WORK SESSION
FEBRUARY 22, 1999
Mayor Mancino called the meeting to order at 5:3 5 p.m.
COUNCIL MEMBERS PRESENT: Mayor Mancino, Councilman Senn, Councilwoman
Jansen, Councilman Labatt and Councilman Engel
STAFF PRESENT: Todd Gerhardt, Acting City Manager; Anita Benson, City Engineer; Todd
Hoffman, Park and Rec Director; Kate Aanenson, City Planner; and Roger Knutson, City
Attorney
Mayor Mancino passed out a copy of the press release regarding the finalists for the city manager
position that will be read at the City Council meeting.
AMENDMENTS TO AGENDA:
City Engineer Anita Benson stated that Otto Schmidt and Roger Gustafson would be present at
the City Council meeting to continue the discussion from February 16th regarding Highway 212
and asked that it be discussed under Unfinished Business. Councilman Engel had a resolution
regarding formation of the Advisory Committee to be placed under Council Presentations.
Acting City Manager Todd Gerhardt stated that Steve Kirchman had resigned as Building Official
to accept a position with the City of Edina and proposed that Steve Terrell, the Assistant Building
Official be appointed the interim Building Official until the new City Manager can look at this
position.
ADMINISTRATIVE SECTION DISCUSSION:
Councilman Labatt asked about the letter of resignation from CSO Henry Price. It was stated
that he did not take the job offer and will not resign his position. Staff stated that Leslie Michels
had also submitted her resignation effective March 5th or 6th to take a position with the Carver
County Sheriff's Department.
It was announced that Pam Snell had her baby over the weekend and that she would be out on
maternity leave for 6 to 8 weeks. Cathy would be filling in for Pam while she's out.
CONSENT AGENDA:
Items 1 (a) through 1 (c), Council had no questions or comments on.
l(d) Approval of Bills: Councilwoman Jansen volunteered to go through the bills for March.
Mayor Mancino asked if someone could explain the new format for the accounts payable at some
future meeting.

l(e) Approval of Minutes: Councilman Labatt asked that the Minutes for 1/19/99 Council
work session be amended to reflect that he was absent and that Councilman Engel was present.
1(0 Establish 1999/00 Liquor License Fees. Mayor Mancino questioned what had been done
in the past. Councilman Senn asked about the new ordinance that was going to be discussed.
Roger Knutson stated that the council could not increase fees without holding a public hearing
and sending out notice and stated that fees are set to cover costs, not generate revenue. Mayor
Mancino stated that the fees for 1999 should be passed and then examine increasing the fees when
the council examines the new ordinance on a future agenda.
2. Refinance Industrial Revenue Bonds~ Lyman Lumber Company. Councilman Senn asked
why this was being refinanced. Acting City Manager Gerhardt stated that it's a practice that's
been done less in recent years but the City is not affected at all by this action.
3. Community Development Block Grant Program. No questions.
6(a). Approval of 1999 Budget Transfers. Mayor Mancino asked about the amount for the
sirens. Councilwoman Jansen stated that the funds had already been shifted. Staff clarified that
the Park and Rec Fund 142 amount was for the second year of a five year payoff schedule.
6(b). Establish Policy for Promoting Employees. No questions. Questions will be brought up
at the Council meeting.
ADMINISTRATIVE PRESENTATIONS: Councilwoman Jansen requested that Park and
Rec Director Todd Hoffman show a portion of a video on Skate Parks during this part of the
Council meeting.
Todd Hoffman stated that the City had received 68 applicants for the Park Department
receptionist/secretary position and 107 applicants for the Park Supervisor position.
Discussion was held regarding the date for the EDA meeting for March. It was decided to hold
the meeting on March 22nd after the regular City Council meeting if that was satisfactory with Jim
Bohn and Gary Boyle. If not, the EDA meeting would be held on March 24th.
Councilman Engel stated that he has received a number of phone calls regarding the Family of
Christ Lutheran Church being sold and what is going to happen with that piece of property. City
Planner Kate Aanenson stated that it would be going through the planning process with the
different options available.
The City Council work session was adjourned at 6:15 p.m.
