Mayor Mancino called the work session to order at 6:00 p.m.
COUNCIL MEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman Jansen,
Councilman Labatt and Councilman Peterson

Power Ridge Apartments: Final Plat Approval to Replat Outlot A into 3 Lots~ Powers Ridge
Apartment Homes 2nd Addition; Approval of Development Contract and Plans &
Specifications.
Councilman Senn asked staff to explain where the applicant was in the process. Kate Aanenson explained
what the applicant was doing and how they were phasing in the different elements of the project.
Councilman Senn asked which buildings were scheduled to be built this coming year and where the senior
housing element fit into the schedule. Councilman Peterson asked about timing of the installation of
landscaping.
Approval of Purchase Agreement~ Lots 998-1000~ Carver Beach~ Anita Benson.
Mayor Mancino asked what was happening with this lot. Kate Aanenson explained the variance process
that had taken place with the Habitat for Humanity proposal. The variance request had been denied by the
Planning Commission and is being appealed. Mayor Mancino asked if the City Council should wait until
the variance item has been decided before proceeding with this agreement. Kate Aanenson stated approval
needed to be given in order to comply with the current year's allotment of CBDG funds. Scott Botcher
outlined the neighborhoods concerns regarding this lot. Mayor Mancino stated she would like to see this

item tabled until after the variance appeal is decided. Kate Aanenson explained that this approval was
contingent upon the variance being approved.
g. Approval of Bills.
Councilman Labatt asked for an itemization of the payment being made to Benson Consulting.
Councilwoman Jansen and Councilman Labatt asked for clarification of what was covered in the contract
for services. Councilman Labatt had concerns regarding cellular telephone costs and stated he would like
to see cellular telephone service consolidated to one provider. Scott Botcher explained that it did not save
the city any time or money by using just one company. Councilman Labatt stated he believed the Nextel
system was cheaper and asked that staff investigate the issue.
h. Approval of Minutes.

i. Approval of Rezoning Request from Single Family Residential (RSF) to Office and
Institutional (OI)~ 6400 Minnewashta Parkway~ Fire Station No. 2~ City of Chanhassen.

j. Site Plan Amendment to Allow Painted Block at the Entrance of an Office/Warehouse
Building; Lot 1~ Block 1~ Chanhassen Lakes Business Park 8th Addition~ Andreas
Development.
Councilman Senn asked for clarification on this item. Kate Aanenson stated that there were legal issues
involved with this item. The applicant was asking for a Interim Use Permit for the church so the City
Council could attach conditions to that IUP.
k. Set City Council Meeting Dates for 2001.

1. Approve Resolution Defeasing Tax Increment Bonds for Tax Increment District No. 1.
This item was amended by Bruce DeJong for further clarification.
m. Declare Excess Tax Increment in Tax Increment District 3 and Authorize it's Return to
Hennepin County.
This item was amended by Bruce DeJong to include the phrase, per Minnesota Statute 469.176.
n. Set Public Hearing Date to Expand the Proiect Area of the Downtown Redevelopment
District to Encompass the Proiect Area for Tax Increment District No. 2.
Mayor Mancino asked if the City Council had any questions on this item. Bruce DeJong explained he had
received a letter from Mark Ruff late that afternoon.
