A RESOLUTION RECEIVING SUPPLEI4ENTAL REPORT TO
FEASIBILITY STUDY FOR WEST 78TH STREET DETACHMENT
IMPROVEI~ENT PROJECT NO. 92-3 (FORMER PROJECT NO. 87-2);
AND CALLING FOR A PUBLIC HEARING
WHEREAS, the original feasibility study for the West 78th
Street Detachment project was completed in July, 1987. Due to
numerous delays and obstacles, a Supplemental Report No. 1 for the
original feasibility study was completed in July of 1988; and
WHEREAS, the original feasibility study was updated in August
1989 and again in January, 1990. On January 13, 1992, the City
Council authorized Strgar-Roscoe-Fausch to prepare Supplemental
Report No. 2 to address the needed improvements and associated
costs as recommended in the recently completed downtown traffic
study; and
WHEREAS, the two primary reasons for performing this update
are; first, a project which is proposed to be funded by special
assessments must begin construction within one year of its formal
ordering or an updated feasibility study and associated public
hearing must be held as required by Minnesota State Statute No.
429. Second, the Downtown Central Business District Traffic Study
completed in April, 1991 resulted in the design for the segment of
West 78th Street between Kerber Boulevard and Powers Boulevard
(County Road 17) be changed to a four-lane divided roadway with
left turn lanes to provide adequate levels of service and safe
traffic movements.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Chanhassen receives the update to the feasibility study for the
West 78th Street Detachment Project No. 92-3 (formerly Project No.
87-2) dated February 19, 1992 as prepared by Strgar-Roscoe-Fausch
and that a public hearing be called for Monday, March 9, 1992.
Passed and adopted by the Chanhassen City Council this 24th
day of February, 1991.
