FROM: DATE: January 22, 2007 SUBJ: Sewer & Water Comprehensive Plan Update, PW421A & PW421B & Wellhead Protection Plan Update, PW379A: Approve Consultant Contracts BACKGROUND The current sanitary sewer and water comprehensive plan were completed in 1998. The City's wellhead protection plan was completed in 2002. DISCUSSION Sanitary Sewer and Water Comprehensive Plan Every 10 years, the Metropolitan Council requires cities to update their comprehensive plans. The updates are required by the Metropolitan Council Regional Plan as identified in Minnesota State Statute 473.859 Subd. 3 and 473.513. These plans are then used for regional planning. More importantly, cities use these plans in conjunction with the Land Use Comprehensive Plan to prepare for future growth. Also, the plans are used for improvement to the system and to identify long-term budget needs. The scope of the sanitary sewer and water comprehensive plan updates are as follows: A. Water Supply Plan In 2003, a water master plan was completed that looked at several aspects of the water system. This information will be used in the water supply update. In general, the Water Supply Plan includes the following: 1. Update current and projected water demands, based on population and land use. The demand analysis also includes the potential rezoning by Powers Boulevard and the impacts if the area is rezoned. 2. Update water demand by customer category. The City of Chanhassen . A growing community with clean lakes, quality schools, a charming downtown, thrivin~1 businesses, winding trails, and beautiful parks. A great place to live, work, and play. Paul Oehme January 22, 2007 Page 2 3. Update the hydraulic model including all existing and proposed lateral and trunk mains. Included is a hydraulic analysis that calculates the max day, fire flows and average day demands of the system. 4. Analysis is included that reviews the system capacity for the Powers BoulevardlLake Lucy Road area. This area is known to have significant pressure loss during high demand periods. 5. Identify future water treatment capacity needs for the west plant currently scheduled for construction in 2012. 6. Update and budget for proposed infrastructure improvements (wells, raw watermains, storage, pressure reducing valves, trunk systems etc.) 7. Update water zone map and recommend changes as necessary. 8. 20-year Capital Improvements Program, including a detailed cost estimate for the west treatment plant. B. Sanitary Sewer Plan In general, the Sanitary Sewer Plan includes the following: 1. Detailed review of the area south of Lyman Boulevard. This will include staging service to the MUSA expansion areas identified in the Planning Comprehensive Plan. 2. Updating trunk system maps. 3. Update district drainage map and subwatershed boundaries including lift station drainage areas. 4. Infill/lnfiltration update. 5. Review Lift Station 24 future capacity needs and recommend improvements. Staff has identified a potential hydrogen sulfide problem in the wet well that shall be investigated and identify any improvements. 6. Review all lift station electrical, mechanical and capacity needs and recommend upgrade/rehabilitation. Recommend rehabilitation schedule. 7. Review existing sewer flows and identify any potential pipe capacity issues. 8. Identify any lift stations that could be phased out. 9. 20-year Capital Improvement Program. Proposals were received on January 5,2007. S.E.H, Inc and WSB & Associates proposed on the projects. The following are the bids received for the comprehensive plan update: S.E.H. Funding for the comprehensive plans was budgeted in the 2007 CIP (PL-OO 1) and is proposed from the sewer and water utility funds respectfully. Wellhead Protection Plan Update What is wellhead protection? Wellhead protection is a means of protecting public water supply wells by preventing contaminants from entering the area that contributes water to the well or well field over a period of time. The wellhead protection area is determined by using geologic and hydrologic criteria, such as the physical characteristics of the aquifer and the effects which pumping has on the rate and direction of groundwater movement. A management plan is developed for the wellhead protection area that includes inventorying potential sources of groundwater contamination, monitoring for the presence of specific contaminants, and managing existing and future land and water uses that pose a threat to groundwater quality. The Minnesota Groundwater Protection Act of 1989 grants the Commissioner of Health authority to develop wellhead protection measures for wells serving public water supplies. This action was in response to the 1986 Amendment to the federal Safe Drinking Water Act in which states are required to implement wellhead protection programs for public water supply wells. Minnesota Rules, Parts 4720.5100 to 4720.5590, constitute the Minnesota Wellhead Protection Program. The City of Chanhassen's Wellhead protection plan was completed in August 2002. Wellhead protection plans are required to be updated whenever a new potable City well is put in service. Well No.9, which was brought into production in 2005, was not included in the original wellhead protection plan. Since the City was planning on drilling Wells 10 and 11 in 2006 and have the wells in production in 2007, the Minnesota Department of Health granted an extension to Chanhassen for Well No.9 protection plan until Wells 10 and 11 were completed. The wellhead protection plan update includes Well Nos. 9, 10 and 11. In general, the wellhead protection plan update includes the following tasks: 1. Aquifer Pumping Test 2. Groundwater Flow Model Development 3. Wellhead Protection Areas (WHPAs) and Drinking Water Supply Management Areas delineation. 4. Vulnerability Assessments 5. Preparation of Wellhead Protection Plan 6. Distribution and Plan to local units of government for comment 7. WSB Wellhead Protection Plan Update $18,500 $18,900 Staff is recommending awarding a contract for the wellhead protection plan update to SEH, Inc. S.E.H., Inc. completed the original wellhead protection plan. Their work was satisfactory. Funding for the update was budget in the in 2007 eIP (W -36) and is paid for with water utility funds. RECOMMENDA TION Staff recommends awarding a contract to S.E.H., Inc. for the water comprehensive plan update and the wellhead protection plan update.
