Approve Resolution Creating a Land Use Study Area at the
Southwest Comer of Powers Boulevard and Lyman Boulevard
One of the opportunities identified in the "Chanhassen Retail, Office and
Residential Market Analysis and Development Potential" was a retail lifestyle
center at the southwest comer of new Powers and Lyman Boulevard and the
Interchange of new 312. The property is currently guided for Residential Low or
Medium Density. Because and land use change would have a significant impact
on surrounding property owners, staff is recommending that this area be
designated as a "Study Area." Any evaluation of a potential land use change will
take over one year or more to study and there will be new homeowners in the
2005 MUSA area.
Staff is recommending that the City Council adopt the attached resolution.

A RESOLUTION CREATING A LAND USE STUDY AREA
WHEREAS, as a component of the City's Comprehensive Plan Update, in June of 2006
the City received a Retail, Office and Residential Market Analysis and Development Potential from
the McComb Group, Ltd; and
WHEREAS, one of the findings of the Market Analysis and Development Potential was
the identification for the potential to support 80 to 115 acres of retail, food service, and office
service tenants in the form of a "Lifestyle Center," near the intersection of Powers/Lyman
Boulevard and the interchange at new TH-312; and
WHEREAS, the potential subject site is currently guided low and medium density
residential and is a part of a larger Alternative Urban Areawide Review site consisting of 625 acres
that is currebtly under development; and
WHEREAS, the city would like to notify the residents of the community for a study and
evaluation for a potential change to a commercial, office or mixed-use land use designation on said
site.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby designates a
study area to consider a potential land use change for the 80+ acres located at the southwest
intersection of Lyman and Powers Boulevard and the new TH-312 interchanges as shown on
Exhibit A.
Passed and adopted by the Chanhassen City Council this 14th day of August, 2006.
