BACKGROUND
Included in the 2007 budget is the implementation of the community survey. The
last survey was conducted in 2005 by the National Research Center (an agency
affiliated with ICMA). The City Council and staff were pleased with the format,
citizen response, and cost savings experienced in the 2005 survey over previous
(2001) phone surveys conducted by Decision Resources. In 2005, the Council
provided direction that the survey be conducted once every other year.

3 years? (Open-ended, top answers were controlled growth, traffic and road conditions, and
taxes. )
The Park and Rec Commission, Senior Commission, Environmental Commission and the
Planning Commission spent time brainstorming and discussing possible questions and topics.
Suggestions that resulted from these discussions are attached. These suggestions have been
incorporated in the suggested 2007 questions.
The survey takes 16 weeks to complete. The actual survey will be mailed to residents between
March 12-19. Preliminary results will be available on May 7, and final results on May 21. In
2005, we conducted the survey a month later, with surveys being mailed in April. However, as
the information from the 2007 Survey will be used in the Comp Plan update, there is a need to
move the start date ahead.

and one open-ended question for use in the 2007 Citizen Survey.

BACKGROUND
The various commissions were asked to review the citizen survey and make
recommendations on additional questions that they would want included in the
survey. Staff members who liaison these commissions have provided the following
questions for City Council review. From the initial list of questions assembled, staff
eliminated those that were included in the 2005 survey.. Where ratings are
requested, it would follow the current format of excellent, good, fair, poor and don't
know.
If space is available, then the following questions should be incorporated in the
2007 Citizen Survey.

Planning Commission
The Planning Commission reviewed the 2005 citizen survey. As a group, they did not come up
with any specific questions. However, due to the recommendations within the Retail Market Study,

it may be appropriate to incorporate a question about the desirability of having a regional mall
develop in Chanhassen.
Senior Commission
There was an article in the January 22, 2007 edition of the StarTribune about the aging
population which suggests we should be very concerned about how appealing Chanhassen is to
seniors. The article indicates that ages 5-24 population in the next 25 years will remain about the
same as today, but the over 65 population will more than double in those 25 years. The "baby
boomers" are here.
