WS 2000 09 25CHANHASSEN CITY COUNCIL WORK SESSION SEPTEMBER 25, 2000 Mayor Mancino called the work session meeting to order at 6~00 p.m. COUNCIL MEMBERS PRESENT: Mayor Mancino, Councilman Labatt, Councilwoman Jansen, and Councilman S¢lm COUNCIL MEMBERS ABSENT: Councilman Eng¢l STAFF PRESENT: Scott Botcher, Todd Gerhardt, Roger Knutson, Kate Aancnson, Todd Hoffman, Teresa Burgess, Bob Generous and Bruce DeJong Consent A~enda: A. Award Construction Contract for Crestview Circle Utility and Street Improvements~ Proiect No. 00-05. Councilman Labatt asked if the project should be rebid because all bids received were over the engineer's estimate. Teresa Burgess explained the different options available if the Council chose to rebid or stay with the existing bids. Mayor Mancino asked when the project would start. Teresa Burgess stated the project would start as soon as possible, early October. B. Request for Temporary Waiver from Section 19-44~ Prohibited Discharge into Sanitary Sewer System for Sump Pump Drainage. Councilman Labatt asked where the problem was occurring. Teresa Burgess explained the individuals location and problem. C. Approval of Si~n Monument~ West Village Center Phase II. Councilman Labatt expressed concern over the word ~Minnesota" being on the sign and asked that it be taken off. Kate Aanenson stated that the Planning Commission had expressed the same concern. D. Adopt Resolution Approvin~ Use of Southwest Regional Light Rail Transit Route as a Snowmobile Trail. Mayor Mancino thanked Todd Hoffman for all the work he's done on this item. Councilwoman Jansen asked who pays for repairs to the trail. Todd Hoffman stated that there had never been any damage on the trail. E. Approval of Bills. No questions were asked on this item. F. Approval of Minutes. No questions were asked on this item. City Council Work Session - September 25, 2000 Scott Botcher stated hat and item l(g) needed to be added to the Consent Agenda setting the public hearing date of October 23, 2000 to receive comments regarding the Cable TV Franchise applicants. Request to Subdivide a 3.4 Acre Parcel into 5 Single Family Lots and Two Outlots on Property Zoned RSF~ Residential Single Family and Located at 6900 Minnewashta Parkway~ White Oak Addition~ Coffman Development Services~ Inc. Councilman Labatt questions the turning radius of the cul-de-sac and if it was adequate for public safety vehicles and school buses to use, and how it compared to the cul-de-sacs in the Longacres development. Kate Aanenson explained that the right-of-way may be less but the paved area was the same. Correspondence Section. Kate Aanenson provided the City Council with an update on a possible purchase of a historical house in Chanhassen and stated that she would provide follow-up information on this item. Mayor Mancino asked about the status of the issue that Boyd Peterson had brought up at a Visitor Presentation regarding his neighbor's operation of a contractor's yard. Staff stated they had not heard anything on the issue recently. Mayor Mancino asked what actions had been taken to rectify the situation and what the City could do as far as enforcement. Scott Botcher and Todd Hoffman provided the City Council with an update on the Skate Park Club. Scott Botcher stated he needed policy direction from the City Council regarding the City's financial contribution to the Southwest Metro Drug Task Force. He stated he had received a bill for $8,400 which he had not authorized. Council members asked what the policy had been in the past. Councilman Labatt stated that the City Council should invite Mr. Truax from the task force to come in and explain what the task force does and what the money is used for. Scott Botcher questioned why the City was paying $8,400 to an organization that the City could not join. The City Council asked that staff provide a history of the City's participation with the Southwest Metro Drug Task Force.
