WS 1999 11 08CHANHASSEN CITY COUNCIL WORK SESSION NOVEMBER 8, 1999 Mayor Mancino called the work session to order at 5:35 p.m. COUNCILMEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilman Labatt, Councilwoman Jansen and Councilman Engel STAFF PRESENT: Scott Botcher, Roger Knutson, Anita Benson, Kate Aanenson, and Bruce DeJong CONSENT AGENDA DISCUSSION: b. Authorize Preparation of Feasibility Report for Kings Road Street and Utility Improvement Proiect 99-20. Mayor Mancino asked for clarification on the Scope of Services in the report. Anita Benson stated that she would reword it for more clarity. c. Accept Streets and Storm Drainage Improvements in The Woods at Longacres 4th Addition and The Meadows at Longacres 4th Additiom Proiect Nos. 97-3 & 97-2. Councilman Labatt asked if it was typical to accept these improvements after houses had been built. Staff stated that it was. d. Approve Resolution Establishing Just Compensation and Authorizin~ Purchase of Outlot A~ Oakwood Estates 2na Addition. Mayor Mancino asked that Kate Aanenson provide clarification on this item to the Council. Councilman Senn asked how much CDBG funds would be used. Kate Aanenson stated that $85,000 from CDBG funds would be used with Habitat for Humanity picking up the remainder. e. Approve Quote for Electrical Service Work at Wells in Coniunction with Mobile Generator Proiect. This item will be pulled off the agenda. f. Authorize Payment of Corrective Temporary and Permanent Easement~ 1998 Trail Proiect~ Steven & Nadia Janson. No questions were asked on this item. g. Approval of Bills. City Council Work Session - November 8, 1999 Councilman Senn stated that he had some questions regarding this item but would talk with the Finance Director at another time about those questions. h. Approval of Minutes. No questions were asked on this item. Approve Resolution Calling for Preparation of a Development Program for Development District No. 7 and Tax Increment Plan for Tax Increment Financing District No. 7-1 (A Qualified Housing District). Mayor Mancino asked for clarification from staff on this item. Councilwoman Jansen asked if the applicant would pick up the expense for this. Staff stated that it was the applicant' s expense. General Questions on the Remainder of the Agenda: Mayor Mancino asked if the sign variance request for Ruby Tuesdays would be setting precedence. Kate Aanenson stated that she didn't expect it to and Roger Knutson clarified what the legally constitutes setting precedence. Scott Botcher informed the City Council of a letter he had received regarding the City of Chanhassen vs. Tom Klingelhutz related to special assessment condemnation on the Lake Riley and Lyman Boulevard street construction project. He then informed the Council of phone calls from neighbors he has been receiving regarding the property on Lake Lucy Road and their Christmas light display. There are safety concerns regarding traffic and noise that the Council should be aware of and asked the Council which direction they would like to take on this matter. Mayor Mancino stated that there needed to be safety measures taken for pedestrians crossing Lake Lucy Road. Councilman Engel suggested police reserves helping in this matter, and flashing light barricades to mark off no parking areas. Councilman Engel asked for clarification on the item regarding reconsideration of the Pulte Homes PUD. Roger Knutson clarified the procedure that would take place at the City Council meeting.
