The Council's estimated total 1997 flow for your community is 850 million gallons. Thank you for responding promptly (in most cases) to our requests for information. If your community's insurance certification does not cover the entire season, please send an updated version as soon as possible. Copies of insurance policies, which must name Hennepin Parks as co-insured, should be mailed to Ann Bassett, Department of Operations, Hennepin Parks, 12615 County Road 9, Plymouth, MN 55441. I'm pleased to be able to report--finally--that the bridges have been installed at both St. Alban's Bay and Valley View Road. These long-awaited ISTEA-funded improvements will be wonderful enhancements in terms of both safety and convenience. I know you join me in hoping for a safe and enjoyable winter trail season. The Plan specifies that signage and maintenance required for approved winter trail uses are the responsibility of the proposing communities. It is also understood that enforcement will be the responsibility of individual communities, as will any repair of trail surface damaged as a result of winter activities and/or maintenance. In the spring of 1996, staff developed a Winter Use Permit form to reflect the details of the winter use requirements on the Southwest Regional LRT Trail (Attachment ~. - The attached chart (Attachment B) illustrates the winter activities being requestedby the ten communities adjacent to the trail corridors. Each city is required to provide insurance certificates naming Hennepin Parks as an ADDITIONAL INSURED to 'cover activities associated with these special permits. Furthermore, the Park District retains the right to revoke these permits at any time. After 4 terms as chief, Jim McMahon chose not to run again. John Wolff was elected as chief. Mark Littfin was elected 2nd Assistant Chief, replacing Richard Wing. . Bidding by Carver County Deputies for 1998 shift assignments is complete. Once again, Chanhassen shifts were highly desired. We'll have two new faces working Chanhassen which is great (Mike Douglas and Elton Ander- son are coming in); however, we will lose Deputies Tim Robbins and Ben Guers, both of whom have been tremen- dous assets to our public safety team. Deputy Keith Walgrove graduated last week from a 12 week K9 school and has bid a night shift in Chanhassen--another benefit for us. . Carbon monoxide alarms are up, as they always are at this time of the year. In response, we have implemented a special response policy for police and fire, and increased public education. CO alarms are still so new that they do cause us problems; however, we obviously still need to take these calls seriously. Planning Department . The Senior Commission is soliciting funds for a water softener for congregate dining. The water in city hall is very hard and will shorten the life of the dishwasher. . Jeffrey Fox sent a letter to the city requesting consideration of his and other adjoining properties to be brought into the MUSA line. I have attached a copy of my response to him. Park & Recreation Dept. · Jane Meger has resigned her position as Park and Recreation Commissioner effective December 31, 1997. In the event that her position cannot be filled prior to the commission's January meetings, Jane will continue in her role until replaced. Jane has served the commission and city residents in an honorable manner since her appointment in July of 1993. · The Lions Club approached Kara Wickenhauser, Senior Center Coordinator, with an offer to contribute $1205 to the city. This item is on your agenda, so I will not repeat all the details. My concern is to inform the council that you may see this donation publicized in this week's Villager prior to your meeting. Lowell Vetter was informed by both Kara and me that this contribution must be approved by the council prior to acceptance. The Lions would not take no for an answer. They opened their Christmas tree sales lot last Saturday and wanted the publicity in the paper to help sell trees. Lowell com- mented, "After all it is the money we make from the trees which is going to the senior program." I have attempted to address these questions and hope that you will have a better undcrstanding of the city's policies. I. In 1990 the guide plan shows the 2008 area in question was to have the 1995 development fitture plan why, are we notfollOlving the original guide plan? The Highway 5 and 41 intersection as well as the land area south of Lyman Blvd. were designated in the 1991 Comprehensive Plan as a 1995 Study Area (see attachment). This meant these areas were not guided for future land uses and it was the city goal to study this area in 1995. Land use designation and a request for urban service extension are two separate issues. The city undertook a study of this area in 1995. The study was called the Highway 5 Corridor Study. The purpose of this study was to guide (designate future land uses), locate the proposed northern frontage road, and review and approve the Environmental Assessment document. Highway 5 was originally scheduled to be upgraded in 1998. This road would represent a collector through the city that would carry a significant volume of traffic. The purpose of the frontage road is provide an east-west connection for local traffic, thus reducing local trips on Highway 5. Highway 5 is currently proposed to be widened in the year 2000-2001. The city undertook a separate study for the area south of Lyman Blvd. This study was called the Bluff Creek Management Plan. As a part of the Comprehensive Plan updating process which the city is cUlTently undertaking, the city must demonstrate that there is adequate infrastructure in place. Because the city has already invested in sewer extension, the EA document for the frontage road, and will be participating in some of the acquisition costs, it seems logical that this area be the next area to be brought into the MUSA. This is my recommendation only. Ultimately, the City CouncIl will decide this issue. State law mandates that the city complete updating their Comprehensive Plan by December, 1998. A component of this plan will be criteria for MUSA eXpanSion. Mr. ] effrey Fox December 3, 1997 Page 2 2. Have you taken into consideration the additional trafjic you 'Il be adding to HVtY. 5? The city has taken into consideration the traffic on Highway 5. The city is currently working with Carver County on updating the traffic element of the Comprehensive Plan. The city has always anticipated the construction of Highway 212 when designing the ultimate traffic demands for the city. Without the construction of Highway 212, there may be additional traffic on Hwy. 5 but just the same, there will be a significant increase of traffic on all east-west streets in the city including Lyman Boulevard and Pioneer Trail. All ofthese traffic issues are being reviewed as a part of the traffic study. Upgrades to Lyman Boulevard as well as other streets in the southern portion of the city may be required before additional land can be developed in the southern portion of the city. 3. With the amenities in place ji-om past planning why are you changing direction? It is my opinion that current planning has not changed from what was in place in the 1991 Comprehensive Plan. The 1991 Comprehensive Plan identified two areas to be studied in the future (1995 Study Area). Both of these areas were given land use designations in either the Highway 5 Corridor Study or the Bluff Creek Management Plan. Most of the area south of Lyman was given a residential land use designation. As a part of the Bluff Creek Management Plan, the city held hearings regarding future land uses on your property. The recommendations to the Planning Commission by Loucks and Associates was given consideration by the City. Ultimately, the Council chose not to guide the property as recommended by the Louck's study. You certainly have the right to request a change when the property is ready to develop. Staff is preparing a few options regarding the staging of MUSA expansion. To date the areas being discussed are: . efficient infrastructure plan (based on available utilities and services) . fixed acreage over five year increments . maintain a five year supply of vacant developable land Even if the city was completely within the MUSA, it be would be impossible to leapfrog development throughout the city. The city could not finance this type of development pattern. The purpose of the Comprehensive Plan is to provide a fiscally responsible and orderly development plan. Hearings regarding the Comprehensive Plan goals and policies and the staging of the MUSA are proposed for the winter and spring of 1998. Vou are encouraged to voice your opinion at these meetings. 4. Why did Chanhassen make County Road 17 a priority for updating 4 years ago, when it appears that now you have no plans for this need until the year 2008? Mr. Jeffrey Fox December 3, 1997 Page 3 Carver County and the city worked to improve Powers Boulevard between Lyman Boulevard and Highway 5 because it has been planned since 1990. This segment of Powers Boulevard has experienced increased traffic. The reason the road wasn't extended south of Lyman is that unless Hwy. 212 is built, the road won't go anywhere at this point without the Hwy. 212 connection. It is staff's opinion that this portion of Powers Boulevard will be built with Hwy. 212. It would be wise to have this segment built with state dollars. I hope that I have answered your questions. Fox, along with the 5 other land owners of the Chanhassen Land Group encompassing 470 acres plus, have questions that have risen from the comprehensive land use plan proposal the city has under review. The plan mentions the city showing the proposed immediate future MUSA line expansion request, to be the land located West of town near Hwy. 41, was this area in the 1995 study area? Your proposal shows the year 2008 plan, to extend the MUSA to the South of Lyman Blvd. and West of the proposed Hwy. 212 area. When in fact Chanhassen's 1990 guide plan shows in the 1995 study area, the 2008 area was to be the next area for development. Why would you encourage immediate development further to the West when the amenities are met today for the year 2008 MUSA land area? Water located under Lyman Blvd., new pump station South of Lyman Blvd. designed to supply the sewer service for the 1995 study area. Existing development to the North, East and South of single family homes and to the West with commercial. Most importantly the city spent a significant part of their budget, assisting the county with funding County Rd. 17 from Lyman Blvd. to Hwy. 5 updating to a 4 lane divided road with dedicated turn lanes. This road as of today is an overkill when it ends to the South with a stop sign to a 2 lane East and West (Lyman Blvd.). Why was it a priority for the last 4 years to plan and re-construct County Rd. 17 to road specifications that only Hwy. 5 is comparable to? In August of this year our local newspaper, The Chanhassen Villager, printed an article that stated the Chanhassen Public Safety has addressed their concern regarding the safety along with the growing traffic problem on Hwy. 5. With Waconia and Victoria's additional continuing growth, why does Chanhassen want to add 3 miles of additional concentration of traffic in the span between Hwy 41 and County Rd. 17? When in fact, Hwy. 41 is a 2 lane un-divided road North and South of Hwy.5, while County Rd. 17 is consistent with state highway specifications. Please review all 4 questions: 1. November 17, 1997 Dear Interested Parties, I have owned my Chanhassen farm for 35 years. During that period of time, my co-operator Bruce Jeurissen and I have used good farming practices to obtain the highest yield. I originally purchased the farm with an eye to the future of great possibilities for development, due to it's location and beautiful wooded areas. During the decade of the 1980's, the state legislature requested each county in the seven county metro area to have 5 farms as sanitary landfill sites. My Chanhassen farm had the best qualification due to it's location is the closest to the Southvvest metro area. It was calculated at that time to take ten years to fill the landfill. Most of the land fill would be coming from Hennepin County. I was very strong against the farm being used as a "dump." During the four years the law was in effect, I made 3 to 4 trips per year to the Met Council meetings. One of the reasons I opposed the sanitary land fill was the location being South of the Chanhassen metro area. In the summer when the great outdoors is enjoyed, the breezes would've wafted the stench of the land fill over the city and in turn would've been unbearable. One summer I picked up the list of proposed Carver County landfill sites. After studying each I noticed they all had something different from my farm, either tiling systems or pumps. I called the Met Council to inform them that my farm had a new extensive tiling system. They removed my farm from consideration at that time, and later the law was repealed. The City of Chanhassen "dodged the bullet" that time. I consider it risky to let 600 contiguous acres with no development lay in waiting. I would classify that as being vulnerable. Minn.) -- Minnesota Departme.nt of Transportation Metro Di vision Engineer Charles A. Siggerud has announecd his retirement from the departmcnt effective December 1, 1997. Siggerud has served as Metro Division Engineer since November of 1992. Prior to his most recent appointment with Mn/J)OT~ Siggerud served 16 years as th~ Director of Public Works and Planning lor the eity of Burnsville. lIe began his transportation career with the Minnesota Highway Dcpaltment as a graduate engineer in 1957 after receiving his civil engineering degree from the University ofNmtll Dakota. He served in a number of positions in Maintenance, construction and design. Siggerud then :;ervcd as state construction engineer it)r the depmtment from 1974 until leaving for the city ofl3urnsville in 1976. The Metropolitan Division handles engineering and operations for the Twin Cities Metropolitan area and adjoining eight counties. Tn his role as Division Enginecr, Siggcrud ovcrsaw planning, design, construction and maintenance of the interstate and slate higlw.'ay :,ystem. The Metro Division l:onsists ofmorc than 1300 employees and has an allnual capital improvement program of $200 million and a yearly operuting budget of $90 million. During his career with the Minnesota Depm1ment of Transportation, Siggerud has been involved in a number ofn1i.~ior projects, including the Highway 36 81. Croix River Crossing, reconstruction ofJnterstate 35W through Minneapolis and Ric.hfield, and rebuilding the Interstate 94 Dartmouth bridge linking Minneapolis and S1. Paul. Richard Stehr, Mctro Division Office Director, will succeed Siggerud as Division Engineer.
