SUBJECT: 2007 Street Rehabilitation Improvement.Project No. 07-02: Accept Feasibility Report and Call the Public Hearing REQUESTED ACTION (Simple majority vote required) City Council is recommended to accept the feasibility study for the 2007 Street Improvement Project and call the public hearing for January 22, 2007. BACKGROUND On August 14, 2006, staff discussed the proposed scope of the 2007 Street Improvement Project with Council. A neighborhood meeting was held on November 6, 2006. Approximately 12 residents representing 11 properties attended the meeting. The following summarizes the residents' questions/issues: . How long will the project take to complete? . Will I have access to my property during construction? . How long will the mill and overlay last? . Why can't this project wait two (or more) years? . Will this project fix the drainage problem on Hill Street? . Why doesn't the City pay 100%? . Will the assessment amount change? . Are assessments tax deductible? . I'd rather pay higher taxes (income tax deductible) than pay for assessments. . Can assessmerlts be paid in full? When? . Why was my street chosen for improvements? There are many other City streets that seem to be in much worse condition. . What kind of environmental impacts will there be to the pond next to us? (Pleasant View Cove) All of the residents' questions were answered at the meeting or with a follow-up phone call. Public hearing notices will be mailed to property owners on January 11, 2007. Paul Oehme January 8, 2007 Page 2 Approximately 9,200 linear feet of streets are proposed to be milled and. The area for improvements include: Pleasantview Curve, Bighorn Drive, Shadowmere Terrace, Hill Street, Pimlico Lane, Preakness Lane, Derby Drive, Canterbury Circle, Belmont Lane, Bighorn Drive, Shadowmere Terrace, South Shore Drive, and South Shore Court. Rehabilitation will also include repair of damaged pavement areas and replacing damaged concrete curb and gutter and other miscellaneous improvements. A map of the 2007 Street Improvement Project Area is attached. A copy of the feasibility report is available in the Engineering department. FUNDING Forty percent (40%) of the project cost will be assessed to the benefiting property owners. The remainder of the project cost will be paid from the enterprise funds and revolving street assessment account. Total project cost: Amount $874,600.00 50,000.00 50,000.00 $974,600.00 Fundin!!
