West bound sign is too small and too close
to intersection and probably don't even
see it. Other signs blocked by foliage.
Ultimately speeding is too much and
request for a feedback sign.
Speed studies will be conducted in spring to assess the
extent of the issue, studies will be conducted for both
east and westbound traffic. Additional speed limit
signage will be installed near Great Plains & 78th Street.
Case will be re-evaluated once speed study data is
processed.

"This intersection has a 3 way stop with
the fourth way (incoming traffic) not
required to stop. Many drivers assume
incoming traffic must also stop. Therefore,
there are constant issues at that
intersection. The intersection needs to
clearly state that incoming traffic does not
stop and that it is a three way stop." Also,
why is "Target Ent." a named street with
no addressing.
Due to unique right-of-way configuration in this area the
City will take ownership of the three stop signs and will
add to Cartegraph. Concern warrants adding the
appropriate "cross traffic does not stop" in accordance
with MnMUTCD guidance. Signs to be installed 2023.

Galpin Blvd &
Coulter Blvd
Concerns with pedestrian crossing at
intersection of Galpin Blvd & Coulter.
Resident has a child that crosses often to
Bluff Creek center for recreation and
taking advantage of the trail system - feels
that traffic comes fast and leaves little
time to get fully across. Request to have
improvements such as an over/under-
pass.
This is a County road and falls under their jurisdiction.
Concerned resident was directed to County and their
crosswalk policy information was provided.

Jefferson Dr
Resident in the HOA and board member
has noticed multiple crashes at the corner
of Commonwealth Blvd & Jefferson Drive
due to parked cars (just across from the
mailbox). Possible site distance problem
with berm on north side leading up to
private park - also a hill children sled on.
Request to have "No Parking" area.
Requested HOA to send letter petitioning the city for no
parking in the vicinity which will indicate that the
majority of the residents agree on the action of a No
Parking resolution. No records were indicated in the
MnCMAT2 database that crashes were reported,
however TSC agrees there is a sight line issue with the
berm on the north side of the corner at this location
warranting the resolution.
