WORK SESSION
FEBRUARY 28, 2000
Mayor Mancino called the work session to order at 5 ~45 p.m.
COUNCILMEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman Jansen,
Councilman Labatt, and Councilman Engel.
STAFF PRESENT: Kate Aanenson, Todd Hoffman, Anita Benson, Dale Gregory, and Tom Scott
Consent A~enda:
a. Gamblin~ Permit Applications, St. Hubert Church.
No questions were asked on this item.
c. Approval of Bills.
No questions were asked on this item.
d. Approval of Minutes.
There were some questions about copies of Minutes not being included in the packet.
e. Approval of Fire Department Compensation Analysis by DCA.
Councilman Senn stated he had some changes to make on this item and would go over those changes at the
City Council meeting.
2.1 Approve Feasibility Study; Authorize Preparation of Plans & Specifications for Grandview
Road Area Utility Improvement Proiect 97-11.
Councilman Senn asked for clarification of the map included in the packet. Anita Benson handed out an
enlarge copy of the service area being discussed. Bill Engelhardt was present and discussed questions the
Council had on directional boring inbetween houses. Mayor Mancino asked if the septic tank could just be
replaced since no other acceptable site could be found on the property. Anita Benson stated that could be
done, but that the residents didn't see that as a long term solution to the problem. Mayor Mancino and
Councilman Senn voiced concern of doing a sewer project when only one home was having a problem.
Mayor Mancino wanted to make sure that all the residents affected in the area were present to voice their
opinion before a decision is made. Kate Aanenson explained that the City would be seeing this same issue
come up in the future as septic systems fail and houses sell and are forced to comply.
2.2 Approve Layout and Plans and Specifications for TH 41 & TH 7 Intersection Improvements,
PW67D-4.
Councilman Senn questioned why a stop light wasn't being considered at the intersection of Highway 41
and the entrance to Minnetonka Middle School West. Mayor Mancino stated that the Council could ask
that that study be done.

A Conditional Use Permit and Site Plan to Allow a Free Standing~ 105 Foot Monopole Tower
Wireless Communication Facility for US West Wireless to be located on a church site.
Councilman Labatt asked if the City had any authority on where poles like this are placed on a site. Kate
Aanenson stated that a variance would be needed to comply with setbacks. Mayor Mancino asked if the
tower could be placed in the trees to camouflage it. Kate Aanenson stated that she thought it could be
placed in the trees without needing a variance. Tom Scott gave the legal advice that the City Council could
not say no to this site or height, just the placement of the pole.

Lake Ann Park Maintenance Facility~ Selection of Engineer; Authorize Development of Plans
and Specifications.
Mayor Mancino asked if there were any questions for Bill Engelhardt on this item as he was not going to be
able to attend the City Council meeting. Councilman Senn asked where the building would be placed. Bill
Engelhardt stated his firm would do survey work and a site plan to bring back to the Council for their
review.
Mayor Mancino adjourned the work session at 6:30 p.m.
