Paul Oehme, Dir. of Public Works/City Engineer '\ . c February 27, 2006 ~ DATE: SUBJ: TH 212/312 Update - Project No. 03-09 DISCUSSION Representatives from MnDOT are planning to be in attendance to give the Council an update on the progress of the TH 212 project. The presentation will include what is scheduled for this year's summer construction season and the tentative schedule for the next two years. After the MnDOT presentation, staff would like to discuss potential changes to the TH 212 contract the City has with MnDOT. On February 13, 2006, Council approved a change order for installation of street lights on the new Powers Boulevard bridge over TH 212. MnDOT has included lights on the TH 101 bridge over TH 212 in their contract, however, the lights that are included in the contract are only on the east side of the bridge. To have a consistent light pattern over the entire bridge, some of the lights should be moved to the west side of the bridge and one light standard added. To move the light standards, MnDOT would charge the City for the increased cost. The City received a quote from ZRC for the work. The work includes adding one lighting unit and blister (lighting unit foundation) to the bridge, conduit system to the west side of the bridge and wiring. The total cost for the work quoted is $26,250. The City staff is working with MnDOT on acquisition of a remnant piece of right- of-way along the TH 212 corridor for sighting of a future satellite fire station. MnDOT has verbally indicated the parcel of property would be available to the City, but official notice has not been received by the City. Plans for Lyman Boulevard are nearing completion and staff would like to ask MnDOT to include improvements into the TH 212 contract to plan for the future fire station. It would be more cost effective to make these improvements now then wait until the fire station is ready to be built. The improvements for the future fire station include sanitary sewer, storm water, turn lane and gas main lowering. Stubbing a sanitary sewer pipe from Lake Susan Drive across Lyman Boulevard to the property should be included since Lyman Boulevard will be closed this summer for two months. The sanitary sewer can easily be installed during the closure. The TH 212 project will be constructing a stormwater treatment pond on west of the proposed fire station site. This pond can easily be expanded to accommodate the future stormwater run off of the fire station. Since Lyman Boulevard will be reconstructed and widened, an eastbound right turn lane should be included in the design for the fire station. A Magellan Gas Pipe line runs along Lyman Boulevard. MnDOT is planning to have the Magellan lowered the pipe line east of the site for the TH 212 project. The pipe line should be lowered on the fire station site at the same time as the TH 212 project. Staff has estimated the cost for the fire station improvements as follows: Sewer Extension Improvements Pond Expansion Improvements Lower Magellan Pipeline Turn Lane Improvements $ 20,000 $ 15,000 $ 35,000 $ 110,000 $ 180,000 The total costs for the improvements discussed including the street lights improvements at TH 101 bridge and the five fire station improvement items are $206,250. The changes to the TH 212 Project are as follows: Improvement Items Costs (+-) Delete - Bluff Creek Bridge -$260,000 Add - Lights on Powers Bridge +$121,000 Add - TH 101 Bridge Light Changes +$ 26,250 Add - Estimate for Satellite Fire Station Improvements +$180,000 Total $67,250 The changes being proposed would require increasing the TH 212 contract by $67,250. No other major changes to the TH 212 project are anticipated at this time. Funding for these improvements is proposed from the State of Minnesota loan agreement that the City is utilizing to fund the City improvements.
