Comprehensive Plan Update - Retail, Office and Residential
Market Analysis and Development Potential
City staff is well underway on the update of the Comprehensive Plan. In
November of 2005 the City Council reviewed the Metropolitan System
Statements. The system statements include Population, Households,
Employment, Growth Management, Transportation, Wastewater and Regional
Parks.
State Highway 101 which is one of the critical transportation corridors is being
studied in partnership with MnDOT and Carver County. Later in the month staff
will be meeting with other communities in the County to review the draft of the
County's transportation plan to ensure consistency with city plans.
By the end of August the Council will be reviewing the update of the Surface
Water Management Plan.
The Retail, Office and Residential Market Analysis and Development Potential
are intended to augment the Land Use element of the Plan. The opportunities
raised in the McComb study will also be evaluated in the Employment,
Household and Population projections. Staff is evaluating the land use
recommendations of the study in context of the current 2020 Land Use Plan.
The outcome of these comparisons of the study to current land uses may result in
recommendations to re-guide some land uses. The recommendations changing
any land use is intended to be a public process. There will be charettes, open
houses and public hearings before any recommendations appear before the City
Council.
One of the opportunities identified in the "Chanhassen Retail, Office and
Residential Market Analysis and Development Potential" was a retail lifestyle
center at the southwest comer of new Powers and Lyman Boulevard and the
Interchange of new 312. The property is currently guided for Residential Low or
Medium Density. Because and land use change would have a significant impact
on surrounding property owners, staff is recommending that this area be
designated as a "Study Area." Any evaluation of a potential land use change will
take over one year or more to study and there will be new homeowners in the

2005 MUSA area. Staff is recommending that the City Council adopt the
resolution found in the consent portion of your agenda. While this notice has no
legal standing it allows for a significant time of public notice for a potential
change.
One of the other recommendations that staff is proposing in relation to the
opportunity for a retail lifestyle center is that the City be in the lead in a process to
define the parameters of the lifestyle center. This process should be started by the
City to provide a community acceptance and terms of the use rather than a
responding to a development application. Staff is recommending an ordinance
amendment requiring the property owner and developer to pay for the study.
