WS 2000 02 07CHANHASSEN CITY COUNCIL WORK SESSION FEBRUARY 7, 2000 Mayor Mancino called the work session to order at $:$0. COUNCILMEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman Jansen, Councilman Engel, and Councilman Labatt. COUNCILMEMBERS ABSENT: None. STAFF PRESENT: Scott Botcher, City Manager; Karen Engelhardt, Office Manager; Todd Hoffman, Park and Recreation Director; Kate Aanenson, Community Development Director; Bruce DeJong, Finance Director. STRATEGIC PLAN: The City Council reviewed the final draft of the Strategic Plan with the City Manager. Some small language changes were made and issues of technology, which the City Manager had previously identified as a separate item, will be reconsolidated into other parts of the brochure. Generally the consensus among the members was that this document was acceptable and the City Manager was directed to make these small changes to the document. Following this item, the Council went into an EXECUTIVE SESSION TO DISCUSS AND ESTABLISH PERFORMANCE MEASURES FOR THE CITY MANAGER. LIQUOR ORDINANCE AND FEES: A draft copy of the proposed liquor ordinance as prepared by City Attorney Roger Knutson was distributed. Staff noted that the Chanhassen Dinner Theatre called stating that they would not comply with Section 10-32 (f') as written as 50% of their gross profit is not attributable to the sale of food (a large percentage of their gross income is from ticket sales). The Council suggested that the wording be amended to "50% of gross sales of food and beverages" be attributable to the sale of food. The Council generally discussed the ordinance and suggested that it be scheduled for an upcoming regular meeting for final action. LAKE ANN MAINTENANCE BUILDING: A staff report describing the building project was reviewed with the City Council. The City Council supported continued planning for the structure. The Council instructed staff to complete the project without penetrating the tree canopy situated west of the proposed site. COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM: Staff reviewed with the city council the changes in the Community Development Block Grant program. The city is now in a consolidated pool competing with other communities. Staff recommendation was that the council consider using the money toward the eligible activities to provide affordable housing projects. City Council Work Session - February 7, 2000 FINANCIAL POLICY: Bruce DeJong and Scott Botcher reviewed a draft financial policy with the City Council. The policy incorporated some elements of the current policy, but items were reworded and reorganized. Additional items were incorporated, some of which were modeled after the Government Finance Officers Association model investment policy. The policy will be modified and adopted at a subsequent meeting. The work session was adjourned at 8:30 p.m. Submitted by Scott Botcher City Manager
