TSC will need to evaluate and form recommendation o Collecting data--Speed studies, findings of comparable cities, Flash vote o Council work session Oct. 24 to present findings S Part III: Business & Information Agenda Item: • Review of Cases: review cases and assess o The group reviewed case #s 226-229 – Also revisited old cases #221, 223, 225 & 207, and officially closed cases #216 & 217–Updated to Concern Tracker. o See Attachment for details on these cases. • S.A.F.E. Crosswalk Policy: review the crosswalk policy’s draft flowchart for finalization, this now includes a second chart for controlled legs of intersections. Review and discuss narrative to the policy. Discuss next steps for recommending policy to City Council. o Carried over from last meeting. o Made some additional comments to policy language. Part V: Adjournment Next Meeting Date – 10/18/22 (Rescheduled from original date of 10-19-22) CASE # DATE AREA OF CONCERN SUMMARY OF CONCERN TSC COMMENTS & RECOMMENDATIONS ACTION TAKEN 216 5/19/22 Pipewood Curve References Case #197 in concern. Would like two 20 MPH speed limit signs and 'Children at Play' signs installed at the beginning of Pipewood Curve and at the intersection of Pipewood Curve and Pipewood Circle. Also update the old 'Winter Parking' signage. Asking for City to implement by June 15, 2022. No improvements warranted at this time, this appears to be a neighborhood speeding issue due to the surrounding road network and an educational campaign will be conducted for the neighborhood as well as the speed trailer deployed. Speed study conducted and found no speeding issues, average speed is 24MPH, 85th percentile is 26MPH, volume is 66 VPD. "Children at Play" signage request is guided by specialty warning signage practice and are not warranted. New "Winter Parking" signs will also be installed to replace faded ones. Closed 217 6/16/22 Great Plains Blvd & W 79th Street Evaluate any minor stripping and/or signage that can limit cars from blocking turning movements. Scoping meeting with PWKS/Eng setup scheduled for 7/25/2022. EH working on plans per meeting on 7/25. Initial plan finalized 8/30/2022, see case folder for plans. Discuss with TSC for September 2022 meeting. Final plans complete, signage and striping ordered for installation by end of October at the latest. Closed 207 2/17/22 Flying Cloud Drive and Stoughton Ave Vehicles coming off Flying Cloud Drive are speeding through intersection and along the corridor after road was rehabilitated. The pavement markings, signage and enforcement are not adequate to eliminate the issue. Request for speed feedback too. There is a lot of traffic on this road and speeds are getting worse. There are buses that drop kids off too. UPDATE: Speeders still occurring; however update is regarding vehicles passing others now if driving speed limit and skip lines allow. Request to have double line. Also request for increased enforcement in the interim. Left resident a voicemail letting him know the TSC determined that more data is necessary to evaluate the concern. A speed data collector will be installed and the TSC will re-evaluate after this information is collected. Increased enforcement has been issued upon resubmittal from same resident about concern. Speed study still pending, goal is set for completion by next meeting for TSC evaluation for September 2022 meeting. Speed study results show 85th at 39MPH, posted limit is 30MPH. Second speed study being conducted with sign feedback displaying to assess difference/change in driver behavior. Re-evaluate at October meeting. Pending 221 7/27/22 Coulter Blvd & Harvest Lane Representing the Autumn Ridge subdivision/HOA about speed concerns along Coulter Blvd, specifically at the crosswalk at Harvest Lane. Mentioned a single motorcycle crash that raised additional concerns. Would like to meet with staff to address possible solutions Issue was previously raised from closed Case #195 regarding speeding and request for speed signage. Corridor was evaluated to have adequate speed signage, the speed trailer was deployed, and the case was also put on the Crosswalk Policy review for when the policy is complete. In response to this case, the TSC will set up meeting with concerned resident in response to the meeting request. Meeting was held and as a result a speed study was conducted. Results are that the 85th percentile is 35 MPH. The TSC recommends the use of fog lines to diet the road as well as the installation of in-road bollards (R1- 6A signage) at the trail crossing to curb speeding. A follow-up speed study will be conducted to evaluate speeds after the improvements. 1. Follow-up speed study after improvements 223 8/8/22 Lake Susan Hills Dr A SCF concern was given regarding parking near a curb ramp to access the trail. Staff would like to assess the need for "No Parking" in such areas. Erik is reaching out to ADA office to confirm any other potential issues. Research into State Statutes and ADA compliance completed. The area the vehicle is parking is legal by State Statute and there is no violation of ADA. Based on these findings, TSC will evaluate in the September 2022 meeting whether these types of curb ramps should be considered for "No Parking" resolutions/signage, as well as assessment of other unique areas found from research (e.g., across from fire station egress points). TSC recommended that the Engineering Department initiate a "No Parking" guideline/practice city wide which will also incorporate the atypical issue brought by this case. Upon completion, Engineering will present the TSC findings for their final recommendation. X - Engineering Dept. Assessment 225 8/12/22 Lake Susan Hills Drive & Powers Blvd Concerns regarding the intersection of Lake Susan and Powers Blvd. regarding pedestrian safety and the speed limit in the area. While signed 45, he believes that 50-55 is more of the average speed along this corridor by drivers. Has almost been hit 2 times. States that a similar letter was provided but ignored by City and County. City and County met regarding the issue to discuss potential path forward. The County will have their traffic consultant look at the specifics and will be preparing a technical memo. Also, increased enforcement will be provided for the next two weeks. TSC will evaluate in the September 2022 meeting assessing any updates. Update was provided - case is still in progress awaiting tech memo from consultant and assessment by Carver County. Pending 226 8/18/2022 Near Mountain Blvd & Pleasant View Rd "The entry/exit at Near Mountain blvd has become congested daily as a result of people parking along Near Mountain blvd. These are not residents but have begun treating this stretch as a Park and Ride for their daily commute. The cars are regularly parking there all day every week day in the last few weeks and the intersection has become a series of close calls for cars passing each other as well as the pedestrians with no sidewalk to seek safety." After consultation with city staff it was determined that the parked vehicles are associated with construction activities in the area. Impacts due to construction activities, while at times may be an inconvenience, are temporary. As such there are no permanent improvements that are recommended at this time, however the city being aware of the concern will monitor to ensure parking in the area is legal. Closed 227 8/23/22 River Rock Dr N There are many speeders on River Rock Dr N. Someone is going to get hurt or killed on this road. There are a lot of complaints in our neighborhood. Can we get a speed tracker? (speed tracker is in reference to a speed study) A speed study will be conduced in the area. Results will be evaluated by the TSC to determine if any improvements or actions are warranted at this time. Follow-up will be provided to the concerned residents once complete. Pending 228 9/12/22 Hazeltine Blvd (near Tanadoona Drive) Residents at private drive had from the eastern side of Hazetline Blvd near intersection of Hazeltine Blvd & Tanadoona have concerns with vehicles traveling too fast off Hazeltine into private drive might have conflict with pedestrians on trail. Concern raised in conjunction with short term rental discussions currently being addressed by PC, specific to 7331 Hazeltine Blvd Air B&B. This is a unique private drive configuration along a segment of public trail and County road. The issue was evaluated as a need for potential crosswalk improvements, which can be evaluated with the approval of the upcoming Crosswalk Policy. This area may warrant custom signing due to the uniqueness. Resident was notified of pending evaluation - resident notified of site line issues with vegetation at Long Acres & Hazeltine during follow-up communication, assess in October meeting. 1. Crosswalk Policy 229 9/13/22 Lake Lucy Rd & Devonshire Concerns with speeds on Lake Lucy Rd between Powers Blvd & Yosemite and is requesting a speed radar sign similar to the two installed with Lake Lucy Rd Improvement Project. Speed study to be conducted to evaluate speed for historical purpose, indications are speed limit and speeds are acceptable. For substantial improvements (+$10k) practice is to evaluate if speed radar signs should be installed with road projects. Will track for future project. 1. Pending Lake Lucy Road Improvement Project
