WS 2000 09 11bCHANHASSEN CITY COUNCIL WORK SESSION SEPTEMBER 11, 2000 Mayor Mancino called the work session to discuss agenda items to order at 5 ~40 p.m. COUNCIL MEMBERS PRESENT: Mayor Mancino, Councilwoman Jansen, Councilman Senn, Councilman Labatt, and Councilman Engel STAFF PRESENT: Scott Botcher, Todd Gerhardt, Roger Knutson, Teresa Burgess, Kate Aanenson, Todd Hoffman, Bob Generous, Cindy Kirchoff, and Bruce DeJong Consent A~enda: a. Approve Consultant Services Contract for BC-7 and BC-8 Trunk Utilities, Proiect 00-01; Receive Petition to Extend Services to Do~wood. Teresa Burgess passed out a handout with a ranking of the proposals for this project. Councilwoman Jansen asked if the Puke and Westwood Church projects were contingent on these services going through. Teresa Burgess stated that this utility project can still go forward even if Puke or Westwood Church pull Eckankar, Approval of Land Use Amendment and Amendment to Site Plan Approval; and Approval of City Code Amendment Rezonin~ Property to PUD. Scott Botcher stated that the City Attorney would be available to answer any questions the City Council might have. c. Approval of Bills. No questions were asked on this item. d. Approval of Minutes. No questions were asked on this item. e. Approve Resolution Establishin~ Proposed Property Tax Levies for 2001. This item was discussed at the end of the work session. f. Request for an Amendment to the Hidden Valley PUD to Allow Church Facilities as a Permitted Use on Lot 1, Block 7, Hidden Valley; 275 Lake Drive East, Family of Christ Lutheran Church. Mayor Mancino asked for clarification if this request would apply to other churches that may go onto this site other than Family of Christ Lutheran Church and staff verified that it would. g. Review and Approval of a Policy to Formalize the Process for Street Closure Permits. City Council Work Session - September 11, 2000 No questions were asked on this item. Review and Approval of a Policy to Formalize the Process for Temporary Lifting of No Parking Restrictions. No questions were asked on this item. 2. Discussion of Grandview Road Area Utility Improvement Proiect 97-11; Direction to Staff. Councilman Labatt asked for clarification on the three options presented for this project. Councilman Senn asked if there was agreement with the neighbors. Scott Botcher passed out a letter from the Andersons. Request for a Conditional Use Permit to Construct a 12 fi. x 28 fi. Equipment Building and a 79.5 ft. Monopole; 275 West 79th Street~ AT&T Wireless Services. Mayor Mancino asked if the site had an adequate number of parking stalls per ordinance. Cindy Kirchoff stated that they did. Todd Gerhardt explained the situation with the public parking lot and the discrepancy with Brown's Tire and Auto. Kate Aanenson stated that the parking issue didn't affect the monopole tower issue. Councilman Senn asked if there were any requests for co-location on this tower. Staff stated there weren't at this time. Mayor Mancino asked where Sprint was looking to locate. Bob Generous stated they were looking at the Eden Prairie water tower area. Councilman Labatt asked if the height of this monopole was adequate to support co-location. Scott Botcher explained the downfall of lowering the height of the pole. Kate Aanenson asked that a condition be added to the recommendation of approval that the final plat be recorded on this site. Councilman Senn asked if all the options had been studied fully. Councilman Engel asked why the Eden Prairie water tower site wouldn't work. Mayor Mancino stated that she thought the questions being asked should be brought up the regular City Council meeting for discussion with the applicant. Request to Amend a Condition of Approval of a 7 fi. Variance from the 75 fi. Lakeshore Setback~ 9247 Lake Riley Boulevard~ Brinn & Bob Witt. No questions were asked on this item. Request for Conceptual and Preliminary Planned Unit Development Approval to Rezone Five Acres from A2~ Agricultural Estate to PUD-R~ Planned Unit Development Residential; and Preliminary Plat Approval to Subdivide the Property into 10 Lots and Right-of-way for Summerfield Drive; 421 Lyman Boulevard~ Springfield 8th Addition~ Meridian Development. Councilman Engel questioned connection with Kiowa Trail. Bob Generous explained that a connection could be made if the residents petitioned for it. Correspondence Section. No questions were asked on this item. l(e). Approve Resolution Establishing Proposed Property Tax Levies for 2001. City Council Work Session - September 11, 2000 Bruce DeJong passed out a handout outlining market valuations for the city. Scott Botcher explained the different options that could be taken on this item and told the council that there were two levy issues to be discussed along with the budget, the Southwest Metro Transit levy and utilization of fund balances. Bruce DeJong then walked the council through the spread sheet he had prepared comparing market valuation income versus tax capacity. Mayor Mancino asked what the County would increase market values to for the next year. Bruce DeJong stated it would be approximately 10% increase. Mayor Mancino asked how the numbers being presented had been arrived at and asked what amount was being passed under the consent agenda motion. Councilwoman Jansen stated that the Southwest Metro Transit staff would be going to the cities with a presentation in the near future. Mayor Mancino asked the reason for the 7% increase. Councilwoman Jansen explained Southwest Metro Transit's decision and how they arrived at that amount. Mayor Mancino stated that the City Council decision was to set the proposed levy and that discussion could be held between now and December regarding the Southwest Metro Transit levy amount. She also stated that the city's policy decision would be changed if the levy goes above the city's and the City Council would have to hold a discussion to change that policy. Councilwoman Jansen stated that Len from the Southwest Metro Transit would like to come to Chanhassen City Council meeting to review the proposed levy. Mayor Mancino stated she felt uncomfortable making a decision before that presentation was made.
