WS 2000 03 13CHANHASSEN CITY COUNCIL WORK SESSION MARCH 13, 2000 Mayor Mancino called the meeting to order at 5 ~35 p.m. MEMBERS PRESENT: Mayor Mancino, Councilman S¢lm, Councilwoman Jansen, Councilman Eng¢l, and Councilman Labatt STAFF PRESENT: Roger Knutson, Scott Botcher, Kate Aancnson, Dave Hcmp¢l, Karcn Eng¢lhardt, Jill Sinclair, Cindy Kirchoff and Shannin A1-Jaff Consent A~enda: a. Authorize Preparation of Feasibility Study for BC-7 Sanitary Sewer - Proiect No. 00-01. No questions were asked on this item. b. Authorize Advertisin~ for Bids for 2000 Sealcoat Proiect No. 00-03. No questions were asked on this item. c. Approve Resolution Re~ardin~ Variance for Bike Trails at Bluff and Riley Creeks Granted for TH 5/West 78th Street Proiect No~ 97-6. No questions were asked on this item. d. Approve Consultant Contract for Preparation of Pavement Management Study Proiect No. 99-4. No questions were asked on this item. e. Approve Designation of New MSAS Routes - PW033. Councilman Senn asked if this additional mileage put the City over their limit for MSAS miles. Dave Hempel clarified the City's position related to MSAS miles. Councilman Senn asked if this road served Chanhassen, which Dave Hempel replied it did. f. Approve Ri~ht-of-Wa¥ Acquisition Offers from MnDOT for Parcels 311C and 219 for West 78th Street Improvement Proiect No. 97-6. Mayor Mancino and Councilman Senn raised questions on this item. Scott Botcher explained the process used by MnDOT to determine offers. Councilman Senn asked if the City could have appraisals done. Scott Botcher stated that he would support appraisals being done on these parcels if the City Council directed him to do so. h. Approvals of Bills. Mayor Mancino made a note to thank Bruce DeJong for the accounts payable reports provided. City Council Work Session - March 13, 2000 i. Approval of Minutes. No questions were asked on this item. j. Accept Low Bid for Bluff Creek Slope Stabilization Proiect - File SWMP 12U. Councilman Senn asked if the contractor would hold to the price bid on this project for the entire season. Scott Botcher stated it would. Mayor Mancino asked if the project could be accelerated to an earlier date. Kate Aanenson stated that due to restoration in the fall and timing issues it could not. ko Approve Joint Powers A~reement Between the City of Chanhassen and Hennepin County for Design and Construction of Improvements to TH 101 and TH 5. Ron Batty was present at the work session to give the City Council an update on this item. Todd Gerhardt gave an update on the County Board and their desire to discuss this item further. Councilman Senn asked about the design process and what governmental agency had the authority to decide what design would be ultimately used for this project. Ron Batty explained the process that the project would go through. Councilman Senn stated he was hesitant to give Hennepin County the authority to design the project and then ask the City to pay for certain design elements. Mayor Mancino stated that she wanted to have the authority to say yes or no to the entire project. Ron Batty stated that there was not specific language in this item to address that but he would put language in and bring back the draft for City Council approval at their next meeting. 1. Approval of Southwest Metro Dru~ Task Force Joint Powers A~reement. This item was requested to be deleted from the agenda. m. Approval of Revised Organizational Chart dated March 13~ 2000. Mayor Mancino pointed out that there was an error in the Public Works section and asked that it be corrected. Councilman Senn asked if the boxes represented people or positions. Scott Botcher stated that they represented positions. 10. Proposed Garden Site~ Jill Sinclair. Jill Sinclair was present at the work session to answer any questions the City Council had on the proposed community garden site. Councilman Senn asked about Minnetonka's garden site and if that had been closed. Jill Sinclair stated that as far as she knew it was still open. Mayor Mancino asked about the funding for this garden. Jill Sinclair stated that this garden would be a public garden which people would plant flowers and vegetables for harvest. The City would charge a nominal fee to cover the cost of operation, which hadn't been determined yet. Councilman Senn stated his opposition the City financially supporting this project since it would be serving only a small portion of the city population. Mayor Mancino disagreed and stated she supported the project and that the City could ask for donations. Jill Sinclair stated that most of the cost would go to the installation of water connection and a water faucet. Councilman Labatt asked about parking arrangements. Kate Aanenson stated there was parking on Kerber Boulevard. Jill Sinclair asked that the City Council give staff direction on this item. City Council Work Session - March 13, 2000 7. Approval of Liquor Ordinance. Karen Engelhardt was present to answer any questions the City Council might have on the proposed liquor ordinance. Roger Knutson asked about Section 10-19(a) and (d) including bowling centers. Councilman Labatt asked if bowling centers were allowed under State law. Roger Knutson stated they were but that Cities can be more restrictive than the State. Roger Knutson gave the Council an update on the status of the Chanhassen Bowling Center. Mayor Mancino asked that on page 7, to clarify what premises means. If it includes patios. And also to clarify on page 10, employee training prior to being allowed to sell alcohol. ge And Consider the Request of Andreas Development Company for City Subsidy on Lot 1~ Block Chanhassen Lakes Business Park 8th Addition. o Consider the Request of Eden Trace Corporation for City Subsidy on Lot 2~ Block Chanhassen Lakes Business Park 8th Addition. Todd Gerhardt stated that he would put new working into the agreements regarding new employees. Councilman Senn asked a question regarding training for existing employees. Mayor Mancino discussed the process for this evening's City Council meeting regarding public input on Powers Ridge Apartments, the 105 foot monopole tower for US West Wireless, and Marsh Glen rezoning.
