I have been a City Administrator/Manager for sixteen years. My current position is City
Manager for the City of St. Anthony. This position entails the overall operation of the City,
including preparation of agendas for the City Council, Planning Commission, and Housing and
Redevelopment Authority meetings, as well as overseeing all financial and personnel business
for the City. The City employs sixty full time employees. City Departments consist of Poli~ce,
Fire, Liquor, Finance, Public Works, Building Inspections and Administration. The City of St.
Anthony has an annual General Fund budget of $3.6 million. St. Anthony has four bargaining
units, three of which are union.
I received a Bachelors Degree in Public Administration from Mankato State University and
currently I am enrolled in an effective management course with ten other City Administrators.
In addition, I have completed one-third of my graduate courses in Public Administration.
Lastly, I would like to emphasize my strengths in public relations, communications, organization,
dealing with people, and the ability to coordinate and manage several projects concurrently. In
my sixteen years as a Manager/Administrator I have worked on numerous development and
redevelopment projects, as well as a large number of infrastructure projects.

MAJOR ACCOMPLISHMENTS AS
ST. ANTHONY'S CITY MANAGER
FLOOD MITIGATION IMPROVEMENTS. Provided direction and leadership for a $10.5
million flood improvement plan. Received $5 million from State and Federal grants.
COMMUNITY CENTER AND CITY HALL. Provided direction and leadership for a $4
million Community Center and City Hall consisting of 44,000 square feet; developed a funding
plan to pay for the building without a tax increase to the residents. Funding came from the
City, School District, and tax increment funds.
LIQUOR STORE AND RETAIL EXPANSION. Provided direction and leadership for the
purchase of and renovation of a 16,000 square foot retail building for the location of a
municipal off-sale liquor store. Funding for the building purchase is being provided by lease
payments from private sector retailers. Profits for the municipal liquor store in the new
location increased by $110,000 per year.
PARK IMPROVEMENTS. Provided direction and leadership for $2 million in park
improvements.
STREET RECONSTRUCTION PROGRAM. Provided direction and leadership for
continuation of the City's street reconstruction program. The City has completed about $12
million in street projects. Funding primarily is from special assessments, Minnesota State Aid,
and City funds.
ST. ANTHONY AND APACHE PLAZA SHOPPING CENTERS. Provided direction and
leadership for the redevelopment of 1 million square feet of retail and commercial space with
the use of tax increment funding.
COMPREHENSIVE PLAN. Provided direction and leadership to the Planning Commission
and a citizens' committee on the development and completion of a Comprehensive Plan.
PUBLIC WORKS BUILDING AND FIRE STATION. Provided direction and leadership on
development of a new Public Works Building and Fire Station.
PERSONNEL. Provided direction and leadership in hiring a Liquor Operations Manager,
Fire Chief, Public Works Director, and Management Assistant, as well as numerous

I am applying for the position of City Manager for the City of Chanhassen. Enclosed is my resume

I am presently employed as Interim Division Manager of Public Services for Anoka County,
Minnesota, a rapidly growing county on the northern side of the Twin CRies metropolitan area. I
have served in this capacity since January of this year. Previous to this position, I served as Deputy
Director of Public Services for Anoka County.
Previous to my employment at Anoka County, I served as the City Manager of Mound, Minnesota,
a western suburb of Minneapolis, located on Lake Minnetonka. I was employed at Mound for
thirteen years.
I have had many years of local government management experience serving as the chief executive at
the city level as well as in other administrative positions in cities. My experiences working at
Brooklyn Park, Minnesota, a Twin Cities suburb, through its early stages of growth and presently,
at Anoka County with its rapid growth rate, have provided me with an excellent background to meet
the growth and development challenges that face the City of Chanhassen. Being involved in the
development of comprehensive plans at Mound, Minnesota and at Anoka County add to my
background and experience. I understand the importance of establishing good working relationships
with surrounding cities, the county, regional agencies and other governmental entities and have been
successful in this regard. My experience working in rural Minnesota and in the Twin CRies
metropolitan area has given me a significant amount of knowledge in dealing with development and
redevelopment issues as they pertain to commercial, industrial and residential properties. I have been
very successful in budgeting and financial management with a strong emphasis on capital
improvement programming and implementation throughout my career.

sufficient resources for training and development is key to attracting and retaining highly qualified
and competent staff. It will result in high morale among employees and, consequently, municipal
services will be delivered efficiently and effectively.

My education and experience over a twenty-two year period include positions of
increasing responsibility in city administration and higher education administration. I

to their citizens. This level of service is obtained through an active city council and
citizenry, a qualified and dedicated professional staff, and comprehensive planning and
goal setting. My management style is to treat citizens and staff in a professional,
courteous and service-oriented manner. As a city manager, I have been accessible to
citizens on a personal level, responsive to the individual citizen, and understand the high
profile nature of the position. I have coordinated team-building retreats for the city
councils in Oskaloosa and Waverly with the University of Iowa Institute for
Governmental Studies to increase consensus building among council members. I have
written a monthly newspaper column to help inform citizens of city activities and spoken

I have supervised police, fire, public works, and park and recreation departments as well
as municipal billing and accounting functions. These departments included the operation
of a swimming pool, golf course, cemetery, airport, electrical distribution system, library,

Carnegie library, the construction and improvements to wastewater treatment plants,

My fiscal experience has included issuing general obligation and revenue bonds,
establishing special assessment districts, using local option sales tax, and securing state
grants. Through judicious revenue and expenditure projections, I have produced sound
budgets that make prudent use of the financial resources of the city. This has resulted in
an upgrade of the Oskaloosa's bond rating from Moody's Investment Service. My
experience in human resource management has included negotiations with union
bargaining units, updating of the city's personnel manual, use of appropriate disciplinary
processes, and development of evaluation systems. I have updated the city of
Oskaloosa's comprehensive plan and zoning ordinance, and have secured several
annexations to the city.
As Vice President of Administration and Finance for the University of Charleston, I
supervised a staff of 90 employees with a budget of $11 million. While at the University,
we reversed the budget from a $400,000 annual operation deficit to a $300,000 surplus.
Since my interests continued to be with the public policy issues of local government
rather than the issues of higher education, I accepted a position to return to city
management.

around a wide variety of municipal governments.
I have served as the chief administrative officer of three communities including Grand Forks, North
Dakota where I managed 539 employees in 12 departments. The city has an operating budget of $69.7
million and capital budgets of $53 million.
I also served over nine years as the city administrator (city manager) of South Jordan, Utah, one of
the state's fastest growing cities. The City Council hired me after an investigation by the state auditor's
office into the financial affairs of the city. Under my leadership, the city instituted sound fiscal and
management practices. I also worked with the mayor and city council on long-range planning issues. I
developed for the city council a strategic planning, implementation and evaluation process to guide
administrative and legislative policy decisions.
I was later recruited by the Utah Municipal Risk Management Mutual Association to work with cities
throughout the state. In this capacity I conducted training for mayors, city councils, planning commissions,
boards of adjustment, city managers, department heads and employees on a wide range of city management
and liability issues. I also conducted audits and inspections of municipal operations throughout the state of
cities up to 100,000 residents.
Twice I was elected to the South Jordan City Council. I have the experience of having served as both

over nine years as chief administrative officer (city manager) of one of Utah's fastest growing cities. Services included police,
fire, streets, parks, culinary water, secondary water, cemetery, garbage collection, municipal court, redevelopment agency,
building inspection, planning and zoning.
ADMINISTRATION: Developed a strategic planning, implementation and evaluation process to guide legislative and
administrative decisions; worked with the Mayor and City Council to establish city goals and employee performance standards;
obtained grants from the federal government to construct streets, bridges, sidewalks and railroad crossing improvements; cut
new city hall costs by 60 percent by purchasing a partially completed building from bankruptcy court and using employees and
volunteer labor to complete it; negotiated cable television and telecommunications towers agreements.
FINANCE: Set up city's first double-entry financial accounting system; wrote financial accounting, purchasing, investment
and budget policies; reduced the city's long-term debt; set up city risk management program that resulted in major reductions in
insurance premiums; expanded annual budget and financial reports to include ten-year financial histories and additional
information on the financial position of the city. Financial reports were awarded the Certificate of Achievement for Excellence
in Financial Reporting by the Government Finance Officers Association of the United States and Canada. This award is
nationally the highest form of recognition in governmental accounting and financial reporting.
PERSONNEL: Wrote city personnel ordinance and established personnel system based on merit; supervised preparation of
city's first employee classification system and pay plan; established employee code of professional ethics; wrote city sexual
harassment policy; implemented employee drug testing program; established employee performance evaluation system.
COMMUNITY DEVELOPMENT: Responsible for the annexation of 3,905 acres, increasing the city size by 40 percent;
wrote new city zoning ordinance and sign ordinance; helped City Council revise city land-use and streets master plans; worked
with the City Council to implement development impact fees; established cost-sharing policies for city participation with
developers in utility and other infrastructure improvements; worked with City Council to develop streetscape master plan to
govern trees planted on city collector streets.

parks; obtained 46acres of state and county property (at no cost) to develop city parks; negotiated the purchase of over 75 acres
of property for future parks; formed a special service district to provide park and recreation services in part of the community;
obtained a ten-acre park donation from a major corporation.
PUBLIC WORKS: Served as city project manager for all public works projects; started a secondary water system using
irrigation water for outside watering; supervised preparation of secondary water master plan; converted garbage collection an
automated-collection system; implemented city recycling program; directed preparation of engineering standards for public
infrastructure; started city-wide Geographic Information System (GIS) to keep track of city infrastructure.
PUBLIC SAFETY: Establish city ambulance service; cut police and fire dispatch costs by contracting for dispatch service

as outlined in the recent ICMA employment announcement. I am hoping to advance in
my career and I think this would be a very good opportunity. I would be very interested
to be considered for this position and will provide you with whatever information you
require. I would like to point out that in my career I have made a conscious decision to
work in communities that allow me to have hands on relationships with ftae city council,
staff and the community. That is to be in a community that is large enough to be able to
solve problems, but small enough to be home and to have a small town character.
As outlined in my attached resume, I have worked very successfully in the development
field. That development background has also included using development financing and
planning tools such as TIF, Comp Plans, CIPs and multiple year budgets. I have
purposely worked in communities with strong desires to either develop or redevelop both
in housing and commercial/industrial sectors. Those efforts have ensured a growth in the
commercial sector that used the "prime the pump" principle that started the development
which in mm brought the follow on development that made the public investment
profitable. Although not always easy, we have found ways to make the cash flow work
and yet giving the community the necessary services and jobs and development desired.
It is also with a great deal of pride that I can comment on my experience in putting
together working teams. Those teams have been made up of both paid employees and
volunteers and have been very successful and innovative. In addition the team building
efforts I have experienced with Teams, Boards and Commissions have been both
worthwhile and useful. This in mm has allowed us to be excellent problem solvers and
consensus builders.
Additionally, I have extensive experience in intergovernmental relations as can be seen in
my experience with the Zoo School project, the Management Academy, and the City-
County experiences in several of my positions. I have also been very involved in grant
management and procurement. This experience along with my exposure to international
management has given me a good background in operations that are culturally, ethnically,
and economically diverse.
I firmly believe that I fulfill all the technical/educational needs and requirements for the
Chanhassen position, but even more so, I believe I would be a good fit for this position.

the city of over $36,000 for just two projects.
