Mayor Mancino called the work session to order at 5 ~35 p.m.
COUNCIL MEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman Jansen and

COUNCIL MEMBERS ABSENT: Councilman Labatt
STAFF PRESENT: Scott Botcher, Kate Aanenson, Bob Generous, and Teresa Burgess
Consent A~enda Discussion:
A. Approve Reimbursement of Sanitary Sewer Costs~ Whitetail Cove~ Proiect 99-6.
Mayor Mancino asked that Teresa Burgess clarify this item for the City Council.
B. Accept Utility Improvements in Arboretum Business 3rd Addition~ Proiect 99-5.

C. Receive Feasibility Study and Call for Public Hearin~ for Crestview Circle Improvement
Proiect 00-05.
Teresa Burgess told the City Council that she had not received input from all the neighbors at this point.
Mayor Mancino asked if the price could go down any. Teresa Burgess stated why the price was as low as
it could be.
D. Approval of Public Gatherin~ Permit~ Pheasant Hill Park.
Councilman Senn asked what this was such an issue. Scott Botcher explained that there wasn't time to
change the rules regarding this subject but that it can be done in the future so that such permits can be
approved administratively.
E. Approval of Bills.
Councilwoman Jansen had a question on one bill which was answered by staff.
F. Approval of Minutes.

G. Approve Consultant Contract for TH 101 Trail Concept Plan Preparation - Proiect No. 97-
12-3.
Councilman Senn asked for some clarification from Teresa Burgess on the firm that was being approved.
Mayor Mancino stated that the project will have to define ~low impact trail" as the project proceeds.

Teresa Burgess stated that MnDot approval will also be needed and that this trail project would take some
creativity on everyone's part to get completed. Mayor Mancino stated that she assumed this project would
follow the same process as all other trails in the city, i.e. public hearings being held at the Park and
Recreation Commission to allow public input. Teresa Burgess stated public hearings would be held once
the final design drawings are completed. Adjacent property owners will be notified first and discussions
will be held directly with affected property owners prior to the public hearings. Councilman Senn
expressed concern that this consultant's write-up was similar to everything the Council had received
previously. Teresa Burgess explained the consultant's proposal to the City Council.
Approve Contract for Law Enforcement Services~ Truck Inspections and Overweight
Enforcement Services~ Carver County Sheriff's Office.
Councilman Senn asked Scott Botcher for clarification on who owned the equipment to be used in this
contract.
Approve Settlement A~reement with Larry & Elizabeth Van De Veires for Galpin Boulevard
Improvement Proiect 93-26.

Appeal Decision of the Plannin~ Commission~ Denial of a Request for a Front Yard and Side
Yard Variance for the Construction of a Porch and Carport~ 1834 Valley Ridge Trail~ Tom
Edstrom.
Councilman Senn asked if the new porch ordinance solved this variance request. Kate Aanenson stated that
it did not because of the age of the house. Staff clarified that the appeal was for a front yard variance for a
porch only, and not the carport.
4. Eckankar Religious Campus~ Northwest Corner of West 78th Street and Powers Blvd.
Councilman Engel asked if the school district had been contacted regarding Eckankar. Staff stated they did
not know and would find out the answer to that question. Mayor Mancino was concerned about the traffic
concern of staff. Bob Generous and Kate Aanenson stated that traffic had been taken into account in the
design standards and in the future if warrants were met for stop lights, staff wants the options available.
Kate Aanenson clarified for the City Council the process that would be taken on this item with regards to
the Comprehensive Plan Land Use Amendment and obtaining Metropolitan Council approval.
Library Discussion.

Scott Botcher updated the Council as to where they were in the process and outlined different alternatives
in which to proceed. Councilman Senn questioned the different groups and how they related to each other.
Mayor Mancino explained how the process worked with the Park Referendum Task Force. Scott Botcher
clarified the time line and relationships between the Task Force and the ';Vote Yes Committee" and then
asked if the Council was comfortable with the proposed make-up of the task force, i.e. members from
different city commissions and youth from both school districts. Councilman Senn asked what the starting
point for the task force would be. Scott Botcher stated the Needs Assessment Report would be the starting
point. Mayor Mancino and Councilman Senn stated concern that the City Council should set some
parameters for the task force. Scott Botcher asked the City Council for direction on how to proceed with
the process. Mayor Mancino suggested that the City put an ad in the paper for citizens at large members to
the task force and see how many people apply and then the City Council will appoint a member. Scott
Botcher stated that staff, with City Council input, would come up with a mission statement and direction
for the task force. Kate Aanenson expressed concern with what happens if the City Council does not agree
with the committee's proposal. Scott Botcher stated that the City Council has the final decision and will
take input from the task force. Kate Aanenson stated that should be set clear up front to the task force
members. Councilman Senn stated that the City needed to talk to the County and find out what their
financial obligations would be towards a library in the city. Councilwoman Jansen stated that what the
County wants shouldn't hold up the City's process, and that the two discussions can track together. Mayor
Mancino concluded by saying that she felt all the council members were basically in agreement on this
matter.
Mayor Mancino adjourned the Work Session meeting at 6:25 p.m.
