Land Use Element of the Comprehensive Plan
At their January 2,2007 meeting, the Planning Commission reviewed the
proposed issues and schedule for the Comprehensive Plan Update (see
Attachment 1). The Planmng Commission acting as the designated planning
agency will have the primary role of reviewing the collective documents and
make any recommendation about the update of the comprehensive plan to the City
Council.
One of the primary issues to be studied is the Land Use Section. Staff had
prepared a Request for Proposal (RFP) and defined the Scope of Services
requested in the RFP (see Attachment 2).
Two proposals were submitted to the City as follows:

Both consulting firms have done planning work in the City. HKGi led the 2005
AUAR process and SRF led the Highway 5 Corridor Study as well as facilitating
the Highway 101ILyman Boulevard project. The proposed completion date is
May 1,2007.
Staff IS recommending that SRF be selected as the consultant to complete the
study. It was felt that SRF has the ability to bring their experience and
background and a new perspective to the study.
The consultant is recommending the following time frame:

RECOMMENDA TION
Staff is requesting that the City Council designate SRF as the consultant to perform the analysis
for the Land Use Element of the ComprehensIve Plan Update and authorize the Mayor and City
Manager to sign a contract with SRF, and that the City Council endorse the process outlined by
the staff and the consultant. The City Attorney will draft the contract.

Background
The City of Chanhassen mtends to contract for an analysis of the City's policies and objectives
for commercial land use. With the growth m the southwest quadrant of the metropolitan area the
City contracted with the McComb Group, Ltd. to conduct a market study to determine demand
for retail space in Chanhassen. One of the significant findings of the City was the "potential" for
a "lifestyle" center in the new Highway 212 corridor The McComb study also analyzed the
City's industrial and housing market. As a part of the City's comprehensive plan update, the
City desires to take the findmgs of the McComb study and make possible land use, goals and
policy recommendations.
The current Comprehensive Plan states "It has been the long-term goals of the City to have the
majority of the commercial development occur in the downtown core. There will be additional
commercial development in the next twenty years but it will be developed as a support use to a
PUD or a mixed-use development. It will not be developed as a Highway or General Business
elsewhere in the City but rather a compliment to a mixed use ofPUD development". The study
will evaluate if the community goals have changed, specIfically any additional commercial
development, what type and potentIal locations.
Scope of Services
. Meet with City staff to review analysis process and any data required
. Review and evaluate the retail market and development potential and the City land use
recommendations
. Hold intermediary workshops (charettes) with stakeholders groups, Planning
Commission and City CouncIl to evaluate alternatives
. Provide land use recommendation for incorporation into the comprehensive plan and
present finding at a public hearing
Provision of Data
The City of Chanhassen will provIde the McComb Study Retail and Market Analysis -
Development Potential, Comprehensive Plan and Zoning Ordinance, traffic and demographics.
Deliverables
One digital and one hard copy of the study/findings.

Submission Requirements
All proposals shall include:
. Summary of project understanding and project approach
. The appropriate resumes including information on project team
. Related experience
. Staff participating in the project and anticipated roles
. Time frame for the completion of the study and cost is also required
Selection Criteria
Consultant will be selected from City qualified pool. The consultant will be selected from the
following criteria:
. Performance history, e.g., cost control, work quality and adherence to schedule/deadlines
. Specialized experience and technical competence
. Cost
. Collaborative Community Planning
Rates of Pay
. Submit a rate of hourly charges, fees and other proposed expenses
. Rate sheet should be by the type of profession expected to complete the task

Any proposal received after the deadline will not be considered and will be returned.
