Entertainment Center Site Plan Amendment - Cinema Section
On October 27, 1997, staff submitted a memo explaining that construction plans for the Cinema
section of the Entertainment Center appeared to be different from the site plan approved by the City
Council. Rather than approving the amendment, the City Council tabled action on the application
and directed the applicant to submit an overall plan showing all the changes and the final look,
including the impact on the Entertainment Center. The applicant contacted staff and informed us
that he wishes to reintroduce all the accents which were approved with the original plan which
include the following:
1. Approved plans reflected a retaining wall and handrail surrounding the south side of the
building. The railing wrapped around the entire Entertainment Center with a boardwalk. A
series of decorative light fixtures were proposed on the boardwalk. The construction plans
are being revised to reflect this element. As to the light fixtUres, the applicant stated that
they never intended to delete them. The light details will be submitted at a future date. We
expect them to match those shown on the approved site plan.
2. The fake window above the entrance into the theater was intended to be backlit. The glass
and the back lighting feature have been reintroduced.
3. The sign area where posters were proposed to be kept, advertising c01)1ing attractions, has
been reintroduced. The location is to the west of the entrance into the Cinema building.
This sign will add an accent to the exterior of the building.
4. Gooseneck light fixtures were shown on the approved plans. The new plans are in the
process of being revised to reflect these light fixtures.
5. The last item deals with the exterior of the building. This building was approved with an
E.I.F.S. building finish. Mr. Truman Howell of Truman Howell Architects, was contacted

and asked to define E.I.F.S. He explained that it is a styrofoam board cut or carved into
specific shapes, covered with molding. The final color or material is then applied to the
exterior. The product could resemble wood, stucco, brick, etc. Most buildings in Disney
Wodd have an E.I.F .S. fmish. The final results are impressive and usually give the
impression that they are the "real thing." On the Cinema building, the intent was to shape
the E.I.F.S. to present stones. The applicant has changed the material to concrete walls that
have been poured into panels and of different sizes. There are three finishes (smooth,
textured, and rough). Staff saw a section of the wall which appeared to resemble stucco.
The panels have been poured to have different elevations. Approximately 1 to 2 inches
difference. We explained to the applicant that the intent was to construct the walls of an
E.I.F.S. material. The applicant's main concern is vandalism. E.I.F.S. finish can easily be
damaged and, therefore, the applicant is requesting to be allowed to change the material to
the concrete panels versus the E.I.F.S.
The choice that needs to be made is between a finish that is attractive yet fragile (staff inspected
several buildings in town that had used E.I.F.S. in their finish and discovered that the lower portion
of the building was built with concrete block and a material that is durable yet might not resemble
what was originally approved.
RECOMMENDATION
Staff recommends approval of amendment to Site Plan #95-21as shown in plans dated October
13, 1997, with the following conditions:
1. The Site Plan Agreement shall be amended to reflect these changes and an addendum to the
agreement.
2. Shall be recorded with Carver County.
