Mayor Mancino called the work session to order at 5:40 p.m.
COUNCIL MEMBERS PRESENT: Mayor Mancino, Councilman Labatt, Councilwoman
Jansen, Councilman Senn, and Councilman Engel

Final plat Approval
Approval of Development Contract/PUD Agreement
Approval of Plans & Specifications for Phase I, Project 00-04
Dave Hempel passed out revisions to the Development Contract/PUD Agreement and explained
that the revisions were regarding landscaping being completed with Phase ! and specific other
changes to the agreement. Councilwoman Jansen asked for clarification on the placement of the
12 foot trees. Mayor Mancino stated that the 12 foot trees would stay where they were on the
plan and that 10 foot trees would replace the 7 foot trees on the plan.

Approve Traffic Control Sign Agreement No. 79738R between MnDot, the City of
Chanhassen and the City of Chaska, Proiect 97-1B-3.
Councilwoman Jansen asked if the traffic control signals would be temporary or permanent. Dave
Hempel explained they would be temporary until permanent fixtures could be installed with the
widening of Highway 41. Councilman Senn asked ifMnDot would be paying for the permanent
fixtures. Dave Hempel stated that was correct.
D. Approval of Joint Powers Agreement with Southwest Metro Transit.
Councilman Senn stated that he would be pulling this item off of consent for discussion. Len
Simich, the Executive Director of Southwest Metro Transit was available to answer questions for
the City Council. Councilman Senn asked what was driving this change in the agreement. Len
Simich discussed the issue from Southwest Metro Transit's point of view and what they were
planning for the long term best interest of the commission. Mayor Mancino asked if the city could
recommend representatives and stated that she would like to keep riders as the representatives to
give their personal perspectives. Councilman Senn gave the historic perspective on the make-up
of the commission members and why it was set up the way it was.

E. Approval of Revisions to the Strategic Plan.
No questions were asked on this item.
F. Approval of Findings of Fact~ Boeckermann Wetland Alteration Permit.
Councilman Senn stated that he didn't believe statement 2 to be true. Roger Knutson advised the
council that they could take out the statement if they did not believe it to be true. There was
discussion about reconsideration of this item and the procedure that would need to be followed to
have it reconsidered at a future meeting. Staff stated that the applicants were considering
installing a boardwalk and were looking to have the fees waived if they had to go through the
process again.
G. Approval of Bills.
No questions were asked on this item.
H. Approval of Minutes.
Councilman Senn made a change to the City Council Minutes dated March 27, 2000 on page 8.
Clarifying the vote on the motion.
Bandimere Community Park Ballfield Advertising Signage~ Chanhassen Athletic
Association.
Frank Scott from the Chanhassen Athletic Association was present to answer any questions of the
City Council. Jerry Ruegemer passed out a handout on this item. Mayor Mancino questioned the
expenses. Frank Scott showed the City Council samples of the material to be used on the signage
and explained the expenditures for this project. Councilman Senn asked about the rent that was
going to be charged. Mayor Mancino stated she was concerned about other athletic groups
wanting to raise money on city property and what kind of precedent this was setting. Councilman
Labatt asked how the signage would be configured on the fields. Councilman Engel asked if
logos and colors would be acceptable. Frank Scott explained the process of designing and
installing the signage. Councilwoman Jansen asked if this item should be more general signage
than just limited to Bandimere Park.
J. Accept $5~000 Contribution from Tonka United Soccer Association.
No questions were asked on this item.
K. Authorize Submittal of Application for LCA Grant.
Councilman Senn question what this request was tied to. It was explained that it was tied to the
Pulte development, and was being submitted at this time because of the deadline for application.

Scott Botcher explained to the City Council that it did not bind them to approving the project.
Councilwoman Jansen asked if the City Council could see a copy of the grant application. It was
decided that this item should be tabled and staff would bring a copy of the grant application to the
next meeting for the City Council's review.
Accept Petition for Utility and Street Improvements, Crestview Circle, Authorize
Preparation of Feasibility Study.
Councilman Senn complimented Dave Hempel on a job well done.
M. Approval of Library Needs Assessment, M S & R.
Mayor Mancino asked that the wording be changed to say "Acceptance" as opposed to
"Approval".
N. Accept $2,000 Donation from Pillsbury for Safety Camp.

Request for Business Subsidy, Lot 3, Block 1, Chanhassen Lakes Business Park 8th
Addition, Eden Trace Corporation.
Mayor Mancino asked about the changes that had been made on this item. Todd Gerhardt
explained what was being presented for approval. Councilman Senn asked for clarification on the
end of the district and the ending date of this agreement. There was disagreement over the sunset
date. Staff stated they could check and inform the City Council.
Vacation of Drainage and Utility Easement, 851 West 78th Street, Target
Corporation.
Councilman Senn asked for clarification of the easement and what would happen to the storm
water pond. Dave Hempel showed the plat drawing and explained this request.
Consider Reconstruction Alternatives for Trunk Highway 101 from Pleasant View
Road to West 78th Street, Proiect 97-12.
Mayor Mancino asked staff to clarify the procedure for reviewing this item at the meeting. Todd
Gerhardt explained the process.
Mayor Mancino adjourned the work session meeting at 6:30 p.m.
