BACKGROUND MnDOT hopes to begin advance design work later this year for improvements to U.S. Highway 212 from County Road 147 west of the City of Chaska through Norwood Young America. The work will include the completion of the environmental assessment for expansion and reconstruction of the corridor. The final design will provide a continuous four-lane divided highway across Carver County. This project will also plan for officially mapping the corridor. SW Corridor Transportation Coalition has requested communities in Carver County support this project. A request to include funding in the FY 2007 Federal Transportation Appropriations bill is being made. The project is estimated to cost $6 million dollars. The federal request is for $3 million dollars. RECOMMENDA TION Staff recommends approval of the attached Resolution in Support of Improvements to U.S. Highway 212. Approval of this resolution requires a simple majority vote of those City Council members present. ATTACHMENT 1. CITY OF CHANHASSEN CARVER AND HENNEPIN COUNTIES, MINNESOTA DATE: Mav 22, 2006 RESOLUTION NO: 2006- MOTION BY: SECONDED BY: A RESOLUTION IN SUPPORT OF IMPROVEMENTS TO U.S. HIGHWAY 212 WHEREAS, the Highway 212 Corridor serves as a critical transportation link all the way from the Twin Cities Metropolitan Area to the South Dakota Border and the corridor has been designated part of the National Highway System as well as one of seven high-priority interregional corridors identified by the State of Minnesota; WHEREAS, forty-one communities and local chambers of commerce have passed resolutions supporting improvements to Highway 212 to expand the capacity of this highway and the Board of Commissioners of every county along the corridor has passed such a resolution; WHEREAS, the number of households in Carver County is projected to increase by over 110% by 2030, with a population that will have grown from 48,000 in 1990 to 154,540 in 2030 and the demand for greater capacity will grow significantly; WHEREAS, the current highway poses serious safety problems as it switches from a four- lane facility west of Chaska to a two-lane highway, then switches back to a four-lane highway around Cologne and back to a two-lane highway from Cologne to Norwood Young America and would be much safer and much better able to handle present and projected traffic flows if it were a continuous four-lane highway through this area; WHEREAS, Congress and the State of Minnesota have recognized the need to expand this critical trade link to the Twin Cities Metropolitan Area and have previously provided funding through the IS TEA Transportation Authorization bill, TEA-21 Authorization Bill, the 2002 Transportation Appropriations bill, the 2003 Transportation Appropriations bill, the 2004 Transportation Appropriations bill, and the SAFETEA-LU; WHEREAS, communities all along the corridor would like to continue to make progress in improving this corridor, building on past funding to accelerate construction of a continuous four- lane US Highway 212; WHEREAS, additional funding is needed to continue efforts to improve the safety and efficiency of US Highway; NOW, THEREFORE, BE IT RESOLVED that the City of Chanhassen strongly supports inclusion of funding for efforts to improve and expand US Highway 212 in the FY2007 Transportation Appropriations bill.
