I am pleased to present to you the recommended park master plans for City Center Park
and Bandimere Park. This moment is made possible through the work of hundreds of
community stakeholders over an eight year period. In the fall of 1989, Chanhassen
voters approved the acquisition of the land now known as Bandimere Park. This past
June, voters showed their support of these projects again by supporting the bond
referendum that will be responsible for their development. I am extremely proud of each
community member and volunteer who played a part in this longstanding community
effort to build and enhance community parks. The time has come to cash in on the fruits
of their labor.
This report is separated into two sections. The first section deals specifically with the
task at hand--approving the park master plans. The second section is provided as
background information detailing the work that was completed enabling us to reach this
point in time.
I look forward to presenting this information to the city council next Monday evening.
RECOMMENDATION
On January 27, 1998, the Park & Recreation Commission made the following
recommendation:
Commissioner Manders moved, seconded by Howe, to approve the proposed Park
Master Plans for City Center Park and Bandimere Park as presented. All commissioners
voted in favor and the motion passed unanimously.

Project Status
This addendum updates the Preliminary Master Plan Statement dated 1/20;98 as previously submitted to the City Council and
Parks Commission (attached).
The forthcoming comments relate to issues raised during the brief discussion with the City Council on January 26th and the Parks
Commission the following evening.
Also note that the evaluation of the technical aspects and regulatory concerns associated with the development of each park
continues and will proceed in concert with plan refinements.
Master Plan Discussion

Realignment of north end
ballfields
Adjacent neighbor requested that the infield of the second ballfield from the north be
reversed to avoid having foulline and infield directly adjacent to his property. The master
plan reflects this change. Note that the orientation of this field is not as optimal as the
original position in that the setting sun becomes an issue if the field is used in the evening.
Reversing the infield location of the third field from the north was also considered.
However, reorientation of this field increases the extent of grading and negatively impacts
orientation. This option will be discussed during the meeting for clarity and comment.
School District discussions
Soccer field sizes
To ensure that the park meets the needs of all partners, a meeting was held with School
District staff to gain a more complete understanding of their park needs and concerns. For
the most part, their facility needs are in sync with the overall plan and will be considered in
greater detail as the design process moves forward.
A youth soccer association representative requested that the two independent 40 x 80
yard soccer fields be enlarged to 50 x 90 yards. The master plan was reviewed to
determine the feasibility of this suggestion. The plan was revised as shown to
accommodate one 50 x 90 yard field that does not overlap the youth ballfield. It does,
however, overlap another independent soccer field.

Surfacing for hockey rinks and
summer skate park /hardcourt
The surfacing of this multi-season use area is proposed to be asphalt with color striping. In
the summer the space would be multi-functional, and could be used for a skate park (see
attached), in-line skating, or hardcourt area.

Informal family-type spaces
The trees shown along the promenade were relocated to the east side of the walk rather
than the west. This allows for more run-out space for the soccer field.
Incorporating informal spaces for sitting, strolling, lunch break, etc in the park was brought
up during discussions and will be incorporated into the plan as it is refined. This will also be
discussed more during the meeting for clarity.

A key point of discussion was achieving an overall balance within the park between athletic
facilities and community/neighborhood park amenities. General consensus was that the plan
achieves that goal - especially in light of the inherent site constraints.
To enhance the extent of recreational opportunities available in the park, a few facilities were
added, including: a hardcourt play area near the play equipment, a basketball court in lieu of
one tennis court, and a sand volleyball court. Also, a picnic shelter/rest-stop was added on the
south end adjacent to the community trail.
Note that another trail connection between the neighborhood park and the community park is
shown on the plan at the request of the neighborhood. Note, however, that the grades/slopes
in this area may make this difficult to achieve.
With certainty, providing safe access from Hwy. 101 is of paramount concern. From a park
design perspective, the current location is optimal in that it is located away from the
neighborhoods and it efficiently services the access needs of the park. Note, however, that
discussions with highway engineers at the State, County, and City level may dictate revisions to
this plan.
Project Budget
Also attached is the Preliminary Master Plan Cost Analysis Statement as discussed during the January 27th Parks Commission
meeting. Note that in each case the potential project costs are in excess of the project budget Clearly, priorities will have to be
set as the design for each park and subsequent costing information becomes more defined.

Project Status
The design process for Bandimere and City Center parks is progressing in accordance with the established schedule. To date,
two public meetings have been held: The first meeting was held on November 18th to discuss and compile a list of program
items and ideas and discuss site related design issues. A second public meeting was held on January 13th with the Park and
Recreation Commission to review concept plans for each park. The attached preliminary master plan for each park evolved
from the outcome of those two meetings. These plans are scheduled to be publically reviewed on January 27h with the Park
and Recreation Commission. Revisions to the master plans will be made as appropriate based on public comment and feedback
from the Parks and Recreation Commission. A final presentation is currently scheduled for February 9th with the City Council.
Evaluation of the technical aspects and regulatory concerns associated with the development of each park is also underway and
will proceed in concert with plan refinements.
Master Plan Discussion
The following tables provide written statements that coincide with the master plans for each park. These statements provide a
more in-depth overview of some of the design ideas being considered, as well as provide additional background information
about specific concerns where warranted.
City Center Park Preliminary Master Plan

Overall Context of Master Plan Plan focuses on creating a civic campus atmosphere by using various architectural features,
visual cues, walkway layouts and landscaping to tie City Hall, the school, fire station, and
neighborhoods into a cohesive and appealing community park
Youth Athletic Facilities The plan provides four ballfields with infields and backstops. Two 40x80 yard soccer fields
are provided, with additional soccer field overlays available as shown on the plan.
Note that the local youth baseball association has a strong desire for an additional ballfield at
this site, which could be accommodated if the two designated soccer fields were
eliminated. However, this approach would eliminate all of the designated soccer fields from
the plan.

The play areas (play equipment) and hardcourt areas have been consolidated near the
school to: accommodate school district/community children's outdoor program space;
maximize opportunity to monitor all activities; minimize conflict between children's play
areas and roadways/parking lots; maximize efficient use of limited space within the park.
Note that the final shape and design character of the play areas will be based on more
detailed evaluation of existing features and specific types of game surfaces needed - ranging
from hopscotch and four-square to basketball- by the school district and community.
The hockey rinks and surrounding area will be completely redesigned to accommodate
year-round use, including the removal of some of the berming to improve access, site
lines, aesthetics, and drainage. Hardsurfacing will also be added to the rink area to
accommodate in-line skating and a skate park. Consideration is being given to removable
hockey boards to allow for a wider range of summer uses and configurations.
Additional parking will be provided on the north side of the school by expanding the
existing parking lot to the north. The play areas and equipment that already exist or are
planned for this area will be relocated within the park. This allows for additional parking to
be provided on the periphery of the park rather than taking up valuable internal space.
The plan also shows the realignment of the parking lot and drive on the north side of City
Hall as a design option. This serves a couple of purposes:
· It allows for more direct access from Kerber to the parking lots near the school, which is
important if parking pressures along Kerber are to be reduced.
· It creates an edge to the park, which opens up new sight lines and provides more
pedestrian access points.
Note that the plan provides about 40 to 50 new parking spaces, which is the maximum
feasible unless a parking lot is developed internal to the site. Given the extent of parking
available within this area of the city during non-peak business hours, it seems prudent to
minimize the use of park land for parking lots and drives.
The layout of the paths and trails coincides with the key points of access into the park from
adjacent roads and neighborhoods. The path system also provides interconnection
between key building entrances at the school, City Hall, and fire station. The location of the
pathways will continue to be refined as the project progresses through the design process.
A variety of design techniques will be used to improve the overall aesthetic character of the
park area and soften the hard lines of the buildings and structures. This is especially true
with respect to the school building, which is utilitarian in appearance from the west side of
the building. Landscaping of various types will also be used to enhance the overall appeal of
the park.
Given the high cost for relocation, the tennis courts are proposed to remain in their
current location. As they wear and require reconstruction, consideration should be given
to pushing them further north and transferring the open green space into the core of the
park site.
Within the context of the budget, it is expected that this building will be limited to a
warming house with perhaps restrooms if budget allows. The detail program for this
structure has not been completed as this point.

Discussion
Overall Context of Master

Youth Athletic Facilities
Plan focuses on creating a community/neighborhood park for residents south of Hwy. 212 and
a youth athletic complex for city-wide use.
The plan provides three ballfields of varying sizes and two "soccer greens" to accommodate the
needs of the local athletic associations. The sizes and design features of each of these facilities is
based on user group surveys conducted as part of the design process and discussions with the
user groups during the public meetings.
It should be noted that the local associations representing youth baseball and softball have been
adamant about having a fourth ballfield included in the design. Clearly, program demands
underscore the fact that another ballfield is warranted within the city, as is another soccer field
or two. Given the importance of the issue to the local youth athletic groups, one of the
concept plans publically presented was modified to illustrate the feasibility of adding another
ballfield in lieu of soccer green space. Figure... illustrates this concept.
Unfortunately, the general shape and character of the site coupled with the impact of the
Williams Pipeline traversing it precludes the possibility of accommodating an additional athletic
field without significant design compromises and additional construction costs. As noted on the
plan the parking lot is at least 70 spaces short of the minimum recommended for the number
of facilities being proposed, In addition, earthwork would be significantly more challenging and
costly due to inherent site grades coupled with the limitations posed by the pipeline.

The parking lot and drive configuration focuses on keeping vehicular movement to the
periphery of the site while still providing reasonable access to the facilities. Providing on-site
parking as near as possible to the soccer green on the northeast side of the park reduces the
likelihood of parking occurring in the surrounding neighborhoods, which was a major concern
of nearby residents.
The layout of the trails coincides with the key points of access into the park from adjacent
neighborhoods. The trail system will also connect to the city-wide system on the northwest
and southwest corners of the park. The location of the pathways will continue to be refined as
the project progresses through the design process.
The general character and function of the adjacent neighborhood park on the east side of the
site will continue largely unchanged, with the exception of adding a trail link between the
neighborhood and community parks. In addition, with the new soccer greens being developed
in Bandimere, it is recommended that the use of the small soccer field in the neighborhood
park for programmed activities be reduced or eliminated. This will return the use of this space
to the neighborhood as well as reduce the propensity for non-local traffic in the surrounding
neighborhood.
A variety of design techniques will be used to enhance the overall aesthetic character of the
park, soften the lines of the built facilities, and provide a buffer between the park and adjacent
properties. It is anticipated that native prairies and wildflowers will be used in certain areas of
the park to enhance its overall appearance and ecological diversity, control storm runoff, reduce
nutrient migration from fertilizers, and reduce the amount of day-to-day maintenance.
Wherever feasible, the existing trees will be preserved and protected during construction.

The commons area encompasses the restroom/storage building and picnic shelter, play area,
and surrounding open space. The building is situated to overlook Riley Lake and service the
athletic facilities and general park users. A children's play area is also proposed in this space.
Areas defined as open green space are turfed areas suitable for general park use and open play.
Given that Bandimere Park services community park needs in addition to the athletic facilities,
the common area and green spaces become important aspects of the overall appeal of the park
to the non-sport oriented user and thus should not be overlooked.
Given the limited space and budget hockey facilities would be located as an overlay on the
large parking lot. Temporary boards and a portable warming house would be required should
the demand for this facility manifest itself. In the shorter term, the rinks at City Center Park and
the Recreation Center will be the primary rinks available to the community.
A sliding hill can be accommodated within the park. The final location will be determined in
concert with the final grading plan.
Although tennis courts were not considered the highest priority for the park, a location was
provided for them in the event that they would be added in the future. It is not anticipated that
the development budget will allow for their construction under this phase unless another facility
was eliminated.

Where To From Here with Respect to Project Costs
The cost analysis presented above is used to access projected costs relative to associated project budgets. Clearly,
overall project costs need to be lowered in order to fall within the project budgets. This will be accomplished in two
ways as the design process moves forward:
I) Fine-tuning the design to reduce project costs. This is a normal part of the project and often results in lower than
projected costs for some items, such as grading.
2) Prioritizing. Realistically, priorities will have to be determined for each site.
The consultant will continue to work with the Parks Commission, City Council and staff as necessary to reach
consensus on the final design for the parks and establishing a list of priorities as required to stay within project budgets.

Commission Review, City Center Park and Bandimere Park,
Proposed Master Plans and Project Budget
On January 13, the Park & Recreation Commission reviewed design altcmatives
for City Center Park and Bandimere Park. Upon hearing public comment, thcy
directed staff and Brauer and Associates to refine the park master plan based on
their direction. A preliminary master plan statement far both Bandimere and City
Center Parks as prepared by Jeff Schoenbauer of Brauer & Associates, including
graphics, are attached. Mr. Schaenbauer will be present on Tuesday cvening to
discuss these plans with the commission. Preliminary budget numbcrs will also
be presented.
It is our desire to see the commission make a recommendation on both master
plans to the city council on Tuesday evening.

Project Status
The design process for Bandimere and City Center parks is progressing in accordance with the established schedule. To date.
two public meetings have been held: The first meeting was held on November 18'h to discuss and compile a list of program
items and ideas and discuss site related design issues. A second public meeting was held on January 13'" with the Park and
Recreation Commission to review concept plans for each park. The attached preliminary master plan for each park evolved
from the outcome of those two meetings. These plans are scheduled to be publically reviewed on January 2Th with the Park
and Recreation Commission. Revisions to the master plans will be made as appropriate based on public comment and feedback
from the Parks and Recreation Commission. A final presentation is currently scheduled for February 9'" with the City Council.
Evaluation of the technical aspects and regulatory concerns associated with the development of each park is also underway and
,viii proceed in concert with plan refinements.

Plan focuses on creating a community/neighborhood park for residents south of Hvvy. 212 and
a youth athletic complex for city-wide use.
The plan provides three ballfields of varying sizes and two "soccer greens" to accommodate the
needs of the local athletic associations. The sizes and design features of each of these facilities is
based on user group surveys conducted as part of the design process and discussions with the
user groups during the public meetings.
It should be noted that the local associations representing youth baseball and softball have been
adamant about having a fourth ballfield included in the design. Clearly, program demands
underscore the fact that another ballfield is warranted within the city, as is another soccer field
or two. Given the importance of the issue to the local youth athletic groups, one of the
concept plans publically presented was modified to illustrate the feasibility of adding another
ballfield in lieu of soccer green space. Figure... illustrates this concept.
Unfortunately, the general shape and character of the site coupled with the impact of the
Williams Pipeline traversing it precludes the possibility of accommodating an additional athletic
field without significant design compromises and additional construction costs. As noted on the
i plan the parking lot is at least 70 spaces short of the minimum recommended for the number
. of facilities being proposed. In addition, earthwork would be significantly more challenging and

i costly due to inherent site grades coupled with the limitations posed by the pipeline.

. The parking lot and drive configuration focuses on keeping vehicular movement to the
periphery of the site while still providing reasonable access to the facilities. Providing on-site
parking as near as possible to the soccer green on the northeast side of the park reduces the
likelihood of parking occurring in the surrounding neighborhoods, which was a major concer-n
of nearby residents.

The layout of the trails coincides with the key points of access into the park from adjacent
neighbor-hoods. The trail system will also connect to the city-wide system on the no:ihwest
and southwest corners of the park. The location of the pathways will continue to be refined as
tne project progresses through the design process.
The general character and function of the adjacent neighborhood park on the east side of ,he
site will continue largely unchanged, with the exception of adding a trail link between the
neighborhood and community parks. In addition, with the new soccer greens being developed
in Bandimere, it is recommended that the use of the small soccer field in the neighborhood
park for programmed activities be reduced or eliminated. This will return the use of this space
to the neighborhood as well as reduce the propensity for non-local traffic in the surrounding
neighborhood.
A variety of design techniques will be used to enhance the overall aesthetic character of the
park, soften the lines of the built facilities, and provide a buffer between the park and 2.djacent
properiies. It is anticipated that native prairies and wildfiowers will be used in ce:iain areas of
the park to enhance its overall appearance and ecological diversity, control storm runoff, reduce
nutr-ient migration from fertilizers, and reduce the amount of day-to-day maintenance.
Wherever feasible, the existing trees will be preserved and protected du:-ing constr-uction.

Dear Project Stakeholder:
On June 14, 1997, Chanhassen voters approved a $4.9 million referendum for parks, open space
and trails. Two community park projects were included in this proposal-the construction of
Bandimere Community Park and the redevelopment of City Center Park. On Tuesday,
November 18,1997, the Chanhassen Park & Recreation Department and Brauer & Associates
will host an initial program development meeting for both parks. These important gatherings
will be held in meeting rooms 3 and 4 at the Chanhassen Recreation Center, 2310 Coulter
Boulevard (adjacent to Bluff Creek Elementary School).
The City Center Park meeting will start at 6:00 p.m. The Bandimere Park meeting will start at
7:30 p.m. Please review the attached materials for more information about these upcoming
meetings. Take the time to complete the user group survey for the parks that are of interest to
you and bring the completed forms to the November 18th meeting.
The community's hard work on behalf of quality parks and recreation paid off. The exciting task

The Brauer & Associates, Ltd. team looks forward to working with
the citizens of Chanhassen on developing Bandimere Park and
redeveloping City Center Park. Both projects offer exciting
opportunities to provide much needed outdoor athletic facilities for
the community while still maintaining an appealing park atmosphere
that offers neighborhood park amenities, open space and greenery.
As part of the project, members of the community will have an
opportunity to participate in the design process to ensure that the end
result will be successful in meeting the needs of the community.
The following page provides an overview of the work tasks that
Brauer & Associates will be undertaking as part of the master planning
phase of the project. The November 18th meeting will focus on the
"Program Development" work task, in which we will consider
developmental issues and concerns and define the type of facilities
most desired for the two parks.

Focus Meeting: The general purpose of the focus meeting is to allow the Brauer team
the opportunity to develop a very clear understanding of the scope of the project.
intended outcome. city's expectations of the consultant's services, confirm key
individuals. associations. committees, City staff members. etc. who will be involved in
the project or have information that will affect the project. and general review and
discussion about the issues and concerns related to this project.
Site Analysis: Through field research and review of site information and mapping. the
Brauer team will work (in concert with city staff. as appropriate) to identify the park's
physical characteristics and determine its developmental opportunities and constraints.
This will allow both the city and Brauer team to develop a clear understanding of the
site's unique characteristics.
Program Development: Developing a complete and comprehensive assessment of
needs. facility demands. and priorities is absolutely essential to the success of the
project and is viewed as one of the most important phases of the design process. The
Brauer team will work closely with the city to:
Identify and address the many issues affecting the development of this park.
Identify and define the development concerns, recreational uses, site amenities.
and facilities desired and appropriate for this park. (The list of development
concerns listed in the RFQ will be incorporated into this work task, thus ensuring
that each one of the issues listed will become an integral part of the design.)
Identify, qualify. and prioritize needs.
Develop evaluation matrix defining the development program (to be used to
evaluate the schematic concepts and master plan).
Land Use / Sustainable Development: Working collaboratively with city staff. the
Brauer team will develop a Land Use Zone map and supportive text that begins the
process of determining the best use of the park within the context of its land
resources and the development program. The principles of sustainable development
-- a design that will endure public use and land practices that protect the land
resource -- will also be defined. Environmental impact (on & off-site) will be assessed.
Schematic Concepts: Building upon the previous tasks, the Brauer team will prepare
alternative schematic concepts for the site. Given the number of issues already
identified by the city, there will be no shortage of options in developing these
concepts. Specific criteria affecting the concepts include: what are the ideal physical
relationships between the facilities proposed for the site within the context of the
Land Use Zones?; can the physical relationships be developed to limit the duplication
of support structures?: what opportunities does the site present and how can these
be taken advantage of in the design? The evaluation matrix will be used to evaluate
each concept.
Master Plan and Implementation Plan: Using the adopted concept plan. the Brauer
team will prepare a master plan (preferred plan) for the park. The master plan will
represent the design solution that best responds to the needs and desires of the city
while remaining within their ability to fund improvements over a reasonable period of
time. Since the master plan essentially refines the accepted concept, a host of more
specific issues will arise that must be addressed. such as: how can the relationships
between facilities be further refined, what "themes" need to be developed, how will
engineering aspects of the site affect development costs?
An implementation plan encompassing a cost estimate, phasing plan (if needed), and
set of action steps for implementing the master plan will also be prepared. This takes
into consideration cost estimates and the city's ability to fund the project.

Overview: The intent of this survey is to gather basic information about the optimal design for the facilities being
considered for the two parks from the perspective of the user groups that will be them for athletic
programs. Association leaders, School District personnel, and other interested individuals should fill out the

Dear Janice Lash,
We are very concerned with the plans for the City Center Park. We feel that Concept Two will have an
adverse affect on our quality of life. If this plan is allowed to proceed it will cause my property value to
decline. The Park and Recreation Director, Todd Hoffman, without commissioning an impact study, feels
that this park should increase the value of my property. Would you buy a home that is bordered by two
baseball fields and a soccer field. I would not. If I had been informed that such a park was to be created
behind this property I would not have purchased it in September 1997. I am concerned about the noise
generated from such a park so close to my home. We are also worried about the effect of this construction
on the drainage of my lot, as well as the impact it will have on my general quality of life.
When I first contacted Todd in September I was told that the Park and Recreation Commission wanted the
input of the property owners that would be affected. I feel that at this time that was just a sop. Todd and
the Commission had no intention of doing anything to safeguard the values of the surrounding homes or act
on any concerns of the affected citizens.

Dear Todd:
I deeply apologize for having to write a letter in response to your letter
dated January 22nd, but I am a pastor and my work day is generally in the
evening. This evening I have a meeting at church that I must be at. Please
accept this letter as my presence this evening.
At the last meeting, one of the park board members stated that
Bandemere Park was to be a youth athletic sports complex. You stated at the
beginning of the proceedings having to do with Bandemere Park, the need for a
balance between the need for ball fields and the community park atmosphere
that should be kept. JeffSchoenbauer stated in the discussion area of his report
in regard to the overall context; I'Plan focuses on creating a
community/neighborhood park for residents south of Hvvy. 212" (did he mean
Hwy 5 or the proposed Hwy 212?) 'land a youth athletic complex for city-wide
use." Both Jeff's and your statements are in compliance with what has always
been discussed at the city level. This is to be a community park NOT a youth
athletic complex.
I think the best way to approach this is to address each of the concepts
that Jeff has brought forvvard.
Concept with 3 ball fields:
1) I was very surprised to see Jeff come up with this plan. A woman
from the soccer association stated that even she was concerned that
under the previous plan (that had the drive and the parking in the
same location as this one) that the drive and parking was right next
to our property line and that she would certainly not be for that
layout. It was my understanding from most of the participants at the
previous meeting that they felt that the drive and the parking could
and should go south of the soccer field (the one further west). It is
clear that Jeff wants his ideas and vision brought forward (I state this

as he voiced his disapproval for the ideas brought forth with the only
reasoning being that they didn't fit into the concept he had
envisioned), not that of the residents or the commission.
2) What is meant by 14maintain/enhance bufferlJ? The residents around
this park have always been told that there would be burms and other
such structures to give us privacy. This was mentioned by a
resident at the last meeting, and it was brushed aside as
unimportant. In my case and in the case of most residents around
this park it is not important it is imperative.
3) Where did the picnic areas go? Where did the picnic shelter go?
This is to be a community park. I think when people hear the word
park, they assume picnic areas. I believe this is an important part of
this park's concept, we should not leave it out.
4) The amount of trees and open space are very appealing in this plan,
I hope as the dollar costs of the final plan come in that the trees are
not the first to go.
Plan that includes 4 ball diamonds:
1) This plan should not be considered. It does not meet the criteria for
Bandemere Park, which is to be Ila community/neighborhood park for
residents south of Hwy. 212 and a youth athletic complex for city-
wide use. n
2) I am totally against having a huge parking lot as a next door
neighbor.
3) Where is the buffer? How much buffer is being planned? How can
any sort of buffer work in the situation of this plan?
4~ I do not find anywhere in this plan any mention or provision for a
neighborhood park.
5) Jeff mentions in his discussion for this plan the additional cost of
moving the large amount of dirt that will be required. It appears that
the city will save quite a bit of money on the cost of trees, there are
none. Probably not a good priority.
If Jeff can move the drive and parking lot south of the soccer field, I would
be in favor of the concept with the three ball diamonds. I believe that if that road
is not moved (especially when the drive-thru concept was immediately written off
due to safety issues) the city would be putting my children, my future
grandchildren, my parents, their grandchildren and their great grandchildren in

harms way. There are other alternatives and they must be looked at. I question
if the concept with the four ball diamonds can be approved without a new
referendum. The referendum called for IIBandemere Community Park". If your
intentions were just to play with words, that would seem to me to be a risky
gamble.
In conclusion1 it looks like we are very close to a concept that can and will
satisfy all. We can't possibly meet the needs of future youth with this one park.
That will be an on-going project. We need to do the best we can with what we
have and satisfy all the resident types.
Thank you for accepting this impersonal approach1 but as I stated
previously I have no choice.

FOllowing the November 18 Bandimere Park public design meeting, the neighbors
in the Kiowa Trail vicinity met to discuss their concerns and issues regarding
the Park development. The highlights of the discussion from the November 30
neighborhood meeting are submitted for your review. To avoid confusion in
describing Bandimere Park, we defined the existing park on Kiowa Trail as the
Neighborhood Park, and the new athletic fields portion as the Community Park.
We respect the input process that was done on the 18th regarding the
"Community Park" and therefore, tried to focus our.comments on the
"Neighborhood Park" based on what we heard of the potential community park
design. We appreciate the opportunity to work with you in designing the parks
so both community and neighborhood needs can be met. If you would like to
have further clarification or discussion about these issues, the neighbors are
very willing to meet with you or the architect.

3. The Community Park access points are critical design elements in meeting
the safety needs of the neighborhood.
4. Entrances to the Community Park should be off 101 and preferably to the
Northwest end. (We recognize the 101 sightlines are a factor.) Neighbors do
not support any Kiowa Trail entrance or parking lots. (Todd: please note that
we did not contact the Finger residence, so we cannot speak for their
preferences on this issue.)
5. There should be adequate signage for entering the Community Park,
including a "no access" type of sign on or before Kiowa Trail.
6. If a field is left in the Neighborhood Park, parking or "child drop-off
traffic" becomes an issue whether there is a parking lot there or not.
7. Neighbors strongly oppose any public use connection of Kiowa Trail north
to roads into the Springfield development area. Neighbors request
notification of any potential changes.
FACILITIES IN NEIGHBORHOOD PARK
1. Neighbors prefer to leave the park as open green space.
2. It is unknown if the soil could support a tennis court, however some
interest was expressed for that use. It was unclear if tennis courts woule
be part of the Community Park and if not, neighbors would like an explanation
of the Park Board's pOlicy on unlit tennis courts in the Neighborhood Park.
3. The existing play structure area could be expanded.
4. A perimeter trail around the Neighborhood Park should be an additional
loop linking it to the perimeter trail around the Community Park. (see #1
below)
5. Is the existing soccer field needed for the city program? (Again, parking
and traffic is of major concern.)
PARK LINKS/TRAILS
1. An alternate asphalt path should be connected to the Community Park
perimeter trail. The alternate path would leave the main trail on the
eastern side of the Community Park, traveling around the Neighborhood
and connecting again to the main trail. This would allow users to have an
option of an extended walk or bike ride. It also provides neighbors a link
to the Community Park.
2. Using the (Kiowa) street as a "trail" is not supported because of the
danger issues (ie- street width, hill, traffic).
BUFFER ZONE
1. Direct field lighting away from neighbor's homes.
2. Maintain the existing vegetation during construction.
3. Along the eastern side of the Community Park, neighbors prefer soil berms
planted with trees, especially evergreens, and wildflower/native grasses.
4. A buffer zone is important to minimize lights, noise, and pedestrian
traffic from encroaching onto neighborhood property.
ENVIRONMENT
1. The health of Lake Riley needs to be considered during all construction

2. Remind architects and construction workers of the location of the gas
pipeline.
3. Runoff and drainage issues from the Community Park will need to be
