Engelhardt, Office Manager ~ DATE: June 2, 2006 SUBJ: C.J.'s Coffee & Wine Bar, 600 Market Street, Suite 170: Approval of Request to Amend the Liquor Licensed Premises Area for a Charity Event on September 30,2006 Staff has received a request from Cindy Baker, owner of C.J.' s Coffee & Wine Bar to amend the liquor licensed premises for a charity event on September 30th. Ms. Baker wIll be conducting a fundraiser for the Caring Tree on Saturday, September 30 from 5-9 p.m. in conjunction wIth the Kraus-Anderson, the property manager of Market Street Station. This event is similar to the fundraising event that was held on June 13, 2006, that was successful and without IncIdent. She is requesting permission to rope off the parking lot area between C.J.'s and the Movie Theater (see attached map) to allow guests to purchase beer or wine inside the restaurant and carry it to outdoor tables to listen to a band. Ms. Baker has received permission of the landowner and has lIquor liability insurance to cover the event. She also intends to have people posted at the points of entrance/exit to ensure that no liquor is carried outside the roped off area. Ms. Baker is working with the Planning Department for a special event permit and loudspeaker permit. Both Law Enforcement and the Fire Department have reviewed the plans and have approved it. In order to display and consume alcohol in the roped off area in the parking lot, the city would have to amend the licensed premises for C.J.'s Coffee & Wine Bar to include this outdoor area for one day, September 30, 2006. RECOMMENDA TION Staff recommends approval of amending the licensed premises for C.J.' s Coffee & Wine Bar for one day for a fundraiser on September 30, 2006. The event is to be held on August 10th and will be sponsored by the entire Market Street Station Tenant Group. The benefactor of the event is The Caring Tree. Established in 1993, The Caring Tree is a Minnesota based (Bloomington) non-profit group whose mission is to provide back-to-school supplies to underprivileged children in our communities. . August 10th from 5 - 9 PM · Donation of a backpack, school supplies encouraged to be dropped off in the bus (still need to purchase a sticker) · $10 for adults, $5 sticker for kids, (price included all of the below items) · Live Music on exterior staging beneath the tented area on the pad next to the movie theater · Food - hot dogs, chips, pop, water served on a skirted folding table beneath the tented area on the pad next to the movie theater · Fire truck - lights on, walk through vehicle · Police car - light on, look in vehicle · Prizes - Donated items to be given away · Complimentary Chair Massages from Spalon - in tented area · Complimentary Haircuts from Spalon - in the tented area, while supplies last · Store mascot/costume - someone to walk amongst crowd I have completed the two permits needed for the event (loudspeaker permit and the temporary sales/special event permit). Wine and beer will be sold inside CJ's as usual. AlthouQh we anticipate that wine and beer consumption will be a very small part of the event. we are QoinQ to have live music and would like for the attendees of the fundraiser to be able to brinQ wine and beer into the roped off area of the parkinQ lot (stanchions supplied by Chanhassen Cinema). The set-up will be indentical to that of the Sensational Women's event in June. I am assuming that it will much the same in that even though we had the option to bring the beer and wine into the parking lot, everyone with a glass wanted to sit at the tables and therefore stayed in the already approved patio area. It was VERY controlled. Even so, we wanted to make sure we covered all possibilities and would like permission to allow people to move onto the roped off part of the parking lot, closer to the music if they would like.
