• Discuss the citywide speed assessment that was conducted. TSC will need to evaluate and form recommendation
for Council work session scheduled for 10/24
o Looked at data from Flash Vote, Speed studies, findings of comparable cities,
o TSC does Not recommend lowering the limit based on Engineering perspective
o Council work session Oct. 24 to present findings

• S.A.F.E. Crosswalk Policy: review the crosswalk policy’s final draft flowchart. Discuss next steps for recommending
policy to City Council.
o Worked through case #101 as test, according to policy this case would meet criteria.
o Each member to work through specific cases using the new policy and compare each other’s findings at
next meeting

Vehicles coming off Flying Cloud Drive are
speeding through intersection and along
the corridor after road was rehabilitated.
The pavement markings, signage and
enforcement are not adequate to
eliminate the issue. Request for speed
feedback too. There is a lot of traffic on
this road and speeds are getting worse.
There are buses that drop kids off too.
UPDATE: Speeders still occurring; however,
update is regarding vehicles passing others
now if driving speed limit and skip lines
allow. Request to have double line. Also
request for increased enforcement in the
interim.
Left resident a voicemail letting him know the TSC
determined that more data is necessary to evaluate the
concern. A speed data collector will be installed and the
TSC will re-evaluate after this information is collected.
Increased enforcement has been issued upon resubmittal
from same resident about concern. Speed study still
pending, goal is set for completion by next meeting for
TSC evaluation for September 2022 meeting. Speed study
results show 85th at 39MPH, posted limit is 30MPH.
Second speed study being conducted with sign feedback
displaying to assess difference/change in driver behavior
- no change in driver behavior, 85th came back at
39MPH. Re-evaluate at October meeting. Speed studies
indicate road should be 40 MPH and would be a safe
condition - follow-up and coordination to also include
Chaska, waiting for call-back. Will respond to resident
once Chaska is notified of issue. This is either a potential
speed limit increase or an enforcement issue.

River Rock Dr

There are many speeders on River Rock Dr
N. Someone is going to get hurt or killed on
this road. There are a lot of complaints in
our neighborhood. Can we get a speed
tracker? (Speed tracker is in reference to a
speed study)
A speed study will be conducted in the area. Results will
be evaluated by the TSC to determine if any
improvements or actions are warranted at this time.
Follow-up will be provided to the concerned residents
once complete. Speed study conducted, 85th percentile
and average speeds are below posted speed limit,
volumes were low as well, so no further action is
warranted at this time regarding speed. Continue to
monitor during the build-out of Avienda.

Hazeltine
Blvd (near
Tanadoona
Drive)
Residents at private drive had from the
eastern side of Hazeltine Blvd near
intersection of Hazeltine Blvd &
Tanadoona have concerns with vehicles
traveling too fast off Hazeltine into private
drive might have conflict with pedestrians
on trail. Concern raised in conjunction
with short term rental discussions
currently being addressed by PC, specific
to 7331 Hazeltine Blvd Air B&B.
This is a unique private drive configuration along a
segment of public trail and County Road. The issue was
evaluated as a need for potential crosswalk
improvements, which can be evaluated with the approval
of the upcoming Crosswalk Policy. This area may warrant
custom signing due to the uniqueness. Resident was
notified of pending evaluation - resident notified of site
line issues with vegetation at Long Acres & Hazeltine
during follow-up communication, assess in October
meeting. Follow-up with RL if cleared. Vegetation was
removed Fall of 2022.

& Devonshire
Concerns with speeds on Lake Lucy Rd
between Powers Blvd & Yosemite and is
requesting a speed radar sign similar to the
two installed with Lake Lucy Rd
Improvement Project.
Speed study to be conducted to evaluate speed for
historical purpose, indications are speed limit and speeds
are acceptable. For substantial improvements (+$10k)
practice is to evaluate if speed radar signs should be
installed with road projects. Will track for future project.

229A 10/17/22 TH 41 & TH 7
Concerns with operations of MMW and
supports a RAB, intersection of TH 7 an TH
41 produces excessive noise which can be
heard/felt from home (acceleration),
intersection of TH 41 and Lake
Minnewashta Regional Park is difficult to
enter for pedestrians due to ditches and
lake of PAR.
CH responded to the resident informing them: provided
letter to MSDB regarding the driveway entrance and
needed support to get that improvement going;
discussed the MnDOT TH7 Road Safety Audit for TH7
concerns; regarding County park access this would be a
MnDOT/County jurisdictional decision, however
education on pedestrian tunnels to get to the park was
provided. See case file for full response.
230 10/17/22 TH 5 &
Dakota
Frustration with the left turning movement
on northbound Dakota at TH 5. "The light
is red for more than 2 mins and when it
does go green on the left arrow often only
two cars get through and one on yellow."
Request for FYA or other improvements in
operation.
CH responded to resident informing them that this is a
MnDOT facility, and they prioritize the HWY 5 traffic as
there are large volumes in the peak hours. Even with
that being the case the City will reach out to support a
flashing yellow arrow be evaluated to help improve the
LOS of the N/S movement. It will be a long process as
Engineering studies need to be conducted, nonetheless
the city will advocate for improvements. See case file for
