for the proposed public improvements to be constructed over four to five years
depending on development demand on the property. The Phase I portion of the work
consisted of the extension of trunk sanitary sewer and watermain west from the
Autumn Ridge development to future Century Boulevard and then south to 820d
Street. These trunk utility improvements were constructed in the fall of 1997. Also
included in the Phase I work is the construction of Century Boulevard from 82nd
Street to Coulter Boulevard which is scheduled to be completed by mid-summer,
1998.
Phase II of the public improvements was predicted in the feasibility study to be
constructed in 1998 and consist of the construction of Coulter Boulevard from its
current terminus at the west end of the Autumn Ridge development west to the
intersection with future Century Boulevard, a water storage tower, and the installation
of a Traffic Signal System at 820d Street and Trunk Highway 41. The Phase II work
planned for construction during the summer of 1998 includes the street construction of
Coulter Boulevard from the Autumn Ridge development to Century Boulevard, and
construction of a 1.5 MG water tower. The traffic signal at 820d Street and Trunk
Highway 41 will not be completed in 1998 as identified in the feasibility study due to a
change in phasing of the development.
The Arboretum Business Park developer has submitted a letter requesting that the
work identified in Phase IV of the feasibility study be constructed in the summer of
1998. These improvements are being requested to support the anticipated building
construction on Lot 1, Block 2 and Lots 1 and 3, Block 1 and the water tower on
Outlot A. Although the Phase IV improvements were originally identified in the
feasibility report to be constructed after 1999, it is recommended that these
improvements be constructed in 1998 to accommodate the revised development
schedule. These improvements will consist of the extension of Coulter Boulevard
west of Century Boulevard which will end in a temporary cul-de-sac until Trunk
Highway 41 is reconstructed. The watermain will also be constructed in conjunction

with this phase connecting to the new water tower. These improvements were
identified in the feasibility report to cost approximately $423,000. The capacity of the
water tower has been reduced from 2.0 MG to 1.5 MG since the feasibility study. The
anticipated cost savings due to the reduced tower capacity and the schedule change of
the traffic signal at 82nd Street and Trunk Highway 41 will create a capital cost funding
balance for 1998. The anticipated public improvement investment for 1998 will be
$3.3 Million.
It is therefore recommended that the City Council authorize preparation of plans and
specifications for Coulter Boulevard Road and Utility Improvement Project No.
97-1-4.

Dear Charles:
In conjunction with the final plat application for Lots 1,2, 3 - Block 2, Outlots A and B - Block 2, and Lots
1,2,3,4 - Block 1 Arboretum Business Park 2nd Addition Steiner Development is requesting the City of
Chanhassen build a portion of Coulter Boulevard west of Century Boulevard. Coulter would not connect to
Highway 41 at this time, ending in a temporary cul-de-sac as indicated on the grading plan.
These improvements are requested to support anticipated building construction on Lot 1, Block 2; Lot 1 and Lot
3, Block 1; and the water tower on Outlot A, Block 2. The improvements are identified in the Report for City
Project No. 97 - 1.
Our proposed schedule anticipates having the rough grading completed from May 15 through July 15. The
construction of Coulter could follow and be completed with a first lift of black top by October 15, 1998.
We look forward to discussing the details of this request with the City.

This report examines the feasibility of completing street and utility improvements in the
project area. Sewer and water service will be provided by extending utilities installed under
previous projects. A summary of the proposed improvements with this project includes:
1. Extension of trunk sanitary sewer from the Autumn Ridge Development westward
within the Coulter Boulevard right-of-way.
2. Installation of major trunk water mains and an elevated water storage facility.
3. The construction of Coulter Boulevard between the existing west termini of the road at.
the Autumn Ridge development to the proposed north-south collector road.
4. The construction of the proposed north-south collector road from 82nd Street to
Highway 5.
5. The eventual completion of intersection improvements on Highway 5 at the intersection
with the new north-south street and on Highway 41 at the intersection with 82nd Street.
The project will be completed in several phases. The phases are dictated by timing
constraints related to the development and the improvements on Highway 5 and Highway 41.
The proposed phasing is as described below: II
Phase I: The Phase I work consists of the work necessary to allow for development in
the southwest corner of the site. This work consists of the following elements:
- Trunk Sanitary Sewer in Coulter Boulevard
-- Trunk Water Main in Coulter Boulevard
-- North-South Street and utilities between Coulter Blvd. and 82nd St.
Phase II: The Phase II work will be completed in 1998 and consist of the following:
-- Street construction on Coulter Boulevard
-- Water tower construction
-- Traffic signal @ 82nd Street and Highway 41
Phase ill: The timing of the Phase ill work depends on the improvement of Highway 5
and the needs of the development. The Phase ill work will likely be
compl~ted in 1999 and will consist of the following:
- Sanitary sewer and water main in North-South Street between
Coulter Blvd. and Highway 5
- Street construction of North-South St. between Coulter Blvd. and Hwy 5
-- Turn lane improvements and traffic signal on Highway 5
Phase IV: The timing of the Phase IV work depends on the improvement of Highway 41.
This work could be done privately or under public contract (to be determined
by the City at a later date). This work will likely be done after 1999 and will
consist of the following:
- Sewer and water in East-West Road.
~ Street construction of East-West Road between North-South Road and
Highway 41
- Turn lane improvements on Highway 41
