WS 2000 01 31CHANHASSEN CITY COUNCIL WORK SESSION JANUARY 31, 2000 Mayor Mancino called the work session to order at 5:30 p.m. COUNCILMEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman Jansen, Councilman Engel, and Councilman Labatt. COUNCILMEMBERS ABSENT: None. STAFF PRESENT: Jerry Ruegemer, Recreation Superintendent; Anita Benson, City Engineer; Scott Botcher, City Manager; Kate Aanenson, Community Development Director. VOLUNTEER RECOGNITION PICNIC: After discussion of last year's volunteer picnic, Mayor Mancino and the city council decided to host this year's volunteer recognition picnic on Saturday, September 9, at Lake Ann Park. The event will take place from 11:00 a.m. - 2:00 p.m. and will serve a catered meal, with some sort of music. The format will be similar to an open house, in that people will be invited to drop in. A brief program featuring Mayor Mancino and the city council will be established to properly thank the volunteers. WATERSHED DISTRICT RULES: The Board of Managers, the Legal Advisor (Paul Haik), and the Engineering Advisor (Barr Engineering) from the Riley Purgatory Bluff Creek Watershed District made a presentation to the City Council regarding proposed rule changes. The proposed changes are to be consistent with future EPA rules. The major concern with the changes is the requirement to form more settlement ponds. These ponds are intended to be left natural so that they function as additional storage areas for runoff before it heads to retention basins. The Council had questions about maintenance of the areas. It was determined that a letter should be sent to the Watershed District noting the City Council's concern regarding maintenance of the areas. A follow up meeting with the neighboring communities will be held to strategize a position to present to the Watershed District. TH 101 PROJECT: The city engineer presented the neighborhood meeting schedule for the project and informed the City Council that in her opinion, if the approved public involvement process for this project is followed, the earliest the City Council would be in a position to make a decision on a specific concept for the roadway improvements is June of 2000. However, the City Council did not agree with this assessment and instructed the city engineer to proceed with the public involvement process so that they would be in a position to make a decision on the concept by the end of April. LIBRARY PROJECT: Mr. Barry Petit and Mr. Jeff Scherer from MSR, Inc., the firm retained to do the Library Needs Assessment, were in attendance and presented a draft working copy of the Library Needs Assessment. Melissa Brechon, Carver County Library Director was also present. The purpose of the meeting was to check in and see if the needs assessment was on the right track addressing issues that the Council may have had. The discussion was quite lengthy and City Council Work Session - January 31, 2000 focused on a couple of areas. First of all, there was substantial discussion as to what population made up the service area of the proposed new library. Primarily, there was discussion as to whether or not the City of Victoria population should be included in the service area population and therefore, should the building include the square footage necessary to service this additional population. Secondly, there was discussion about the services to be provided by the library to its citizens. Thirdly, there was substantial discussion about the make-up of the document itself as it was felt by a number of the participants that it was not as much of a needs assessment as desired and more of a delineation for the assumed construction of a new library.
