99-97 CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: November 22, 1999 RESOLUTION NO: 99-97 MOTION BY: Jansen SECONDED BY: Labatt A RESOLUTION REQUESTING A VARIANCE FROM STATE DESIGN STANDARDS FOR OFF- ROADWAY BIKE PATHS CITY PROJECT NO. 97-6, S.P. 1002-61 WHEREAS: the Minnesota Department of Transportation, hereinafter called Mn/DOT, is preparing detail design plans for a portion of Trunk Highway 5 within the corporate limits of the City of Chanhassen; and WHEREAS: this project includes a segment of West 78th Street which is designated as a Municipal State Aid roadway No. S.P. 194-113-01; and WHEREAS: this segment of West 78th Street includes a bike trail adjacent to the roadway and two separate off- roadway trails known as the Riley Creek Trail and the Bluff Creek Trail; and WHEREAS: these two off-road trails are connected to the bike trail adjacent to West 78th Street and connect to a park facility and a future path to be constructed at a later date; and WHEREAS: in order to utilize Municipal State Aid dollars, these off-road trails must meet the State Design Standards For Off-Road Bike Paths or receive a variance from the Municipal State Aid Section as contained in M.S. Chapter 8820.9995 Minimum Bike Path Standards; and WHEREAS: the design of these two off-road trails does not meet the standards for horizontal curvature and stopping sight distance due to limitations of the existing topography, wetlands, adjacent development, and the need to carry these two trails through the same underpass structure as the watercourse these trails must follow; and NOW THEREFORE BE IT RESOLVED by the Council of the City of Chanhassen, Minnesota, that the City is requesting a variance from the State Design Standards For Off-Road Bike Paths for horizontal curvature and stopping sight distance for the Riley Creek Trail and the Bluff Creek Trail.
