09-12-2022 City Council Regular Meeting MinutesCHANHASSEN CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 12, 2022 COUNCIL MEMBERS PRESENT: Mayor Ryan, Councilman McDonald, and Councilwoman Rehm. COUNCIL MEMBERS ABSENT: Councilman Campion and Councilwoman Schubert. STAFF PRESENT: Laurie Hokkanen, City Manager; Charlie Howley, City Engineer/Public Works Director; Kate Aanenson, Community Development Director; and Kim Meuwissen, City Clerk. PUBLIC PRESENT: Tim Little, ReMax Advantage Plus C. Chanthakhammy, Import Motors, LLC Andrew Lutaya, MnDOT Brandon Mayor Ryan called the Work Session to order at 5:30 p.m. VALLEY AUTO SALVAGE REQUEST FOR EXPANSION OF NON-CONFORMING USE FOR RECYCLING Community Development Director Kate Aanenson introduced the realtor and property owner of the subject property, Tim Little and C. Chanthakhammy. Mr. Chanthakhammy gave a brief history of and his future intentions for the site. Ms. Aanenson presented a PowerPoint slide showing a location map of the subject property as well as the zoning. Mr. Little reviewed the proposed site layout showing entry, incoming and outgoing scales, traffic flow, and the recycling building to process metal items to be recycled as well as an auto recycling center. The site is also proposed to be fenced. Ms. Aanenson provided history of the site as a nonconforming use that was originally approved by the Township of Chanhassen in 1958. The property owner would like to expand the recycling operation to include scrap metal, appliances, electronics, etc. Pros include improving aesthetics of the property through permanent screening and addition of a building and reduce environmental impacts by providing storm water best management practices, hazardous fluid containment and collection, and elimination of dirt tracking off site. Cons include expanding and extending the existing nonconforming use due to the significant improvement costs. Mr. C. responded that… Ms. Aanenson added CM McDonald asked about what happens to the car frame, is it shredded? No. Catalytic converters? Will pay if you can provide where it came from. Concerns. What’s the noise level at the facility? Mr. C responded that it was not a concern because there are no neighbors. Not decibel tested. HIGHWAY 7 ROAD SAFETY AUDIT Public Works Director/City Engineer Charlie Howley introduced representatives from MnDOT and… Mr. _____ explained what a Road Safety Audit is and why it is done. The goal is to identify potential projects/strategies to improve safety. Strategies include education, enforcement, engineering, and emergency medical and trauma services. Three segments of Highway 7 were reviewed from Hollywood Township to Minnetrista,… Existing traffic volumes and posted speeds. Previous plans and studies. Public engagement 12/21 through 01/22. Brendan reviewed Addressing safety concerns Corridor wide crash severity Manner of collision Causes of fatal and serious injury crashes Recommended improvements • Potential corridor wide initiatives: o Install enforcement lights o Increased signal conspicuity (yellow borders) o Increased enforcement o Create Highway 7 Corridor Coalition Segment wide recommended improvements 1. Short term a. Corridor study b. Additionl lighting c. Potential pedestrian improvements/connections d. Install street name signs 2. Medium term a. Battery backup at signals 3. Recommend improvements from Minnetrista to Minnetonka; • Merrywood Lane • County Border to CR 13 • Highway 7 & CR 13 • Highway 7 & Church Road • County Border to Highway 41/Hazeltine lvd/Lake Linden Drive • Highway 7 & Eureka Road • Highway 7 & Highway 41 • Highway 41/Hazeltine lvd to CR 19/Oak Street Next Steps: Recommendations to consider to ensure safety projects continue to be implemented in the study areas: Mayor Ryan appreciated the presentation and would be interested in forming a coalition. CW Rehm asked who would be a part of the coalition. Tunnels? Brandon responded … Mr. Howley asked for an explanation of the ICE report / roundabout. CW Rehm asked about reducing the speed limit. Andrew responded that historically reducing speed limits don’t change driving speeds. 2023 PRELIMINARY BUDGET, LEVY, AND CIP DISCUSSION Item postponed to September 26, 2022.
