Planning Department
. The city is in the consolidated
pool for the CBDG dollars. This is
good new/bad news. The good
news is that we have the opportu-
nity to compete with other cities
for $100,000. The bad news is that
we are not guaranteed any funds at
all. Staff is working with Carver
County to submit an application
for low interest home improve-
ment loans. The hearing date
before the city council will be on
March 9.
. Postal Service Annex: The 8 ft.
high fence on top of the berm on
the south side of the Postal Ser-
vice Annex building has been
completed. The two remaining
items, which are the city's respon-
sibility, include the landscaping
and trail construction.
Public Safety Department
. Formal charges should be filed
soon regarding the arson fire of
the seminary building.
. Bids for the new rescue truck
came in over budget. The truck
committee is reviewing their
specs and we hope for a March
rebidding.
. Beth has received her first
application for the Citizens Police
Academy. Lots of interest being
generated.
. Newly elected Fire Chief, John
Wolff is completing a review of
input/evaluation forms for the
membership, which he will be
reviewing with them and using to
continue moving in a positive
forward direction.
Administration
· Attached is a letter from Triax
indicating that they have issued
503 customers credits in the city.
· Attached is a letter from Bob
Lindall, Southwest Corridor
Transportation Coalition.
· The GIS demonstration given to
the Lake Minnetonka Area Coop-
erating Cities and the Metropolitan
Council on January 30 was very
well attended. Joleen, Vicki, Rick,
and Don did an excellent job in
demonstrating the capabilities of
Chanhassen's GIS system. Staff
provided several examples using
Arc View Explorer and answered
questions about what software and
hardware would be needed to run a
GIS system. Examples of how GIS
has been used in Chanhassen were
also on display so as to give par-
ticipants ideas about the different
layers that can be created and used
with a GIS system.
Park & Recreation Department
· February Festival is a week
from Saturday at Lake Ann Park
from 12:00 p.m. to 3:00 p.m.
Jerry Ruegemer will be contact-
ing council members to see if you
would like to volunteer for the
event.
· Neighborhood meetings to work
on park improvements associated
with 18 of our parks have been
scheduled. Resident notification
letters will be mailed over the
next three weeks.

On behalf Triax Midwest Associates L.P., we wish to inform you that we have granted credits to 503
customers totaling $2,741.43 in the City ofChanhassen. This amount does not include the many refunds
provided to Chanhassen customers over the summer months. The key points of the credit as
implemented are below:
1. Triax credited all active customers on the streets as originally proposed to the City.
2. We also included the additional streets Council Member Senn was interested in having included.
3. The credits granted were 20% of that month's bill. We came to this conclusion by reviewing the
accounts and determining that many customers had already received service credits for the
outages during the time frame and, in some cases, credits of up to 2 months worth. Any
customer that had received a credit which was less than 20%, we credited the remaining portion.
Triax looks forward to a continued positive working relationship with the City of Chanhassen and
appreciates the Council's input and advise regarding this project.

RE: FACILITATOR CONTRACT PROPOSAL
The Minnesota Transportation Alliance is the largest transportation advocacy group in the state of
Minnesota. The Alliance membership includes both public and private sector membership across the
state. The Alliance works with many communities interested in positioning improvements to their
transportation infrastructure for programming and funding at the federal and state levels.
The Alliance would like to offer its services as the facilitator to the Southwest Corridor
Transportation Coalition for the coming year. The Alliance would work with Coalition leadership to lay
out a strategic plan for the Coalition in the coming year, would organize regular meetings for the coalition
(including sending out meeting notices) preparing meeting minutes and notes, preparing agendas and
notifying invited speakers, and maintaining correspondence for the Coalition. The Alliance would ensure
that the strategic plan was implemented including organizing opportunities to meet with state and federal
policymakers and agency representatives, coordinate coalition activities with coalition members and local
units of government, and work with area officials to position coalition projects in regional and state plans
and programs. The Alliance cannot act as a lobbyist for the coalition but can arrange and attend meetings
with policymakers and coalition representatives.
The Alliance will be represented by Fred Corrigan at Coalition meetings. An Alliance staff person
will be assigned to the clerical aspects of this contract. We estimate the cost of these services to be
between $15,000 and $20,000 per year, depending on the extent ofthe strategic plan and the level of
activity included in that document.
We look forward to discussing this proposal with you, and are excited about the opportunity to
advance the transportation projects that are so badly needed in the southwest metro area.

Southwest Corridor Transportation Coalition

The meeting of the Coalition was held at the Chaska City Council chambers on October
10, 1997, beginning at 8:00 a.m., with Bob Lindall, President, presiding. Others in attendance

obtaining right of way. A couple of major parcels remain to be
acquired. Stage 3 was delayed because MnDOT moved money
from that project to what MnDOT perceived to be a more
immediate need for reconstruction or repair of the Lexington
Avenue Bridge in St. Paul).

A major threat to the project is the recent dramatic increase in land values in the project.
The value of the Gilk property increased by 400% in five years. A major priority for the
Coalition needs to be identifying sources of right of way funds to preserve the corridor until the
project can be constructed. If we do not, it is possible that the cost of right of way will become

so dramatic that we will not be able to afford to build the project by the time construction funds
are available.
RALF Le!!islation
Gene Ranieri has prepared a proposed bill which would appropriate money to purchase
highway right of way throughout the State. He is seeking a meeting with MnDOT representatives
to seek support for the concept.
Bob Lindall urged that members give consideration to creative new ideas that might
generate a local source of funding for purchase of right of way on 212. One possibility would
be the creation of a local option increase in the State deed tax and mortgage registration tax in
Carver County with the proceeds dedicated to purchase of right of way in the 212 corridor. Gene
Ranieri is going to estimate the amount of annual proceeds that might be generated from such
a tax. Hennepin and Ramsey Counties obtained the enactment of such a local option increase in
the tax for their counties as a source of funding for clean up of contaminated property and re-
alignment of a railroad track from a residential neighborhood.
Bob Lindall also mentioned the possibility of giving fresh consideration to issuance of
local bonds to create a fund for right of way. McLeod County had previously proposed that
Carver County and McLeod County issue bonds for the total cost of construction of New T.H.
212. Lindall's idea was a more modest one to instead fund only right of way acquisition in this
manner at this time. Ranieri will do some projections of what the current estimate is of the cost
of remaining right of way and the debt service which would be necessary on such a bond issue.
Traffic
Evan Green reported on the most recent available traffic data on roads within the project
area. His data was from 1996 and speculation was that these numbers were not reflective of
current conditions. They showed the following:

In connection with the long waiting periods for people entering from T.H. 212 onto 1-494
eastbound in Eden Prairie, Gene Dietz reported that the entering stacking lane is full throughout
the rush hour and that waiting periods of 25-30 minutes to get onto 1-494 at this location during
rush hour are typical.
Evan indicated that original pre-opening estimates for traffic flow on the Shakopee Bypass
were that it would carry 15,000 A.D.T. on the date it opened. It is believed that a certain amount
of this traffic previously took Old T.H. 212 or even T.H. 5 or Pioneer Trail.
Devolution
Evan Green mentioned that the central office of MnDOT is now focusing its more limited
funds on maintenance of the existing principal arterials and is encouraging the transfer back of
minor arterials to counties and cities whenever possible. Typically, this involves some upgrades
or repairs at the time of the transfer. He advocated this as being an opportunity for local units
to then have control of the decision of when the roads will be improved, as well as an
opportunity to qualify for ISTEA funds which are specifically focused on this program. He
offered to arrange for a speaker about the program. Lindall indicated that the Coalition would
be receptive to hearing the presentation. Gene Ranieri also mentioned that Minnesota Chamber
of Commerce has a significant study that relates to a similar approach. He offered to arrange for
a speaker about the study.
There being no further business, the meeting of the Southwest Transportation Coalition was
adjourned at 9:30 a.m.
