Curry Farms Park Stormwater Pond Improvements and Utica Terrace
Wetland Outlet Improvement. (File Number SWMP#12-30)
REQUESTED ACTION
Staff requests the City Council approve plans and specifications and authorize
advertisement for bid for the Curry Farms Park Stormwater Pond Improvements and
Utica Terrace Wetland Outlet. This approval requires a simple majority of those
City Council members present.
BACKGROUND
The two areas have been combined as a single project in an attempt to reduce the
construction costs. Our consultant suggested that cost savings may be realized by
grouping the proposed projects together to reduce construction costs of the
relatively small drainageway improvement.
Curry F anns Pond Improvements
Within the last two years, the City of Chanhassen has experienced erosion issues
near and around the sanitary sewer within Curry Farms drainageway. The erosion
problems resulted in an emergency repair of the sanitary sewer below the
drainageway last summer. In addition, the Curry Farms drainageway outlets directly
into Christmas Lake and has deposited a large amount of sediment into Christmas
Lake. The input of additional sediment into Christmas Lake threatens the water
quality of this resource. Recently, the City updated the Curry Farms Park layout
with the construction of a new playground. This modification to the park has opened
up some City-owned parkland and privately-owned land within drainage and utility
easements directly upstream of the drainageway to expand upstream water quality
and water quantity facilities.
Additional maintenance activities proposed in Curry Farms Park include the
maintenance of the western pond by removing accumulated sediment. The western
pond will have the outlet structure replaced and a new pipe and inlet will be

installed into the eastern pond. These modifications to the outlets and pipe will
improve the water quality treatment in both ponds.

Utica Terrace Wetland Outlet
The Utica Terrace wetland outlet is located on the west side of Utica Terrace. The
Outlet appears to have been modified by a private property owner which has caused
increased erosion within the drainage and utility easement and flooding into
surrounding private property. Staff has been aware of the issue for approximately
5 years; however, projects were postponed until it was determined recently that
street reconstruction will not occur in the foreseeable future within this
neighborhood. The project should be considered a priority due to the failing channel
structure. If this structure collapses, a severe erosion problem will likely develop
within the easement and private properties that surround the drainageway.
This project will extend from the structure under Utica Terrace to Lake Lucy. All
improvements will be made within the drainage and utility easements on private
properties. The proposed improvements will be compatible with any drainage
modifications during road construction and will not need replacement at that time.

Public Involvement
Curry Farms
Residents on the southeast pond improvement have been notified of the proposed
improvements on two occasions. Both letters sent indicated that the City is pursuing
a ponding improvement project that will extend onto the drainage and utility
easement on their properties. Residents were encouraged to contact staff with
questions or concerns. Staffhad requests from several residents to install stakes at
the approximate edge of the drainage and utility easement for reference. Staff
installed the staking and provided a letter explaining the stakes are only an estimate
of the easement location. Staff will mail residents a letter addressing the timeline for
construction prior to the work beginning. If residents on affected properties have
additional concerns, staff will meet with them on-site to address their concerns.

Utica Terrace Outlet
The City's consultant, HTPO, met with affected property owners to solicit input on
the drainageway design. Staffwill provide residents information as to when the
project will be started prior to work beginning. A temporary easement for access
will be obtained from one of the property owners for the construction of the
channel.
DISCUSSION
Both Christmas Lake and Lake Lucy are classified as Improve-2 water bodies
within the 2006 Surface Water Management Plan (SWMP). This classification
implies that the goal for these sub-watersheds is to maintain or improve water
quality within these water bodies. The SWMP indicates that Improve-2 sub-
watersheds should look for opportunities to apply higher standards to existing
infrastructure. In the SWMP, water quantity policy #5 states that, "As opportunities
allow through development, redevelopment, and infrastructure replacement,
stormwater facilities should be built or upgraded to provide or improve flood
management and water quality."
Both projects should be considered a step forward in making progress toward the
implementation plan within the 2006 Surface Water Management Plan. Item
number 4 on Table 45 of the SWMP indicates the City should identify stream bank
protection needs at storm outlets. The improvements proposed will make
improvements to stream banks that directly discharge into Chanhassen lakes.
FUNDING
The project is one of the items included in the City's CIP as "SWMP
Implementation" (CIP # SWMP-012). Funding for this project will come from the
Surface Water Management Fund (Fund 720).

RECOMMENDED MOTION
Staff requests the City Council adopt the following motion:
"The Chanhassen City Council approves plans and specifications and authorizes
advertisement for bid for the Curry Farms Park Stormwater Pond Improvements and
Utica Terrace Wetland Outlet."
