WS 2000 05 01CHANHASSEN CITY COUNCIL WORK SESSION May 1, 2000 Mayor Mancino called the work session to order at 5:30 p.m. COUNCILMEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman Jansen, Councilman Engel, and Councilman Labatt. COUNCILMEMBERS ABSENT: None. STAFF PRESENT: Todd Gerhardt, Assistant City Manager; Scott Botcher, City Manager; Bruce DeJong, Finance Director; Kate Aanenson, Community Development Director. PLANNING & ENVIRONMENTAL COMMISSION INTERVIEWS AND DISCUSS APPOINTMENTS: The City Council interviewed the following people for Commission vacancies: 5:30 p.m. 5:40 p.m. 5:50 p.m. 6:00 p.m. 6:10 p.m. 6:20 p.m. 6:30 p.m. Matthew Mesenburg, Planning Commission Angela Schlender, Planning Commission Alison Blackowiak, Planning Commission Uli Sacchet, Planning Commission Sharon Beduhn, Environmental Commission John Ringstrom, Planning Commission Luann Sidney, Planning Commission TELEPHONE SYSTEM DISCUSSION: Staff presented the KMC Agreement to the City Council outlining a 15% reduction in our current phone charges compared to the existing U.S. West rate structure. Under the agreement KMC would provide the fiber and equipment to connect three buildings (Recreation Center, Public Works, and City Hall), for a fee of $6,000 and additional $6,500 for additional equipment to "light-up" the fiber. The net effect is that the city will make a $12,500 one-time payment to save $10,600 annually (through a 15% reduction in our current phone charges). The City Council was encouraged by this report and asked that the item be placed on a future City Council agenda for consideration. FINANCIAL POLICY REVIEW: The amended financial policy was presented to the City Council. The Council approved of the modifications made following the February 7, 2000 work session. The policy was adopted. DEBT STUDY PRESENTATION: Mark Ruff, from Ehlers, Inc., presented the preliminary debt study information. The data indicates that higher tax levies may be required in order for the City to meet its obligations in the future. Bruce DeJong will evaluate the report and investigate some discrepancies before the study is presented to the City Council at a future meeting. City Council Work Session - May 1, 2000 Municipal Housing Strategy: A conceptual outline was presented on the Municipal Housing Strategy.
