WORK SESSION MEETING
JANUARY 27, 2003
Mayor Furlong called the work session meeting to order at S:S$ p.m.
COUNCILMEMBERS PRESENT: Mayor Furlong, Councilman Labatt, Councilman Peterson,
and Councilman Lundquist
COUNCILMEMBERS ABSENT: Councilman Ayotte
STAFF PRESENT: Todd Gerhardt, Justin Miller, Kate Aanenson, Todd Hoffman, Teresa
Burgess, and Bruce DeJong
VISITORS PRESENT: Sheriff Bud Olson and Sergeant Jim Olson
SGT, JIM OLSON, CARVER COUNTY SHERIFF'S DEPARTMENT.
Todd Gerhardt introduced Sergeant Jim Olson, the new sheriffs department liaison to the City
Council and asked him to provide some background information. Councilman Peterson asked if
he had any suggestions for changes. Sgt. Olson stated the biggest change would be that he will be
supervising the deputies in Chanhassen. Sheriff Bud Olson suggested that the city will be
needing their own investigator in the future. He also addressed the issue of animal control in
Carver County and the need to use CSO's to fulfill that function. Councilman Labatt stated he
would like to see communications regarding daily activities from the sheriffs department to the
City Manager. Sheriff Olson closed with comments regarding Sergeant Dave Potts and the work
plan.
DISCUSSION OF 2003 BUDGET, INCLUDING FEE SCHEDULES.
The City Council went over a handout from staff showing the latest revisions to expenditure cuts
and new revenue projections. Todd Gerhardt explained that the City would not be able to meet
the expected $100,000 reduction from the street lights, and that a $50,000 reduction would be
gained from operating the rental licensing in-house as opposed to a new position. Councilman
Labatt asked Teresa Burgess for clarification on the street lights. Councilman Peterson asked if
the 2002 books were closed yet, and if there was any chance of a fund balance transfer from 2002
to 2003. There was discussion over revenue generation, i.e. charging for false alarms for the fire
department. Mayor Furlong expressed concern that charging people for false alarms would affect
future behavior. Councilman Labatt explained that the fees could be charged after a couple false
alarms, similar to what the police department currently does. Councilman Peterson asked that
staff look at the ambulance service as well. Councilman Lundquist suggested raising the park
dedication fees for single family and multi-family. Kate Aanenson was concerned on how that
would affect the cost of building. Todd Hoffman explained how park dedication fees are arrived
at and stated that he thought the increase would be defensible. Todd Gerhardt then went over
each of the individual fees being recommended by staff and asked that the City Council approve
staffs recommendations.
The City Council recessed the work session at 7:00 p.m. to attend the regularly scheduled
City Council meeting. The work session was reconvened at 9:00 p.m.

STRATEGIC PLANNING.
Todd Gerhardt explained that staff was looking for City Council input on the information
provided from the previous meetings. Councilman Peterson suggested that the items be
prioritized. Mayor Furlong thought some items could be renamed to include a broader context,
i.e. Taxation to Finance. Councilman Labatt thought some items could be combined to
streamline the list. Mayor Furlong asked that staff put together a revised list of strategies to
submit to the City Council members to prioritize as soon as possible.
Mayor Furlong adjourned the work session meeting at 9:30 p.m.
