Chaska Youth Center MAR-16-2006 15:05 P.02/09 j <t 1.,b - Chaska Youth Center & After School Program Fact Sheet Rationale >> The hours between 3 and 6 pm are the peak hours for juvenile crime and experimentation with drugs, alcohol, cigarettes and sex. 1 ~ Teens who do not participate in after school programs are nearly three times more likely to skip classes or use drugs. 2 ~ Youth who start using alcohol before age 15 are four or five times more likely to experience alcohol dependence in their lifetime. );0 A significantly higher percentage of Chaska students in 6th, 9th and 12th grade than the state average report that alcohol, tobacco and drug use is a problem. 3 >> Research has found that after school programs can enhance children's academic achievement) support children's social development, reduce juvenile crime, lessen the risk of alcohol, tobacco and drug use, and reduce likelihood of youth engaging in sexual activity.4 Evidence of Need );:0 There is no known Monday through Friday after school program for middle school students in the Chaska and surrounding communities who are not enrolled in full time sports or extracurricular activities. ~ Middle School Enrollment in the Chaska School District is approximately 1850 students (grades 6 - 8). The Chaska Youth Center and After School program would anticipate serving approximately 5% of total Chaska Middle School students (approximately 80 to 1.00 students). ~ Ninety seven percent (33 out of 34) of respondents to a preliminary market survey indicated that there is a need for quality, affordable after school programs for middle school aged youth. Over 70% of respondents (24 out of 34) indicated that they would be interested in enrolling their child in a quality, affordable after school program. Over 55% of respondents (20 parents) have asked to be placed on a waiting list to enroll their child in an after school program. .> Strong support expressed by parents and other community leaders (see reverse side for comments). Adolescents need safe places in the community that provide a supportive environment with adult guidance. MAR-16-2006 15:05 P.04/09 .,.. Introduction: A group of local parents have been discussing the possibility of a youth center in Chaska. The need for a center of this kind is great. The environment and pressure our children are under in society today forces decisions at an early age. The youth center will provide an outlet for these kids to bond with their peers, to help one another succeed and to become a greater part of this community. An development board of local citizens and business leaders has been established to assist in the planning and development of the Youth Center concept. Our goal is to provide pre-teen and teenagers an outlet where students can have place to study, watch TV, play games and socialize in a safe environment allowing them to become more productive, and active in their community. The Youth Center is based on these simple principles 1. Provide safe, supervised outlet for teen and pre-teen students. 2. Create an environment where kids can grow and help one another succeed. 3. Give kids a positive place to attend. 4. A place just for kids, all kids to call their Own Chaska has always been a progressive leader in state and local initiatives; this youth center will continue that leadership position as being one of the best small towns in Minnesota. The City of Chaska has built a reputation of a community with strong values, we believe by reaching out to its youth and providing a place "'just for kids", is consistent with those values. Kids have many options, unfortunately not all are positive, this youth center will provide positive roll models) a positive environment and support Chaska's continued commitment to the youth of the community With the help of the city ofChaska, we would like to turn the former water treatment plant on Bavaria road into a model youth center program. In a previous meeting with the city of Chaska they indicated it would consider the following contributions to the youth center effort. The City would lease the facility to the non-profit group for $1.00 per year, B. The City would assume Tesponsibility fOT providing new water and sewer service to the building and would provide a grant of up to $10,000 for building renovation, C. The City would assume responsibility for water, sewer, and electric utility bills, with all other operative costs the responsibility of the non-profit group, D. Use of the building would be conditional upon it being a teen center available to teenagers in the community, E. The City would permit the building to be rented out to District 112 or the Carver-Scott CoOp. with any other uses to be reviewed and approved the City, F. The renovation costs would be borne by the non-profit and would comply with all current building and pl3llIling codes, G. In conjunction with the renovation, the existing well and electrical control panel would be enclosed so as not to be accessible to the general public. The remaining costs associated with the building renovation, start up costs and operational budget would be the responsibility of the Chaska Youth Center and its board. MAR-16-2006 15:06 P.08/09 February 28, 2006 Mr. Lon Hand Community Bank 706 Walnut Street Chaska, Mn. 55318 Dear Lon, I am pleased to inform you that the Chaska City CounciJ, at its February 27th meeting, took action approving the lease of the old Chaska Water Treatment Plant for use as the Chaska Teen Center. In taking this action, the Council agreed to a rong-term lease with annual lease payments of $1.00 based on the following conditions: · Prior to executing a lease the non-profit group would provide the City assurances that it had commitments to fund the renovation, startup and initial years subsidy · The City would assume responsibility for providing new water and sewer service to the building and would provide a grant of up to $10,000 for building renovation, · The City would assume responsibility for water, sewer, and electric utility bills, with all other operative costs the responsibility of the non-profit group, · Use of the building would be conditional upon it being a teen center available to teenagers in the community, · The City would permIt the building to be rented out to District 112 or the Carver-Scott CoOp, with any other uses to be reviewed and approved the City, · The renovation costs would be borne by the non-profit and would comply with all current building and planning codes, · In conjunction with the renovation, the existing well and electrical control panel would be enclosed so as not to be accessible to the general public. · The non profit group will seek funding from the other area cities and will not seek additional funding from the City of Chaska to completet this project The City Council is very excited about your group's commitment of putting the rest of the pieces together to provide this needed community resource to the Chaska area.
