MEMORANDUM TO: Todd Gerhardt, City Manager FROM: Justin Miller, Assistant City Manager'St^ ~, DATE: January '25, 2006 RE: Carver County Hazard Mitigation Plan BACKGROUND For the past few years, Carver County, through their Office of RisklEmergency Management, has been developing a hazard mitigation plan. Once adopted by all Carver County cities, this plan will become the official hazard mitigation plan for the entire county. This plan will benefit communities by reducing conflicts between individual community plans as well as providing for eligibility to receive mitigation funding as a result of presidential disaster declarations. In order for this plan to receive approval from FEMA, they are requesting that each participating community indicate that they are planning to adopt the final plan as their community plan. The attached resolution indicates our support for this project, which will assist Carver County in gaining FEMA approval. Once the plan has been approved by FEMA, Carver County will be requesting that the city pass another resolution indicating our final adoption of the approved plan. RECOMMENDA TION Staff recommends that the Chanhassen City Council approve the attached "resolution to participate in a hazard mitigation planning process". Approval of this item requires a majority vote of the city council. This is the plan that we have talked about at various township, city, fire, EMS, and other public meetings. This plan will be a County plan and if each community adopts the plan by resolution, it will become the "official" plan f.or each community. The importance of this plan to each city, township, and the overall County is as follows: . Allows communities to better plan for disasters . Helps reduce the potential costs of disaster response and recovery . Strives to reduce tax dollars . Allows each community to meet the Federal Disaster Mitigation Act of2000 . Provides eligibility for mitigation funding as a result of a future presidential disaster declaration We submitted the first review of the plan to the State andFEMA in March, 2005 . We received feedback from FEMA that required a few changes. Once the changes were made, we sent the final draft in again for final approval. The overall hazard mitigation plan review process has been delayed during the gulf coast hurricane response and recovery efforts, but we now understand that we are in the final stages of approval. In order for us to' complete the process~ we need your help -.;.- When we started this process all communities (cities and townships) indicated they planned on participating and adopting the County plan as their community plan, although we did not pass any resolution to indicate the participation. FEMA is requesting that the participation process be adopted in a formal documentation. Therefore~ if you still plan to adopt the plan as your "community plan" we need you to pass the attached resolution (if you would like it electronic~ please let me know and I will send it to you). This resolution needs to be passed by the end of February. Additionally, once we have received "conditional approval" from FEMA, we will send out another resolution for your adoption. This resolution will indicate final adoption of the plan by all entities. If the plan is not adovted by each city or township. the entity would not be elifzible mitif!ation fundlnf! that would be available as a result of a future vresidential disaster declaration. The other option would be to develop your own plan in order to comply with the requirements, Thank you in advance for your time and effort to meet the requirements and complete this planning process. Gerber RisklEnlergency Management Director Equal Opportunity Employer Attachment Printed on 30% Post-Consumer Recycled Paper CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: RESOLUTION NO: 2005- MOTION BY: SECONDED BY: RESOLUTION TO PARTICIPATE IN A HAZARD MITIGATION PLANNING PROCESS WHEREAS, the County of Carver is participating in a hazard mitigation planning process as established under the Hazard Mitigation Act of 2000; and WHEREAS, the Act establishes a framework for the development of a county hazard mitigation plan; and WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and businesses; and WHEREAS, the plan must include a risk assessment including past hazards, hazards that threaten the county, maps of hazards, an estimate of structures at risk, estimate of potential dollar losses for each hazard, a general description of land uses and development trends; and WHEREAS, the plan must include a mitigation strategy including goals and objectives and an action plan identifying specific mitigation projects and costs; and WHEREAS, the plan must include a maintenance or implementation process including plan updates, integration of plan into other planning documents and how the county will maintain public participation and coordination; and WHEREAS, the draft plan will be shared with Minnesota Planning for coordination of state agency review and comment on the draft; and WHEREAS, this resolution does not preclude the city or township from preparing its own plan sometime in the future should it desire to do so. NOW, THEREFORE, BE IT RESOLVED, that City ofChanhassen supports the Carver County hazard mitigation planning effort, wishes to join with the County in preparing the plan and recognizes that the plan will apply within the city and township.
