WS 2000 01 24CHANHASSEN CITY COUNCIL WORK SESSION JANUARY 24, 2000 Mayor Mancino called the work session to order at 5:35 p.m. COUNCILMEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman Jansen, and Councilman Labatt COUNCILMEMBERS ABSENT: Councilman Engel STAFF PRESENT: Scott Botcher, Roger Knutson, Kate Aanenson, Anita Benson, Bob Generous, Cindy Kirchoff and Phil Elkin Consent Agenda: a. Approve Plans & Specifications for Traffic Control Signal and Interconnect Systems, TH 5~West 78th Street Improvements, Proiect No. 97-6, SP 1002-70. Anita Benson discussed the financial aspect of the project. Mayor Mancino asked if the plans and specifications had to wait for the finances to be approved, which was answered yes. Councilman Senn asked if the City was paying for the street lights and signals. Anita Benson stated that the City was paying for the street light system. Kate Aanenson clarified for Council the placement of the traffic signals. c. Authorize Advertising for Bids, Bluff Creek Bank Stabilization Proiect. Councilwoman Jansen asked if the cost for this project was in the budget. Phil Elkin stated it was. d. City Code Amendment Eliminating the Position of Public Safety Director. Scott Botcher stated that he would suggest that the Council consider re-codifying the ordinance in 2001 as a housekeeping item. e. Approve Assignment of the Development Contract for Lot 1, Block 1, Southwest Tech Center from CSM Investors to U.S. Bank National Association. No questions were asked on this item. f. Approval of Bills. City Council Work Session - January 24, 2000 Mayor Mancino asked about the portable standby generator. Scott Botcher stated that he would ask Charles Folch for clarification on this item. Bruce DeJong clarified the issue of the Fire Department's rescue truck. g. Approval of Minutes. Councilwoman Jansen stated that there was a correction to be made on page 36 of the January 10, 2000 City Council Minutes changing the vote count from 3 to 2 to 3 to 1. h. Approval of City of Chanhassen Organizational Chart. Scott Botcher stated that this chart was an interim chart and would have to be amended by the Finance Director after filling positions in that department. Councilwoman Jansen stated that she would like to discuss this item in a future work session. i. Approval of Termination A~reement~ H. Dan Wright. No questions were asked on this item. Reconsideration of US West Cellular Tower Decisiom Holy Cross Lutheran Church Site. No questions asked on this item. General Discussion: Update on 2000 Census under Visitor Presentation. Councilman Senn asked how county boundaries were decided. If they were decided by population. Roger Knutson stated he would check the State statute on that question. Public Hearing: Approve Feasibility Study; Authorize Preparation of Plans & Specifications for Grandview Road Area Utility Improvement Pro iect 97-11. This item was being pulled off of the agenda because it was not properly published for a public hearing. The item will be rescheduled for the City Council meeting on February 28, 2000. Request for a Conditional Use Permit to Operate a Car-X Muffler and Brake Shop (Auto Service Center)~ 60 Lake Drive East~ Cook Properties-Chanhassen LLC. Councilman Senn asked what could be done about the cars being stored outside of the Abra Body building. Roger Knutson stated that they could be cited for violations. Mayor Mancino asked where the trash would be located on this site. Bob Generous stated that the dumpster was located on the southwest corner. Scott Botcher suggested installing roofs on the dumpsters so garbage 2 City Council Work Session - January 24, 2000 wouldn't overflow. Mayor Mancino stated that she did not want to see this site become like the Abra site. Consider An Amendment to Permit Automobile Rental in the BH, Highway Business District, 227 West 79th Street, Enterprise Rent-a-Car. Councilman Senn asked if the number of cars permitted on the lot could be reduced from 20? Cindy Kirchoff stated that the applicant was requesting 15. Mayor Mancino asked if Councilman Labatt or Councilwoman Jansen would like to become the City's representative on the Southwest Metro Transit Commission. Councilwoman Jansen stated that she would be the representative. Correspondence Discussion. Councilman Senn asked about the coverage limits for insurance. Scott Botcher stated he would give breakdown to the Council. Councilman Senn asked what procedure the City takes when obtaining quotes for insurance. Scott Botcher explained what the past practice has been and stated that he felt the current coverage for the City was pretty good, but would like to review the item again next year. Mayor Mancino stated she would like to have an update on the Highway 101 issue from the City Engineer at the next work session.
