BACKGROUND On AprillO, 2006, the City Council authorized a contract with a consultant to prepare plans and specifications for improvements to the Longacres Drive stormwater pond outlet and Lyman Boulevard sewer repair. On May 18,2006, staff held a neighborhood meeting to discuss improvements to the Longacres Drive Pond. DISCUSSION On September 4 and 5,2005, Chanhassen experienced nearly a 100-year rainfall event. The stormwater event caused drainage and erosion problems in many parts of the city. Newly graded developments were particularly susceptible to erosion and drainage problems. In the case of Highcrest Meadows, north of Longacres Drive, the final grading was not complete, the site was not stabilized to withstand the extreme rainfall and the stormwater infrastructure had not been installed. The volume of runoff and accompanying debris and sediment caused damage to a number of existing homes. It also alerted the City to an existing condition in the Longacres neighborhood that intensified the effects of the rain event. However, due to the amount of runoff and debris that entered the City storm sewer system from the development, the storm sewer system became clogged and backed up. Todd Gerhardt June 12, 2006 Page 2 systems backup or become clogged, an emergency overflow (EOF) system should take the runoff and channel it over land away from structures to minimize the amount of property damage. At this particular location, an EOF was designed to flow over Longacres Drive but the road was built approximately 1.5' higher than planned and therefore restricted the overflow from the pond. Also, the properties on the south side of Longacres Drive where the EOF was designed to flow between two properties was not graded to building plan and also restricted the overflow water from the pond. The developer of Highcrest Meadows (Coffman Development, Inc.) and the City have been working together with the affected Longacres residents to identify and devise a solution as a result of the Labor Day weekend storm. The attached drawing shows the most feasible fix of the problem. It involves the installation of an EOF storm sewer pipe from the pond. The other option would be to lower the road. This option would significantly increase the some driveways slopes along Longacres Drive and cause more disruption to the residents. When staff presented these two options at the neighborhood meeting on May 18, 2006, the residents in attendance were in support of moving forward with the pipe option. Construction easements will still need to be acquired prior to construction. The scope of the project includes directionally drilling an 18" emergency outlet pipe from the Longacres pond to the north branch of Bluff Creek. Also, staff is recommending adding additional catch basins on Longacres Drive and replacing the outlet of the Longacres pond with a bigger structure. The 18" emergency outlet pipe is designed to handle runoff from a storm larger then a lOa year event and provide the pond with another outlet if the primary outlet becomes clogged again. Directionally drilling the pipe is proposed to minimize the disruption to the properties along the pipe alignment and decrease the impacts to the adjacent properties. Additional catch basins are proposed on Longacres Drive to direct the water away from entering the pond. Replacement of the outlet structure will provide additional safeguards from debris that currently clog the existing structure. The estimated cost for these improvements is $92,500. Lvman Boulevard Sanitary Sewer Improvement On December 16,2005, a sewer backup occurred in the Summerfield development. The sewer backup was immediately cleared and the sewer pipe was cleaned by City staff. In researching why the sewer backed up, it was determined that a segment of sewer pipe under Lyman Boulevard has settled and caused the sewage to backup. The area of settlement is adjacent to a wetland complex and it is speculated that poor soils under the pipe have settled. The sanitary sewer pipe can no longer be maintained or be relied on for proper sewer flow. It is recommended that the sewer pipe be replaced and any poor soils under the sewer Todd Gerhardt June 12, 2006 Page 3 pipe be removed and replaced with the necessary pipe bedding material. The cost estimate for this work is $37,000. FUNDING The improvements to Longacres Drive Pond were not budgeted for in the 2006 CIP since no project was envisioned at that time. However, in this year's 2006 street improvement project, $136,251.70 out of the $400,000 budgeted (SWMP- 019) is planned to be used. Staff is proposing to use an additional $92,500 out of this CIP item for the constructing of the Longacres Pond improvements. This CIP line item is estimated to be under budget by $171,248.30 if the Longacres Pond improvements are approved. The Lyman Boulevard sanitary sewer improvements were not budgeted for in the 2006 CIP since no project was envisioned at that time. However, in this year's 2006 street improvement project, only $55,426.25 out of the $31O,000 budgeted (SS-014) is planned to be used. Staff is proposing to use an additional $37,000 out of this CIP item for the Lyman Boulevard sanitary sewer improvements. This CIP line item is estimated to be under budget by $217,073.75 if the Lyman Boulevard sanitary sewer improvements are approved.
