Authorize the presentation of 2006 Environmental Excellence Awards to the
following award winners on December 11, 2006:

· K. Hovnanian Homes
DISCUSSION
Environmental Excellence Awards are given by the City of Chanhassen to
recognize environmental improvements and encourage environmental stewardship
throughout the community. These awards are designed not only to recognize
achievement, but also to communicate new ideas and help educate the members
of the Chanhassen community. For 2006, four nominees have been recommended
by the Commission.
Boy Scout Troop 346 volunteered to do storm drain making in the South Lotus
Lake neighborhood. Approximately 150 markers were applied to street drains.
They cleaned around each drain, removing any litter or yard waste. The scouts
also distributed stormwater run-off education materials to all the homes in the
area. Their application is attached.
Lakewinds Natural Foods has installed 57 solar panels on the rooftop of its
Chanhassen store. These panels can produce over 12,000 KW per year.
Lakewinds hopes to be able to produce all of their needed energy from these
panels and sell any excess back to the utility companies. The store also uses the
heat from refrigeration compressors for pre-heating the hot water heater and
warming the building. Lakewinds has an extensive recycling program throughout

the store and collects phones, reading glasses, plastic bags and batteries from its
customers. Lakewinds promotes reduction and reuse by rewarding customers
who bring their own bags when shopping. The application from Lakewinds
Natural Foods is attached.
Dan Rutledge, owner of Rutledge Construction Co and Chanhassen resident, says
a friend told him about vehicles that run on vegetable oil. Dan was intrigued and
after researching the method decided to give it a try in his company's skid steer.
Dan bought a 5 gallon pail of vegetable oil and poured it into the machine. It ran
great and didn't smell too bad either. Dan now runs all of the company's skid
steers on vegetable oil which he collects from various restaurants and the Carver
County Environmental Center. The company's backhoe also runs on the oil
during the summer months. Dan Rutledge/Rutledge Construction Company was
nominated by the Environmental Commissioners.
Liberty on Bluff Creek development activities began this year. The developer, K.
Hovnanian Homes, has incorporated many Best Management Practices into its
process and strives to exceed general requirements and practices. Each home
built within Liberty on Bluff Creek earns the Energy Star designation for energy
efficiency. K. Hovnanian also teams with trade partners who employ
environmentally friendly practices such as their lumber supplier who recycles all
wood scrap generated on site. K. Hovnanian' s application is attached.
The award presentation is scheduled for the December 11 City Council meeting.

ACTIVITY DESCRIPTION:
Our Patrol of Scout Troop-346 met at our house and discussed the idea about
solutions and helping our environment. We all are interested in swimming and enjoying
Lotus Lake because we have scout meetings at our home and we use the lake. So we want
to keep it clean and we thought about trying to keep the bad stuff from flowing into the
drains and into Lotus Lake.
Our project was decided that we could help by making everyone aware of what is
going into the drains and down to the lake. So, the city, the Lotus Lake water quality
team, and Mr. Aslesen helped to support our idea by providing us with bright orange
safety vests, goggles for eye protection, and plastic gloves.
We met again at our home and began the several day projects. We cleaned the
curb area next to the drains then applied very sticky black glue and placed the round
Medallions which stated "Drains to Wetlands & Dump No Waste" on the entire sewer
drains in and around the area. We placed these on many community drains in many
Chanhassen communities. (See attached Medallion sample).
We also put door hangers on the neighbors and around the areas which described
yards & road ways and how they drain directly into Lotus Lake. It is about polluting and
what we all can prevent erosion.
The work was hot and we were very tired but all of us in Troop 346 and the adult
leaders & parents felt good about how we helped our environment and our
neighborhoods that we Ii ve in.
We all went out for pizza & pop to celebrate.. ...

Activity Description:
Liberty on Bluff Creek
Liberty on Bluff Creek is a new residential community in the city of Chanhassen with
development activities beginning in 2006. The 444 new homesites will consist of four
housing choices ranging in type and size offering many life cycle housing opportunities
to the current and future residents of Chanhassen. K. Hovnanian Homes (formerly Town
& Country Homes) partnered with the city of Chanhassen to develop plans that would
offer many amenities to our residents with a heightened emphasis on the environmental
and development Best Management Practices to ensure minimal disruption to the
surrounding environment.
Site Planning:
The site planning process evolved over numerous discussions with city staff and elected
and appointed officials to develop plans that preserved the Bluff Creek Overlay District
while designing a site that offers four distinct housing choices within a single community.
These efforts led to a plan that dedicates approximately 39.6 acres of land within the
Bluff Creek Overlay District to the city of Chanhassen to ensure that it is maintained in
its natural condition in perpetuity. The tree replacement plan exceeds the city's Bluff
Creek Overlay District standards by approximately 30% and all homesites comply with
the city's setback requirements.
Land Development:
The K. Hovnanian Homes team strived to meet and exceed development and construction
Best Management Practices to ensure compliance with all NPDES regulations. In that
regard, we have installed numerous protection measures to ensure creek protection.
Through the use of heavy duty silt fence, seeding/mulching, wood fiber blanket and a
natural vegetation buffer outside the grading limits, we have been able to minimize the
disruption to the creek corridor throughout the land development activities. Throughout
the rest of the community, we have implemented many of these same best practices in the
less environmentally sensitive areas. For example, seeding and mulching is standard in
all graded areas. Wood fiber blanket has been installed on slopes to ensure stabilization
and minimize the potential for erosion. The treatment of on-site stormwater management
is an important element of any community and we have partnered with the city and our
engineering team to create stormwater management ponds that are able to manage the
quantity and the quality of the stormwater that is directed to each pond.
Housing Construction:
K. Hovnanian Homes works with trade partners that implement environmentally sensitive
practices during house construction. For example, our lumber supplier recycles wood
scrap generated on site and depending on the size of the scrap; it is used for various other
applications (i.e. pallet and shipping crate creation, composite lumber materials, etc...).
Our trade partners help us maintain our "Clean and Green" appearance by implementing
daily cleaning efforts.
Energy Star Certification:
K. Hovnanian Homes is the first large home builder in Minnesota to voluntarily work
with the Environmental Protection Agency to construct homes that are Energy Star
Compliant which exceeds Minnesota Building Codes. Every home built by K.
Hovnanian Homes earns the energy star designation through the implementation of best
building practices to ensure that our new homes are energy efficient thus reducing our
residents energy costs and helping to preserve our natural resources. Within our
communities, we implement Optimum Value Engineering which enhances the
performance of the insulation and eliminates unnecessary materials and openings which
would otherwise inhibit the energy efficiency of our homes.
Through these series of measures, K. Hovnanian Homes is committed to developing
communities and constructing homes that are environmentally sensitive and of high value
to our residents. Weare proud of our partnership with the city of Chanhassen to develop
the Liberty on Bluff Creek community which is a showcase of our commitment to Best
