2007 Street Improvement Project 07-02: Hold Public Hearing;
Authorize Preparation of Plans and Specifications
BACKGROUND (Four-Fifths Vote Required)
On August 14,2006, staff discussed the proposed scope of the 2007 Street
Improvement Project with Council.
A neighborhood meeting was held on November 6,2006. Approximately 12
residents representing 11 properties attended the meeting. The following
summarizes the residents' questions/issues:
. How long will the project take to complete?
. Will I have access to my property during construction?
. How long will the mill and overlay last?
. Why can't this project wait two (or more) years?
. Will this project fix the drainage problem on Hill Street?
. Why doesn't the City pay 100%?
. Will the assessment amount change?
. Are assessments tax deductible?
. 1'd rather pay higher taxes (income tax deductible) than pay for
assessments.
. Can assessments be paid in full? When?
. Why was my street chosen for improvements? There are many other City
streets that seem to be in much worse condition.
. What kind of environmental impacts will there be to the pond next to us?
(Pleasant View Cove)
All of the residents' questions were answered at the meeting or with a follow-up
phone call.
On January 8, 2007, City Council accepted the feasibility report and called the
public hearing. For this public hearing, 173 notices have been sent out.
DISCUSSION
Streets in the 2007 Rehabilitation Project were identified using the City's
pavement management system. These streets were also visually inspected and

identified for improvements. The streets have deteriorated to the point were
minor maintenance (seal coating, patching and crack sealing) is no longer
economically recommended. The streets proposed for improvements were all
constructed in the 1980's and were last seal coated in 1997. Approximately 9,200
linear feet of streets are proposed to be milled and overlaid. The area for
improvements include: Pleasant View Cove, Bighorn Drive, Shadowmere
Terrace, Hill Street, Pimlico Lane, Preakness Lane, Derby Drive, Canterbury
Circle, Belmont Lane, South Shore Drive, and South Shore Court. The
recommended rehabilitation is consistent for all the streets. The rehabilitation
includes repair of damaged pavement areas and replacing severely damaged
concrete curb and gutter and other miscellaneous improvements. Draintile and
storm sewer improvements are proposed in the South Shore Court area. Sanitary
sewer manhole adjustments and improvements area proposed in various areas
throughout the project area to help reduce infiltration (surface water) entering into
the sanitary sewer system. A map of the 2007 Street Improvement Project Area is
attached.
METHOD OF FINANCING
The 2007 Street Improvement Project, City Project 07-02, is proposed to be
financed through special assessments to the benefiting properties and City funds.

ESTIMA TED ASSESSMENTS
Special assessments are proposed to be levied against benefiting properties for the
improvements included as a part of this project. This report includes preliminary
assessments to the benefiting property owners based on cost estimates for the
improvements. The City will assess benefiting property owners based on the
construction bid amount of the improvements.
The costs for the improvements are proposed to be assessed to the benefiting
properties on a per unit basis. Costs incurred by individual lots are 40% of total
project cost divided evenly among 173 property owners.
The following is a summary of the proposed assessment rates for the roadway
improvements included as a part of this report:

Hello,
I don1t understand why we have to pay for this. Canterbury Circle isn't in
THAT bad condition. Besides, what do we pay our very high property taxes for
in this city anyway?
Our streets would be in much better condition in this city if the city would
schedule garbage pickup for its residents instead of having each of us pick
our own carrier. live lived in many cities and have never lived in one where
the city doesn't handle garbage pickup. As it is, we have several garbage
companies roaming around the neighborhood in their heavy trucks nearly every
day which causes a lot of wear and tear that WE have to pay for. Make the
garbage companies pay for it.
Can't this city get anything right? We pay some of the highest taxes in the
Twin Cities area and don't even have our own police force, which is probably
why all the downtown businesses are being robbed at night. Where DO our tax
dollars go?

Dear Alyson:
If this 2007 Street Rehabilitation Project No. 07-02 is approved I would assume that this will take place this
summer. I have lived in many different cities and towns during my life but have never heard of the cost of
improvements to streets or roads passed on to the homeowners. This has always been accomplished through
property taxes. I guess I thought these taxes we paid were serving this purpose. First of all I live on South Shore
Drive and certainly cannot afford to pay $2254.00 at the snap of a finger. I live modestly and do not want to have
to put this amount on some charge card and pay interest for several years. Maybe you can explain to me as well
as others how this assesment is to be paid. If this cost is to be passed on to me, then I would prefer to drive on
the streets the way they are. I don't see a problem with them anyway. Hopefully the project will not be authorized
and save a lot of people financially.

Hello,
We received the public hearing notice for this week, however, the property owners are out of town and asked that
I (the current resident) respond on their behalf regarding the street improvement project in which our street,
Bighorn Drive is included.
We don't understand why this extensive of a project needs to be done on our street. So far, the answer to the
question of "why does this need to be done now" is "because its on a schedule".
The street really doesn't seem to be in disrepair at this time, maybe a little patching here and there is needed, but
to re-surface the entire road seems to be an extreme measure at a high price.
We find it hard to support a total re-surface project when we don't see obvious issues with our particular street.
If there are problems or issues that affect the city's or resident's use of the street, we would hope that the city
would exercise some due diligence and review the street specific issues before authorizing this expenditure
just because its on a scheduled rotation.
At the very least, if a total resurface is required, we would also hope that the project would go out for bid to give
some assurance that the contractor is offering the most cost-effective solution.

I received the above notice and I have a couple of questions:
1. I live in the townhouses off of S. Shore Drive - will you be doing the streets in our townhouse association? If
not what am I paying for?
2. The assessment of $2,254 - how will this be assessed? Is it added onto my taxes and how long of a period of
time will this be added into the taxes? If it isn't added into my taxes what happens if I don't have the funds?

My husband and I attended the informational meeting regarding proposed street rehabilitation project 07-02. One
of the things we learned is that there is a scoring system from 0 to 100 used to determine if (a) a street needs no
pavement work; (b) the street can be resurfaced; or (c) the pavement must be completely replaced. Could you
remind me of the scoring system and let me know what the score was for Pleasant View Cove, which is one of the
streets proposed for resurfacing.
