The Park & Recreation Commission reviewed the aforementioned request at their February 25th
meeting. A copy of the staff report is attached. Following discussion tha evening, the
commission made the following recommendation:
Meger recommended that the city council amend its development ontract with Lundgren
Brothers Construction for The Woods at Longacres. This amen ent to allow the
reconfiguration of the open play field in the 4th addition private as ociation park from
180' x 180' to an area measuring 150' x 205' x 165' x 85'. This r configuration
represents a reduction in total acreage of 1.9 acres from .74 acres 0.55 acres. Howe
seconded the motion. Meger, Howe, Lash, Roeser and Scott vote in favor. Manders and
Berg voted against. The motion passed on a 5 to 2 vote. Commi sioners Manders and
Berg considered the loss of additional "open space" to be signific nt detriment to this
park plan.

Lundgren Brothers is requesting that the Park & Recreation Commission consider an amendment to their
development contract with the city for the residential development titled The Woods at Longacres. Their
request in and of itself is straightforward. However, considered in the context indicative of the
negotiations establishing the original development contract the request is a bold initiative.
Mr. David Hinners of Lundgren Brothers Construction has provided the commission with a detailed
request and background narrative. The material provided by Mr. Hinners, including 7 exhibits, is
attached.
The reduction in size ofthe open play field by approximately .19 acres could easily be labeled
insignificant. But, commissioners will recall that the original condition was for an open play field of
250' x 250'. Later the commission acquiesced to a standard of 180' x 250'; a size that was also
unacceptable to Lundgren Brothers. Eventually a size of 180' x 180' was agreed upon and approved by
the city council.
Under a different set of circumstances, staff may have elected to administratively approve such a request.
However, the commission, for a variety of reasons, was intimately involved with the park and recreation
issues of this development. Recognizing this, I was compelled to allow commissioners the opportunity to
comment.
RECOMMENDATION
It is recommended that the Park & Recreation Commission recommend the city council amend its
development contract with Lundgren Brothers Construction for The Woods at Longacres. This
amendment to allow the reconfiguration of the open play field in the 4th Addition private association park
from 180' x 180' to an area measuring ISO' x 205' x 165' x 85'. This reconfiguration represents a
reduction in total acreage of.19 acres from .74 acres to .55 acres.

Dear Todd:
Enclosed is a narrative describing the proposed Homeowners
Association Neighborhood Park to be located within an area to be
platted as the Woods at Longacres 4th Addition. We would like the
opportunity to address the Parks Commission for the City of
Chanhassen on February 25 to describe the proposed submission and
to seek partial relief from the size of the open playfield as required in
the PUD approval.
As you are aware, a condition of approval for the PUD requires
Lundgren Bros. to provide an open playfield area measuring 180' X
180'. Lundgren Bros. believes that providing an open playfield area is a
good idea for the residents of Longacres. However, the rigid
dimensions of 180' X 180' prevent us from being able to provide the
other amenities planned for this site. While the area for the proposed
Homeowners Association Neighborhood Park appears large, once you
subtract the required berming, the wetland mitigation areas, the
stormwater quality basins and the wooded slopes, there is net area
which cannot reasonably support all of the planned amenities along
with the open playfield area of the described dimension. We hope that
the Park Commission and yourself will review the enclosed data and
agree that the proposed Homeowners Association Neighborhood Park
provides an adequate amount of open playfield area which will
complement the swimming pool and related facilities, children's play
area, the gazebo, the walkways and the landscaping planned for the
site. Further, that the planned subject amenity will complement the
other existing Homeowners Association Neighborhood Park and will
provide the residents of Longacres with a variety of recreational
opportunities.

WOODS AT LONGACRES 4TH ADDITION NEIGHBORHOOD PARK
SUMMARY
As you know, Lundgren Bros. Construction, Inc. intends to construct a
Homeowners Association Neighborhood Park in the Woods at Longacres for the
benefit of all of the residents of Longacres. The proposed Homeowners
Association Neighborhood Park shall be owned by the Longacres Homeowners
Association and will consist of playground equipment in a children's play area,
sitting areas, a swimming and wading pool, a restroom/changing area, sunning
deck, walkways, parking lot, bike rack, open playfield area, irrigation and
extensive landscaping. This proposed Homeowners Association Neighborhood
Park will compliment the other existing Homeowners Association Neighborhood
Park located in the Meadows at Longacres. The purpose of meeting with the
Parks Commission is to seek approval for an open playfield area which varies
slightly in size from that open playfield area specified in the PUD approval. The
reason for the variation is because with the addition of the pool facilities, the
available space for the open playfield area has been slightiy reduced, by
approximately .19 acres. Lundgren Bros. believes that adding a pool to the
Association Park will be such a notable attribute that any perceived loss in size
of the open playfield area will be insignificant when compared to the benefit of
the pool facilities.
BACKGROUND
The City Council of the City of Chanhassen granted preliminary approval on
November 8, 1993 for the Longacres PUD. Condition 9. a. Parks specified that
"The private/association park be approved with the addition of an open field with
a minimum size of 180 square feet by 180 square feet with a maximum 4% slope
added to the park layout. This open field is to be in addition to and not in lieu of
existing proposed amenities."
EXISTING HOMEOWNERS ASSOCIATION PARK AREAS
Exhibit 1 shows the Longacres project, with the Homeowners Association
Neighborhood Park areas identified. There are proposed 221 homes, several
open space areas, trail and sidewalk systems and two planned amenity areas.
Exhibit 2 shows the trail and sidewalk systems, open space and the two
Homeowner Association Neighborhood Park locations. Exhibit 3 shows the
approximate location of the two Homeowners Association Neighborhood Parks
in Longacres and the Galpin Boulevard Public Park, along with the approximate
distance between them. Exhibit 4 shows the amenities offered at the existing
Longacres Homeowners Association Neighborhood Park. This Homeowners
Association Neighborhood Park has as amenities a children's playlot, which
includes multiple use and multiple ability equipment and play structures; two
regulation size tennis courts, with gates and fencing; benches for sitting,
walkways, landscaping, a pond, open space area and a fully automatic irrigation
system. Exhibit 5 shows the Concept Plan for the Galpin Boulevard Public Park.

As seen, this park includes a parking lot for 10 cars, a children's play area,
picnic shelter, volleyball court, trails and an open play field.
PROPOSED HOMEOWNERS ASSOCIATION PARK
Lundgren Bros. conducted a series of focus groups which included existing as
well as prospective customers. In addition to questions relating to the homes,
there were questions regarding our neighborhoods, including the amenity
packages we offer. The focus groups revealed that our customers would like
swimming pool facilities. We have responded by including swimming pool
facilities in our newest neighborhoods. Exhibit 6 shows what Lundgren Bros. is
proposing to construct in the newest Longacres Homeowners Association
Neighborhood Park. In addition to the children's play area, which will be similar
to that in the existing Longacres Homeowners Association Neighborhood Park,
Lundgren Bros. is proposing to construct a swimming pool, a bathhouse, a
wading pool. sunning deck area, benches, walkways, a gazebo, a 5-car parking
lot, a storm pond maintenance access, landscaping/screening berms. extensive
landscaping, a fully automatic irrigation system, and a .55 acre open playfield
area. As you can see, this is a significant amenity package.
PROPOSED PARK DESIGN LIMITATIONS
The total proposed Homeowners Association Neighborhood Park area contains
approximately 7 areas. Subtracting from the total acreage the required
screening berms, the required storm pond maintenance access, the required
wetland mitigation areas, the required storm water quality basin, the required
storm water quality basin access and wooded steep slopes results in a net area
remaining for the Homeowners Association Neighborhood Park amenities and
open playfield area of approximately 1.6 acres. Exhibit 7 shows the net
Homeowners Association Neighborhood Park area with the 11/8/93 preliminary
approval specified 180' X 180' open playfield area and the resultant net area for
the remaining Homeowners Association Neighborhood Park amenities.
Lundgren Bros. prepared many different design scenarios in light of the open
playfield requirement of 180' X 180' and the result is that the allowable area is
too limited to include all of the amenities proposed in addition to the 180' X 180'
open playfield area. What can be provided is an area of approximately. 55
acres or an open playfield area measuring approximately 150' X 205' X 165' x
85'. We believe the inclusion of the open playfield area within this facility is a
good idea. Furthermore, we believe the proposed .55 acres of open playfield
area will meet the needs of the Homeowners Association residents even though
it is approximately .19 acres short of what was originally contemplated,
especially when the new pool facility is considered.

CONCLUSION
Lundgren Bros. would like to construct an amenity area for the residents of
Longacres which would complement the existing Longacres Homeowners
Association Neighborhood Park. If the City of Chanhassen approves, the
residents of Longacres will have a range of amenity options, which will include
walking trails and sidewalks, children's play areas. tennis facilities, a swimming
pool. wading pool and bathhouse, a gazebo. open playfield areas and numerous
open space areas. Lundgren Bros. respectfully requests that the Park
Commission review the enclosed data and approve the proposed Longacres
Homeowners Association Neighborhood Park and to allow the open space
requirement of 180' X 180' to be revised to that shown on Exhibit 6, or roughly
.55 acres.
