A ward of Bid, Fire Department Engine from 2006 Capital Improvement

REQUESTED ACTION
Authorize Purchase of Fire Department engine.
DISCUSSION
Annually, the city considers replacement of vehIcles and equipment that have reached their life
expectancy and are no longer reliable. It has been the city's practice to replace these vehicles in
a tlmely manner.
JUSTIFICA TION
The 1981 pumper IS scheduled for replacement in the 2006 CIP. The 1981 engine does not meet
NFP A standards for a front lme engine. This engine does meet NFP A standards for a reserve
pumper and will be used as a reserve pumper in the future.
In 2004, the Chanhassen Fire Department established a truck committee to research a new
engme, taking mto conSIderation that this will be the first truck used for fires and personal injury
accidents in the Station 2 distnct (Minnewashta Fire Station). The committee worked closely
with vendors m discussing design considerations and features. Specifications were put out for
bid on June 1, 2006.

The bids were as follows:
General Safety
Crimson Fire
$ 318,630.00 (does not meet specifications)
$ 339,990.00
During the comparison and evaluation of the bids submitted by General Safety Fire Apparatus and
Crimson Fire, the Fire Board noted that General Safety Fire Apparatus did not meet specifications by
adding a line within their terms for prepayment on the chassis, which was not included in the
department's specifications. Due to this prepayment requirement, the City must reject the bid, thus,
leaving Crimson Fire as the only company remaining.
The Fire Board has thoroughly reviewed the bid submitted by Crimson Fire and note that all
specifications have been met. Therefore, the Fire Board recommends the approval of the Crimson Fire
bid at the cost of $339,990.00.
The city will be supplying the pump system and accessories per the bid specifications. The pump system
is an engmeering test unit. Purchasing the pump system and accessories dIrectly from Waterous
Company saves the city a tremendous amount of money (see attached quotation).

The 2006 Capital Improvement Program included $370,000 for replacement of the engine. The actual
cost will be $369,557.05 using the Crimson bid and the Waterous Company pump system and
accessones.
RECOMMENDA TION
It is recommended that the City Council approve purchase of the replacement engine from Crimson Fire
In the amount of $339,990 and from Waterous Company for the pump system and accessories in the
amount of $29,567, for a total bid of $369,557.05. Approval of this purchase requires a simple majority
vote of those City Council members present.

Operational Impact/Other I
These purchases will include a limited warranty and will reduce the annual maintenance and repair costs. The electrical work on the Aerial Truck
will correct an existing problem that has been a concern of the mechanics for some time.
