WS 2000 09 18CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 18, 2000 The work session was called to order at 4:30 p.m. MEMBERS PRESENT: Mayor Mancino, Council members Engel, Jansen, and Senn. MEMBERS ABSENT: Councilman Senn STAFF PRESENT: Scott Botcher, City Manager; Teresa Burgess, Public Works Director/City Engineer. WATER SUPPLY UPDATE: Engineering gave a brief update on the status of the reservoir project and the sprinkling restrictions. The Mayor and Council expressed their appreciation of the Utilities staff and their efforts to keep the system running. CITY MANAGER TASK PLAN, QUARTERLY UPDATE: Mr. Bob Benson, Sathe & Associates was present, along with the City Manager and assembled guests, to participate in the City Manager's quarterly Task Plan update. The City Manager explained that the point in the quarterly update is to give all parties an opportunity to review the items included on the Task Plan so as to get a better feeling as to progress, or lack thereof, being made on any items indicated within, to hear recommendations from the City Manager as to future modifications that may be forthcoming due to workload or other issues, and to otherwise receive input from the Council. The City Manager walked through the Task Plan as approved at the August 14, 2000 Council meeting. In summary, the City Manager had no recommendations for alterations or other adjustments to the Task Plan; however, he did indicate that the City Center Commons design task(s) may be accelerated at the Council's discretion once the library design process is initiated. That decision will have to be made at a later date. Following the discussion, there were no further alterations or recommendations made as it relates to the Task Plan. INITIAL LIBRARY DESIGN PROCESS DISCUSSION: The City Manager initiated a discussion as it relates to the library design. At referendum on September 12, 2000, voters of Chanhassen approved the referendum for the construction of a new library consistent with the ballot language. The City Manager reviewed two major categories of issues, financing and design. Financing issues included questions surrounding timing of the levy, timing of the issuance, and arbitrage issues. Design issues were related to the retention of professional design services, the design methodology itself, and a conceptual discussion as to the design-build methodology. The Council rather quickly came to the conclusion that they would like to RFP for design services. Following, the Council had a longer discussion as it related to the design process. There was some discussion about hiring a design professional separately to come up with a design, and then hiring a contractor for the library. There was also a lengthy discussion about a modified design-build process, wherein the designer has a closer relationship with the actual builder of a library. At the conclusion of these discussions, the City Manager asked the Council to give some thought to these different processes, and allow their ideas to be brought forth at a future time. Secondly, CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 18, 2000 Page 2 staff was to make an effort to bring forth recommendations for a scope of services so that the City could move forth with the RFP process for the retention of a design professional. The City Manager indicated that staff would work with due diligence to do so, but that given the short time line, he would not be able to guarantee that it would be on the agenda next Monday. The Council indicated that as soon as the issue was ready to go on the agenda it should go on, and that would be acceptable. The meeting adjourned at 6:20 p.m. Scott A. Botcher City Manager
