The Park and Recreation Commission and staff are eager to get underway with
the City's 2006 Park and Trail Acquisition and Development Capital
Improvement Program (CIP). Prior to initiating work in earnest, we would like
to review in some detail the components of each project with the City Council.
With eighteen projects totaling $896,500 scheduled for completion, the "ball"
really gets rolling in the first quarter of the year. All projects, with the exception
of the Lake Ann Park road and parking lot rehabilitation, are being funded by
park dedication dollars. The current cash balance in this fund is $1,712,868. It
is predicted that park dedication fee revenue for 2006 will exceed $1,000,000.

The following projects are programmed for completion in 2006. The listings are
ranked from the highest dollar amount to the lowest. Taking this opportunity to
discuss the projects will help to ensure that everyone's expectations are met as
we move forward. A compilation of maps, diagrams, and other supplements are
attached to this report to assist in your review.

. Lake Ann Park Road and Parking Lot Rehabilitation - $395,000

The City's 2006 Pavement Management Program includes up to $395,000 for
the reconstruction and rehabilitation of the oldest portions of roadways and
parking lots in Lake Ann Park. The majority of these hard surfaces was
constructed in 1970 and is in need of reconstruction. The boat access road and
parking lots were constructed in 1985 and may receive an overlay of asphalt, if
warranted, as a component of this project. Accommodations for a future water
quality project will also be incorporated. (See attached preliminary design.)

. Highover Trail - $80,000
As a condition of the Highover subdivision, an outlot for future trail purposes
was set aside. This outlot runs north to south on the eastern border of Highover
underneath a series of power poles located in the area. The proposed lO-foot
wide bituminous "Highover" trail will connect the existing neighborhood to the
new Highcrest Meadows neighborhood to the south and the new Lake Harrison
neighborhood to the east. (See attached project location map.)

. Athletic Field Improvements - $60,000
In 2005, a conversation with local athletic associations concerning specific
safety-related improvements on our ball fields was initiated. The result was a
recommendation by the Park and Recreation Commission to include $60,000 for
"ballfield improvements" in the CIP. The department maintains and schedules
45 ballfields located throughout the City. In January of 2006, the Commission
will be hearing from all the local athletic associations as a means of identifying
the most important projects. Upon hearing from the interest groups, the
Commission will make a final recommendation to the City Council.
. Recreation Center Hockey Rink Rehabilitation - $60,000
The Chanhassen Recreation Center hockey rinks were constructed in 1996. The
use of asphalt surfacing for outdoor hockey rinks was relatively new at the time.
A hard surface not only accommodates winter hockey, but allows for summer
use of the rink as an in-line skating facility. Coating the asphalt surfaces with
paint dramatically improved the experience for our in-line rink users. One rink
was coated with an acrylic-based paint, the second with a urethane-based
product. Unfortunately, the painted surfaces have provided significant
challenges for our winter operations that were unforeseen at the time of
construction. Premature and extensive cracking of the asphalt surfaces has
rendered one of the rinks unusable in the summer. The second rink, while in
better condition, is also extensively covered with cracks.
. OfT-Leash Dog Areas - $50,000
The Park and Recreation Commission has recommended that the City Council
consider a $30,000 contribution towards the construction of an off-leash dog
area at Minnewashta Regional Park. Carver County Parks would construct,
operate, and maintain the facility.
The Commission had considered recommending that a second off-leash dog area
be constructed by the City at either Lake Ann Park or Lake Susan Park utilizing
the remaining $20,000. Upon detailed study of each of these locations, the
Commission determined that both of these sites would not accommodate an off-
leash dog area. (See attached concept plans.)
. Lake Susan Parking Lot Expansion - $40,000
The availability of on-site parking at Lake Susan Park has not kept pace with the
growth in use at this facility. This project, which will be performed "in-house,"

will double the size of the main parking lot located in front of the shelter
building.
. City Center Park Performance Stage - $35,000
The original City Center Park design included a "performance" area with tiered
seating created through a series of curved retaining walls. To date, we have
been using a metal trailer as a stage for performances in this area. The
construction of a permanent performance stage, which could be more accurately
described as a hard surface circular patio, will create a permanent focal point for
the majority of future performances and public gatherings within the park. All
but the very large band or assembles will be accommodated in this new space.

. City Center Park Playground Equipment Rehabilitation - $30,000
The playground at City Center ParklChanhassen Elementary School is used by
the broader community on evenings and weekends and by school children
before and after school and during recess. This multi-purpose facility is jointly
operated by School District 112 and the City of Chanhassen. One of the
playgrounds located in the park was installed in 1990 and is need of
replacement. The Park and Recreation Commission is recommending that the
City match School District and PTO contributions up to $30,000 on the project.
The District will be the lead agency on the project.
. Bandimere Park Athletic Field Netting - $25,000
Soccer Fields #2 and #3 are perched upon a crest that drops off rapidly to the
south. To the north of the fields are a storm water retention pond and a
residential neighborhood. Soccer balls routinely get kicked out of the field of
play ending up traveling down the hill and into a wooded area to the south or
north, into the pond, or residential back yards. This netting or fencing project is
intended to contain the majority of the balls that are kicked out of bounds.
. Recreation Center Trees - $25,000
Spend a hot July afternoon at a ball game tournament at the Recreation Center
and it is painfully aware that more shade is needed. This project will replace
diseased trees or trees that have already died and been removed from the site.
The new trees will be arranged utilizing a modified version of the original
planting plan.

. Bluff Creek Trail Plan - $20,000
The planned Bluff Creek Trail south of Lyman Boulevard is one of the most
significant trail sections remaining to be constructed within the city. Others
include the future Lake Ann circular trail and the Rice Marsh Lake circular trail.
The Bluff Creek Trail will feature an underpass at Lyman Boulevard, a bridge
over bluff creek, an underpass at the east/west collector, an underpass at new
Highway 212, and an at-grade intersection with a planned trail at Pioneer Trail.
Upon final completion, the Bluff Creek trail will traverse four miles of some of
the most scenic areas in the City connecting dozens of neighborhoods to each
other, schools, recreation and commercial areas. This planning exercise is part
of our due diligence to ensure that the final segments of this trail are
appropriately designed and constructed. (See attached project location map.)
. Tennis Court Resurfacing - $19,500
. Our tennis courts are constructed of asphalt to which an acrylic surface is
painted. These painted surfaces begin to show wear soon after completion and
require re-painting every 5 to 7 years. This year we are planning to resurface
courts at Lake Susan Park and Lake Ann Park.
. Rice Marsh Lake Park Trail and South Lotus Lake Park Trail - $15,000
Both of these planned trails represent what we refer to as "park trails" or
"internal trail loops." These are typically designed as short winding trails that
traverse the interior of a park space connecting access points with destinations of
interest within a park. These trails are very popular with citizens and provide a
significant return on a relatively modest investment. (See attached diagram of
proposed trails.)
. Park Master Plan Records Update - $10,000
The department maintains a master plan for each one of our public park sites.
These plans assist elected and appointed officials in making important decisions
concerning future improvements within the city's park system. Periodically
these records require updating in order to retain their value as an important
planning tool. (See attached example of park master plan.)
. Bandimere Heights Park Half-Court Basketball - $6,000
Bandimere Heights Park is a small neighborhood park nestled amongst the much
larger Bandimere Community Park. Last year the playground located in the
neighborhood park was removed in light of the fact that new playgrounds were

being constructed just up the hill in the community park. This basketball half-
court will be installed in place of the old playground. Currently there is not a
basketball facility located at either of the two parks. (See attached sketch plan.)
. Picnic TableslPark Benches - $6,000
Annually the department replaces or repairs damaged picnic tables and benches.
The city's park system is comprised of over 30 individual sites containing
approximately 200 picnic tables and benches.
. Trees - $5,000
Annually the department purchases balled and burlapped trees or contracts for
tree moving services. Specific tree planting and/or tree moving projects are
selected as good opportunities present themselves.
