Work with the Park & Recreation Commission to develop a mission statement for the Recreation Center. 2. Develop an accounting program for the Recreation Center which accurately books all revenues and expenses. Expenses must include all overhead and miscellaneous costs. RE: 1996 Final Flow Calculation Dear Mr. F olch: The Metropolitan Council Environmental Services Division has completed the assignment of flows for 1996. The total flow for the community was measured to be 802 MG for 1996. The estimated flow for the community for 1996 was 780 MG. The final cost allocation information will be submitted to the community later this year. The estimated flow for the community in 1997 is 850 MG. Attached is a copy of a graph and table showing only metered flow, by month, for the community between the years 1993 and 1996. The Council will provide the community with more information throughout the year as it becomes available. An example would be when a permit holder has scheduled use of the Recreation Center batting cage. In the future Gayla and I will work harder to meet the varied needs of our customers. We plan on meeting in mid- July and program uses of the gymjointly for the period of September 1997 through August 1998. REVERSE COMMUTE PROGRAM EVALUATED ;outhwest Metro Transit is evaluating the Reverse ~ommute program, which has been a prominent ;ervice of the agency since 1992. The agency is 'eviewing the importance of the program in the :ommunity, from how it benefits area employers to its ~ffectiveness as a transit alternative for the public. ~everse commute routes have been successful at :onnecting workers from Minneapolis to businesses in )Ie three communities. In fact, ridership has grown :very year since the program's inception. (be evaluation process was started because SMI'C ~anted to analyze how it can improve service for lUsinesses in the community. ]lere are three current beliefs that have lead to the :valuation process. First, labor shortages in the three :omm uni ties are a consistent concern for area lusinesses. ;econd, SMI'C, businesses, and Minneapolis leighborhood employment agencies, would benefit rom consistent and ongoing relationship. Third, traffic congestion will increase and space available for parking will decrease as the communities grow. The Commission has directed staff to test these assumptions and to review alternative options for the program along with associated costs. Staff will study the issue and present service options at the March 28 Commission Meeting. EXECUTIVE DIRECTOR SEARCH CONTINUES After sifting through over sixty resumes, the Personnel Committee of the Commission has started to interview candidates for the Executive Director position. The Committee hopes to have a list of the final candidates for the Commission by the February 27 meeting. The full Commission will interview the finalists sometime in March. SOUTHWEST METRO COMMUNITY JOB FAIR SET FOR APRIL SMI'C will participate in the Southwest Metro Community lob Fair set for April 23, 1997, at Eden Prairie Center. The event is a collaborative effort between private, public, and non-profit sectors and is designed to connect job candidates looking for entry to mid-level positions with area employers. The event is open to anyone seeking employment; however, special attention is given to link employers with job candidates from Minneapolis. SMI'C Staff will be on hand to provide transit infonnation for participants. This year will mark the 5th anniversary of the event. In that time, approximately 200 people have been hired following the job fairs with salaries ranging from $6 - $10 per hour. SMTC STAFF ON THE BUSES Customer Service Representative, Tom Juhnke, will be riding on agency bus routes in 1997 to monitor service and to talk. with SMfC customers. He has targeted riding on every route by the middle of July. Tom stated that there are a number of benefits from riding on the routes. First, it places staff in front 0 f the customer and demonstrates agency concern about service. Second, staff will have first hand knowledge on the quality of service such as on-time performance, customer service, safety, and cleanliness of buses. Fmally, customers may feel more comfortable calling about concerns or complaints after meeting staff in person. TRANSIT CURRICULUM IN EDEN PRAIRIE SCHOOL Southwest Metro Transit and Oak Point Intermediate School have introduced a transit curriculum into 6th grade classrooms. The curriculum, designed with special funding from the Metropolitan Council, covers the positive aspects of using transportation alternatives. Twenty-two of Oak Point's 26 classrooms have chosen to participate in the curriculum. SMfC has contacted the Chaska School District about introducing the curriculum in their classrooms. SUBURBAN TRANSIT ASSOCIA TION UPDA TE The Suburban Transit Association (ST A) held its first meeting of 1997 in mid-January to plan for the upcoming legislative session. The ST A will be forwarding a technical amendment to the local levy option legislation passed last year. The amendment will allow a separate line item for the transit levy on the truth-in-taxation statements, instead of being lumped in with the city levy. Without taking a formal position, the ST A will continue to modtor any proposed bills affecting the funding of trarl. it, such as the perennial bills for gas tax, metro sales tax, and property tax reform. As always, the ST A will take a defensive position towards any bill forwarded to dissolve the opt-out legislation, while supporting any bills to open up the system to other suburban communities. The STA is made up of eleven opt-out communities. SMTC representatives to the STA for 1997 are (Mark Engel (Chanhassen), Chad Dockter (Chaska), and Nancy Tyra-Lukens (Eden Prairie). SMTC PARTICIPA TES IN FEBRUARY FESTIVAL SMTC will provide bus service from parking Ie around Lake Susan to the February Festival at Lal Susan Parle, Chanhassen, on February 1, Transportation will be available between 11 :30 a.r and 5:00 p.m. Events at the festival include an ice fishing contest, ~ hole golf tournament, dog sled rides, open skatin and more. FAX (612) 937-5739 MEMORANDUM TO: Don Ashworth, City Manager FROM: Jill Sinclair, Environmental Resources Specialist DATE: March 4, 1997 SUBJ: Chanhassen Boulevard Tree Inventory Project The City of Chanhassen recently received a mini-grant from the Minnesota Department of Natural Resources for the purpose of conducting a street tree inventory. The matching grant is for $1000 with the possibility for an additional $5000 through a fall application process. The Chanhassen Tree Inventory project will commence in March and has a target completion date of June 30. Since time is limited, it will be a pilot project rather than a full-scale inventory. The data collected in the inventory include location, species, diameter, condition, maintenance actions, and proximity to utilities. Staff hopes to recruit volunteers (i.e. city residents) for data collection. Using the grant money, the city will hire a forestry consultant to assist with project planning, volunteer training, and developing the final report. The need for a tree inventory stems from a lack of data on any of the trees that the city owns and is responsible for maintaining. Each year the City spends tens, sometimes, hundreds of thousands of dollars on plantings with little or no investment in follow-up maintenance. The potential result is an unhealthy and unsafe urban forest. This outlot wraps around the east and south sides of Creekside 2nd Addition. In order to accommodate the trail in this location, an additional 5,474 sq. ft of easement/outlot is required. Heritage Development is seeking compensation for this additional land.
