FAX (612) 937-5739 MEMORANDUM TO: Don Ashworth, City Manager DATE: October 6. 1997 ~ FROM: Charles Fo1ch, Director of Public Works SUBJ: Approve Additional Local Transportation Study Services Agreement with SRF File No. PW-026C-2 (1997 Local Study) The last transportation study for eastern Carver County was completed back in 1989. A great deal has changed since that study. Not only has a significant amount of residential, industrial and commercial growth occurred in eastern Carver County which has contributed to increased traffic volumes but also some assumptions regarding the scheduling of major highway improvement projects such as Trunk Highway 212 and Trunk Highway 5 from County Road 17 to Trunk Highway 41 which are no longer valid. In any case, Carver County has decided that this is an important time to revisit, re-evaluate and redevelop an updated transportation plan for eastern Carver County based on current information as we know it today. The City of Chanhassen is currently in the process of updating it's comprehensive land use plan. The tran<;portation issue will be a key element in the comprehensive plan update. This appears to be an opportune time to tag onto the Carver County transportation study and have the scope increased to include analyzing local collector roads within Chanhassen. Staff has contacted SRF Consulting Group, Inc. who is under contract with Carver County to perform the Eastern Carver County transportation study. SRF has submitted an amended proposal to perform the local transportation study as outlined in the scope of services (see attached) for a not -to-exceed amount of $19,000. SRF has also prepared a work path schedule (see attached) that indicates that the future traffic estimate task would be completed by the end of this December in order to be incorporated into the City's comprehensive plan amendment. Funding for this study is proposed to come from two sources. The 1997 budget included $10.000 in capital projects fund 400 for this type of a study. The other remaining amount would come from a local planning assistance grant from the Metropolitan Council. It is therefore recommended that the agreement for professional services dated October 13, 1997 with SRF Consulting Group, Inc. to conduct the local transportation study update be approved. WHEREAS, the CLIENT desires to employ the CONSULTANT to render professional engineering services in connection with the Chanhassen Transportation Plan, and WHEREAS, the CONSULTANT has submitted a proposal for the professional services aforesaid dated August 28, 1997, signed by F errol Robinson, the terms and conditions of which proposal, including fees, are satisfactory to the CLIENT. NOW THEREFORE, THIS AGREEJ\.1ENT, WITNESSETH: That for and in consideration of the mutual covenants and promises between the Parties hereto, it is hereby agreed that the CONSULTANT shall furnish professional services and the CLIENT shall make payment for same in accordance with the terms and conditions set forth in said proposal marked Exhibit "A", hereto attached, which is hereby made part of this Agreement. TASK 4.0 IDENTIFY TRANSPORTATION NEEDS 4.1 Determine local transportation system needs in terms of access, continuity, operating capacity and geometric/spot improvements down to the collector street level. 4.2 Identify criteria that would trigger the scheduling of the transportation needs identified.. The changes are summarized as follows: . The number of meetings with City Staff have been reduced from five to four . The citizen involvement task (old task 3.0) was eliminated · Task 5.2 wording was revised . The number of draft reports was reduced from six to three . The number of final reports was reduced from 15 to 12 The scope of work assumes that the city would assemble and provide SRF with existing data. The scope of services for traffic projections or forecasts on the local street segments identified assumes that existing traffic count information is available for these segments (SRF is did not budget for additional field counts).
