() i '. . o V\ I r ~ ~... ~ ,,:t 'I i. i Dear Governor Carlson: While the City of Chanhassen supports immediate upgrades to the Highway 5 Corridor and supports the future development of the 212 Corridor, the City ofChanhassen is opposed to and will oppose any proposals to construct a tollway through the community. Lacking a statewide policy on toll roads which defines optimum circumstances for success, as well as optimum revenues from through traffic (as opposed to Minnesota residents that are already heavily taxed), the City of Chanhassen feels that a toll project in either the Highway 5 or 212 corridors is inappropriate. Chanhassen residents pay the same tax burden that other residents of the metro area pay and a greater burden than most residents outside the metro area. If a new revenue system based on user taxes is to be implemented, Chanhassen residents should be paying no more than other residents in the state for basic infrastructure improvements as part of a regional or statewide transportation system. The City of Chanhassen does not feel it is appropriate for some select residents or areas to be required to pay tolls for access to optimum transportation routes while others are not. To state it as clearly as possible, tolls are a user based tax. Chanhassen residents should not be required to pay a user based tax to gain access to the best road systems available to the area while the needs of other areas are being met out of the general tax dollars also being paid by Chanhassen residents. If the state wishes to implement a toll demonstration or study project, the state should do so on a roadway carrying a majority of through traffic traversing the state. Smith, Metropolitan Council member from District 4, regarding Council support for the Southwest Corridor Transportation Coalition's efforts to obtain additional funding for new Trunk Highway (TH) 212. Existing TH 212 is an important element of the existing metropolitan highway in the Twin Cities metropolitan area. The long range Transportation Development Guide Chapter/Policy Plan, recently adopted by the Metropolitan Council, acknowledges new TH 212 in the defined location as an element of the 2020 metropolitan highway system. The Council supports right-of-way preservation for this new alignment prior to the year 2020, and construction of this new roadway from TH 5 to CR 4 is already programmed in the region's 1997-2000 Transportation Improvement Program. The Council would also support construction of the remaining new alignment from CR 4 through Chaska prior to 2020, should sufficient funds become available. Specific references to new TH 212 can be found in maps 15 and 16 of the Council's plan. Map 15 shows right-of-way preservation for the new TH 212 as an element ofthe Metropolitan Highway System. Map 16, which illustrates the Metropolitan Highway System investment priorities, shows TH 212 as having an investment priority for right- of-way preservation and also "Construction prior to the year 2020 if funds become available." We need to press forward with reconsideration of a new Highway 212 to relieve the intense congestion. It is my understanding that our current transportation infrastructure is built to accommodate an average of 10,000 vehicles per day. We know that in certain parts of Highway 212, that the actual numbers may range from 25,000 to 30,000 per day. Based on the projected population growth for the future of this area, I would assume those numbers have the opportunity to double within the next ten years. This kind of increase would make the current highways absolutely intolerable. Please encourage legislators and transportation officials to reconsider the current priorities together with the need for a new Highway 212. Our current quality of life and future economic viability is at risk if we do not do something immediately. Please feel free to share my concerns with whomever you deem appropriate. It is my view that select Members of Congress with special influence should not be rewarded with eannarked federal funds for their districts. 1 have seen no evidence that the committee will adhere to an objective, competitive process in selecting highway projects for inclusion in the ISTEA bill. I have been and continue to be a strong supporter of the Trunk Highway 212 project. Despite my opposition to earmarking of federal funds for transportation funding, I drafted a letter to Chainnan Shuster. I fear my sponsorship of your application would reduce your chances of obtaining federal funding. I understand from your letter that the Transportation and Infrastructure Committee may design a process by which highway projects are selected for inclusion in the ISTEA bill. This selection process is of particular interest to me. As you know, I oppose earmarkina of federal funds for state and local public works projects whether done in legislative or report language. The traditional system or earmarking special highway projects is a distorted policy that places an undue burden on the states by preempting the transportation priorities that have been agreed upon at the state level. In addition, I believe that the process of identifying such eannarked highway projects is an awkward fit Viith our goal of balanCing the budget, tends to favor districts with wen.positioned Members of Congress. and is counterproductive to creating an efficient transportation system for our nation · s future. I favor the transfer of all federal highway funds to the states with the stipulation that they be equitably allocated in accordance with professionally developed criteria by a body that includes the participation of state and local representatives. I will press to amend any legislation that deals with highway funding to provide for such a process in lieu of eannarks. Only if a state fails to abide by that process should Congress intervene. If the committee and House do not adopt the position I am urging, I recommend the appointment of'apenel of professional transportation planners that would develop objective criteria to be used by Congress for selectini innovative, priority hiahway projects that are in the national interest. The Transportation and Infrastructure Committee can use these criteria to select such demonstration projects. Projects, other than demonstration projects, should be selected by the states or regions. In this regard, I request that Trunk Highway 212 in Minnesota receive fair and equal consideration pursuant to the competitive process. Tnmk Highway 212 project is badly needed in Minnesota and is also a part of the National Highway System. The cities served by Highway 212 are among the fastest growing areas of the state, yet are inadequately served by the current highway system. Furthermore, the highway is a major artery for the movement of grain from South Dakota and western Minnesota to the river port. [t also serves a wide range of commercial and personal traffic needs. This project has previously received federal demonstration project funding support from your committee. Due in part to a disparity of population benefited (rural) and a planning area in which the project is located (Twin Cities metropolitan), the Highway 212 project is a stepchild. It has not received the priority it deserves from the Twin Cities planners. The project would be the missing link between the existing four lane limited access highway. Of course, if your committee were to accept the position I initially advocated in this letter, I would simply refer the Highway 212 project to the state process. Implementing Agency: As a state trunk highway, the project will be implemented under the direction of the Minnesota Department of Transportation (MnDOT). Primary responsibility for the project is assigned to: Mr. Charles Siggcrud District Engineer Metro Division Minnesota Department of Transportation 1500 County Road B2 West Roseville, Minnesota 55113-3174 3. Federal FUDdslEligibility: The project is on the National Highway System and is eligible to use Federal-aid funds. 4. Design, Scope and Project Objectives: Design. The New Highway 212 project will be a four lane limited access freeway between Interstate Highway 494 and Carver County Road 147. Since construction is programmed by MnDOT for the portion of the project from 1494 to Hennepin County State Aid Highway 4 (Segment 1 Stages 1 - 3), the project for which funds are being requested in this application begins at CSAH 4 and continues for 13 miles as a freeway (4 lanes) on a new alignment to Carver County Road 147 (Segments II and Ill). The remaining 3.5 miles of the requested project between County Road 147 and the City of Cologne will be a four lane divided "at grade" expressway to expand the existing two lane TH 212 between those points (Segment 4). The total requested project will be 16.5 miles and be located between the City of Cologne on the west and Hennepin County Road 4 on the east. Scope. Highway 212 is a major farm to market highway connecting southwestern Minnesota to the Minneapolis St. Paul Metropolitan area. The completion of tbe project will provide the southwestern portion of the State and South Dakota with a modem, safe, 4 lane freeway access to the Twin Cities Metropolitan area. The completed project will also relieve congestion within the area which is one of the fastest growing sections of the Metropolitan area. ~. FEE 24 '97 02:14PM EH-ERS & ASSOCIATES P.2/3 ~.. Objectives. The objectives of the project are as follows: + Reduce traffic congestion and improve safety along the Southwest Corridor (especially by reducing congestion on existing TIt 212 and THS.) . Move traffic _ people and goods - in a safe and timely manner to and from the rural areas of southwestern Minnesota through the western section of the Metropolitan area to manufacturing, processing, shipping, entertainment and cultural activities in the Metropolitan area. . Demonstrate that units of government at all levels (state, region, county, city) and representing several regions of the State (including both rural and urban) can work together in solving an interregional tIaDsportation need. For example, the New Highway 212 project is important to MnDOT Region 8 which is directly west of the project as well as the Metropolitan area in which the project is located. + Incorporate mu1ti~modal uses in the design and construction ofthc project and enhance existing transit systems which bring commuters from the project area to the City of M~polis and bring inner city residents to suburban employment. S. Project Costs and Funding Sources: The requested segment is part of the IS-mile New Highway 212 project. In 1994 through 1996 the initial stages of the project were completed. The two miles of the project lying betWeen 1494 and Hennepin County Road 4 connect to the proposed projcct The two-mile segment that is not part of the requested project is scheduled by MnOOT for construction and that construction will cost $47.381 million. The requested segment is estimated to cost $185.725 million. The State of Minnesota will pay for 20% or $37.145 million. To date, approximately $52.8 million in federal. state, local and regional funds have been invested in the project in termS of right of way acquisition, studies, design and engineering. In addition, MnDOT is scheduled to spend $47.381 million in 1997 to 2000. In total, this represents an investment of $ 1 00.181 million in this project through 2000. Being aware of the segment costs and the available state funds, $148.58 million is being requested for the demonstration grant. The requested funds along with the state share will be used to complete the project from CSAH 4 to the City of Cologne. A summary of project costs incurred and those remaining is enclosed 6. Obligatloas Over Next Five Yean: All of the funds will be obligated over the next five years. 7. Scbedule u"Ci Status of Work: MnOOT has developed the following schedule for the total project. The noted project phases and segments are identified in the enclosed map. Metropolitan and State Transportation Plan: The project has been included in both the regional and state transportation plans. The project is in the long range Transportation Development Guide ChapterlPolicy Plan recently adopted by the Metropolitan Council. A letter of support from MDOT is enclosed. Specific reference to the project is identified in the letter of support from the Council. The letters are included in the appendix. 9. State and Regional Needs - Letter of Support: The project is considered critical to the needs of the region and state. MnDOT nominated New m 212 to be part of the National Highway System an<t"part of the metropolitan regional highway system. The project is part of the metropolitan system. However, the need to reduce programmed construction to available funds resulted in only those portions east of Hennepin County Road 4 being scheduled for constmction by Metro Council prior to 2000. The portion west of Hennepin County Road 4, the requested project, is identified for right of way preservation. Letters from regional and state officials stating the need for the project are enclosed. 10. National or Regional Significance: The project is included in the National Highway System and is designated a metropolitan highway. The highway is a farm to market road for southwestern Minnesota. 11. Opposition: The project has been supported by the local governments located along the corridor (resolutions are enclosed). The right of way has been on the official map of each of the affected units of government since about 1987. Also enclosed are various other letters of support. The project's Environmental Impact Statement was finaliled in 1994 and was not challenged by any group or individual. 12. Economic, energy efficiency, environmental, congestion mitigation and safety benefits. Economic Benefits: In its report, entitled "Economic Impact of a New Highway 212 Bypass in the Southwest Corridor of the Twin City Metropolitan Area" (July 1991), the Minnesota Department of Trade and Economic Development (DTED) estimated that the long term '" FEE 24 '97 01:47PM EHLERS & ASSOCIATES P.S/7 benefits of the project range from; _ Creation of 825 to l,S 17 new jobs in manufacturing. transportation, communication, public utilities and wholesale trade in the cmriclor. _ An estimated payroll between $56.0 million and S113.0 million from new jobs. _ An estimated $6.0 million to $12.0 million in additional state revenues from the new economic development. Enerev Efficiency; There are numerous methods to value energy efficiency. Among them are to calculate the number of vehicle miles traveled, determine the fuel use and apply a price per gallon, calculate the value of congestion, or calculate the value of additional travel time. For purposes oftbis request, this section will calculate energy efticiencybased on the number ofvemcle miles traveled method. It is recognized, however, that this method will produce a rather limited value because such factors as planned growth, improvements to the other highwa)"t'in the area and transit development are not considered. The length of the requested segment is 16 miles. The existing roadway is one half mile longer in length and is primarily a two-lane roadway with at least 5 traffic signals. and posted speeds ranging from 30 to 50 miles per hour. There are several steep inclines along the current route. The new roadway will be a four-lane highway. Assuming an average daily traffic volume of20,OOO vehicles per day, a 20 mile per gallon average mileage, and a $1.15 cost per gallon, the annual savings (1996) would be $450,000 in 1996 dollars. Environmental: The completed and approved Environmental Impact Statement (EIS) identifies the environmental benefits which include but are not limited to improved air quality, protection of critical areas and protection ofwatcr fowl and wildlife areas. Coneestion Miti.:ation: The DTED study, referred to previously, noted highway improvements plaIUled for existing highways in the area could ease congestion and reduce the cost of traffic delay for the near term. However, projected population growth and economic development will continue to increase travel demand in the conidor so that a new freeway!expresswaymust be completed within the next five years. If New Highway 212 is ... not completed. it is estimated that the annual cost of congestion would, by the year 2010, increase to $5.8 million (1996 dollars). The estimate is based on projected traffic volumes and increased drive time from Cologne to Eden Prairie. The 1996 toll road study completed for MoDOT predicted that constrUction of a New Higbway 212 would result in the diversion to New m 212 oran estimated 15,650 ADT from TH 5; 8,600 ADT from old m 212 and approximately 2000 from Hennepin County Road 1. All of these diversions assumed construction of New TH 212 as a toll road. The current proposal assumes that the New 212 will not be a toll road so it is assumed that diversions from these alternative routes to New TH 212 would be substantially greater in amount. Safety Beoefiu: The Trunk Highwav 212 Envil'Onmentallm.pact Statement Technical Report: Transt>ortation Characteri~tics., published in 1989, reports that old TII 212 had a FEE 24 '97 01:48PM EH..ERS & ASSOCIATES P.6/7 dramatically higher accident rate than the statewide average rate for similar categories of roads. The report predicted, that if the highway was not improved, accident rates could range from two to three times the accident rate for the proposed design of the New Highway 212 which is ~l accidents per million miles. According to MnDOT's data for the 1990 to 1996 period, this prediction has already been fulfilled. The most recent statistics report that the accident rate on the existing TH 212 betWeen Cologne and Eden Prairie is 3.1 accidents per million or approximately three times the rate anticipated for the New Highway 212 and almost double the rate on existing 111 212 just 8 years earlier. 13. Federal Funding: The New Highway 212 project has received funding through MnDOT's federal aid apportionment and is pro~mmed to receive additional funds through the year 2000. In addition to the highway funds, the local transit authority - Southwest Metro Transit - is in the process of constructing a transit hub along the right of way of the first segment of the New Highway 212. 14. Federal Funding: Prior Authorization. The project has received federal demonstration funds in 1991,1993, and 1994. We need to press forward with reconsideration of a new Highway 212 to relieve the intense congestion. It is my understanding that our current transportation infrasttOCture is built to accommodate an aveJage of 10,000 vehicles per day. We know that in certain parts of Highway 212"that the actual numbers may range from 25,000 to 30,000 per day. Based on the projected population growth for the future of this area, I would assume those numbers have the opportunity to double within the next ten years. This kind. of increase would make the current highways absolutely intolerable. Please encourage legl$lators and tran5portatiOn officials to reconsider the current priorities together with the need for a new Highway 212. A motion to that effect was unanimously approved just prior to our vote on the Toll Road financing plan. Given these circumstances. I propose that we. Including our City Administrators, meet soon In order to debrtef on the Toll Road review process and to strategize on how we might work together to help make new Highway 212 actually happen.
