The City Council discussed the library from 4:00 to 5:30. From 5:30 to 5:45 Brian Grogan from Moss &
Barnett presented the financial and legal issues on franchising new Cable TV providers. The City Council
decided to add an item (i) under the Consent Agenda directing the firm of Moss & Barnett to authorize a
Notice of Intent to Franchise Cable Services.
Mayor Mancino called the work session meeting to order at 5:45 to discuss the agenda.
Consent Agenda:
A. Approve of Consultant Service General Municipal Agreements with HTPO, BRW & WSB.
Councilman Senn asked Teresa Burgess to explain if these were the only firms that the city was going to
have contracts with. Teresa Burgess explained that these were typical agreements but that the City would
still be sending out RFP's for projects.
B. Approve Amendment to Development Contract/PUD Agreement for Villages on the Ponds 6th
Addition, Proiect 99-19.

C. Approval of Beer License for July 4th Celebration, Chanhassen Rotary Club.

D. Accept $2,000 Donation from Target for Safety Camp.

E. Approve Resolution Declaring Intent to Exercise Local Transit Levy Option for Taxes in
2001, Southwest Metro Transit.
Councilman Senn asked that staff make sure this request was the maximum. Mayor Mancino asked staff
for clarification.
F. Approval of Bills.

Approve Resolution Prohibitin~ Use of the City's Water Supply for Specified Purposes and
Waivin~ Required Landscapin~ Escrows.
Teresa Burgess informed the council that she had been receiving lots of calls and e-mails on the article in
the paper regarding proposed water restrictions and that there would be people present at the meeting to
discuss this item. She passed out a copy of the revised resolution and explained the changes. Mayor
Mancino asked for a comparison between the one year schedule versus the two year schedule. Teresa
Burgess and Scott Botcher explained the problems that would occur if the project were to extend into the
colder months where heat had to be used to complete the project. Roger Knutson stated that the bids the
city had received did not include a provision for heat and that it would have to be rebid if the council chose
to go that route. Teresa Burgess stated that new sod was a big concern and how does the staff determine
what is ;;new sod". Mayor Mancino stated she favored waiting until next year and giving the public notice
and a chance to adjust their sod schedules accordingly. Teresa Burgess stated that the price of the repairs
would only go up and then another group of people would be affected. She also stated that the tower was
in need of repairs immediately. Councilwoman Jansen stated she favored the split season approach.
Mayor Mancino stated that staff needed to explain all the information relating to this item during the
meeting for the public to hear. Teresa Burgess stated that she had a news release and a letter from the
Minnesota Landscapers and Nurserymen that would be published in the next newspaper. Mayor Mancino
asked if the flushing times in the spring could be changed to April. Teresa Burgess explained the chances
of freezing and ice in April. Councilwoman Jansen asked how far the council could push the limits of the
contract before it needed to be rebid. Roger Knutson explained the legal aspect of awarding the contract.
The City Council then discussed different options for changing the months of the contract. Mayor Mancino
asked for the Fire Department's input for their water usage. John Wolff stated that the fire department
typically has adequate water on their trucks to fight fires. Councilman Labatt asked about water usage
with car washes, commercial and residential. Teresa Burgess explained that lawn sprinkling was the
biggest drain on the water system. Councilman Engel asked if contractors are required to place topsoil
down before sodding. Kate Aanenson stated that the City did not have such a requirement in place. Roger
Knutson stated that other cities typically do have such requirements. Councilman Senn asked why the City
is not held to the same sprinkler restrictions. Teresa Burgess explained because of the large amount of
money invested in public sod and the cost of replacement would be so high, but that the city tries to abide
by the restrictions whenever possible. Mayor Mancino asked for the City Engineer's recommendation.
Teresa Burgess stated her recommendation was to go with the one year project and get it completed as soon
as possible. Mayor Mancino asked when this item was first published. Teresa Burgess stated that the
article in the paper last week was the first public notice. Mayor Mancino stated she favored the split
contract to give people more time for notification. Teresa Burgess asked if that is what the City Council
wanted. Mayor Mancino stated the City Council would discuss it at the meeting. Councilman Engel asked
for an ordinance amendment to require topsoil on new developments. Teresa Burgess stated she would
send out a revised news release after a decision is made at the meeting. Roger Knutson stated that the city
may need to define what a %oaker hose" is.
2. Approve Feasibility Study for Crestview Circle Improvement Proiect 00-05.
Mayor Mancino asked if anyone would be present for this item. Teresa Burgess thought there might be 1
or 2 neighbors present.

3. Lake Lucy Road Water Storage Tank Reconditioning, Proiect 00-02.
It was decided that item l(h) would be discussed along this with item at the meeting.
4. Discussion Regarding TH 101 Alignment, Hennepin County Correspondence.
No questions were asked on this item.
6. Consider Amendment to Chapter 5 of City Code Concerning Kennels, Private Kennels May
Not Have More than Six Dogs.
Mayor Mancino asked if this amendment would cover the entire city. Todd Gerhardt stated that it would.
Mayor Mancino adjourned the work session meeting at 6:25 p.m.
