Part II: Review of Action Items from Previous Meetings
• Discuss two pending Crosswalk evaluations and make determinations based on Crosswalk Policy:
o The group looked at the evaluations with the newly adopted Crosswalk Policy
• Review the tracker and discuss any potential improvements and current metrics being tracked.
o The group would like to add a way to measure and track the amount of money being spent on the
improvements that are implemented.

Resident at the senior apartments is
requesting improved pedestrian crossings
near Lake Drive W and Upland Circle. Trail
is on opposite side of street and in order to
get to it they have to cross which is
difficult with speeds and site lines.
Called complainant back, left voicemail. Warrant check
may require crosswalk as intersection requested is
adjacent to senior facility, will follow-up with Jason
Wedel after speaking with complainant. Will be added to
the crosswalk concern list - will be evaluated when
crosswalk policy is formulated. Crosswalk policy adopted
by CC, crosswalk of concern meets warrants and will be
added to the 2023/2024 crosswalk improvement project.

Concerns about both speed and drivers not
allowing right-of-way to pedestrians.
Requested signage improvements and any
other improvements that would make the
intersection more visible and alert drivers
to "obey the law".
Forwarded information to Lt. Lance Pearson and
consulting with Charlie Howley on possible striping
updates. Lt. Lance Pearson sent increased enforcement
the same day and had traffic stops. TSC to evaluate
MnCMAT2 information on any accidents near this
intersection. CMAT does record pedestrian related
crashes. Striping was updated. Crosswalk policy adopted
by CC, crosswalk of concern does not meet warrants for
further improvements.

described tight radius at intersection
causing street signs to be damaged along

The intersection is going to be more
heavily used with the 101 trail bridge and
the re-opening of the HCRRA landslide
portion of trail. As the coach of high
school teams that utilize this trail, this
intersection needs improved visibility or
some sort of improvement.
Short term city plans to upgrade pavement markings.
Additional improvements pending the Bluff Creek
Improvement Project. Crosswalk policy adopted by CC,
crosswalk of concern does not meet warrants for further
improvements.

Requesting a speed reduction to 30 MPH
as it's a residential neighborhood with a lot
of kids trying to get to surrounding parks.
Also street light at Audubon & Bluff Creek
just upgraded to yellow flashing arrow for
southbound traffic turning onto Bluff
Creek, now there isn't as much of a gap for
pedestrians along the corridor.
Bluff Creek Blvd is operating as designed as a major
collector and the speed limit facilitates its functional
classification and user needs. TSC is still evaluating
crosswalk improvements pending the crosswalk policy
adoption. Crosswalk policy adopted by CC, crosswalk of
concern does not meet warrants for further
improvements.

Trail Crossing)
There isn’t sufficient signage or warnings
for the areas where the Minnesota River
Bluffs LRT Regional Trail crosses roadways.
By the time you notice the small sign (if
your lucky because you have to stay
focused on turns in the road) the trail
jumps out at you after turning around any
bends. Please consider flashing lights or
adding an overhead bridge in these areas.

Request for crosswalk from Pleasant Acres
HOA (Brian May is acting board president)
which is 120 homes. HOA owns and
maintains walkway on east.
The recent Minnewashta Parkway project did not have
this area scheduled for the installation of a crosswalk. As
such, once the crosswalk policy is finalized this case will
be ran through the policy to determine if a crosswalk is
warranted. Crosswalk policy adopted by CC, crosswalk of
concern meets warrants and will be added to the
2023/2024 crosswalk improvement project.

Request for RRFB improvement at
intersection as many kids and
neighborhood residents go to park and
cross the road here. While the speed limit
is 35 MPH resident feels many are
speeding, coupled with sight lines to the
east it's difficult to see down Lyman to
anticipate vehicles. Similar to case #117.
Responded to the SCF case and informed the resident
that similar requests for this intersection have been
received and the intersection will be evaluated
immediately upon acceptance of the Crosswalk Policy.

regarding sight distances, speeds, and
ability to safely cross to get to pool and
park.

regarding lack of improvements to
intersection and would like to see
upgrades to the crosswalk including
striping and signage. Also noted that this
is a bus stop location.
TSC will evaluate if this intersection will meet warrants
one the crosswalk policy is approved. Preliminary
assessments indicate this may meet improvements if the
policy is adopted. Follow-up on SCF once determination
made.

Drive)
Residents at private drive had from the
eastern side of Hazetline Blvd near
intersection of Hazeltine Blvd &
Tanadoona have concerns with vehicles
traveling too fast off Hazeltine into private
drive might have conflict with pedestrians
on trail. Concern raised in conjunction
with short term rental discussions
currently being addressed by PC, specific
to 7331 Hazeltine Blvd Air B&B.
This is a unique private drive configuration along a
segment of public trail and County Road. The issue was
evaluated as a need for potential crosswalk
improvements, which can be evaluated with the approval
of the upcoming Crosswalk Policy. This area may warrant
custom signing due to the uniqueness. Resident was
notified of pending evaluation - resident notified of site
line issues with vegetation at Long Acres & Hazeltine
during follow-up communication, assess in October
meeting. Follow-up with RL if cleared. Vegetation was
removed Fall of 2022. Crosswalk policy adopted by CC,
crosswalk of concern meets warrants and will be added
to the 2023/2024 crosswalk improvement project. Only
improvement will be addition of trail stop signs due to
atypical geometric layout and interface with public trail
and private driveways.

Family and kids cross Powers regularly at
this location to get to the Tecumseh Ln
side for Lake Ann. Cars never stop, very
perilous to cross. Add crosswalk.
This is a County facility and will be deferred to the County
to let them know of the concern. TSC has evaluated
similar pedestrian concerns along this portion of the
Powers Blvd corridor and will continue to track for future
County projects.

Hill intersection. Very dangerous, "No

79th St
Complaints about the intersection being
terrible and request to have road divided
in order to eliminate the left turn onto
Great Plains Blvd from W 79th. Another
SCF user responded agreeing that the
intersection was "bad" but didn't think
closing the left turning movement was a
good idea - this would prevent access to
business and create unnecessary detours.
Increased enforcement will be conducted. Initial traffic
survey shows that virtually no adherence to prohibition
on left turns from 3-6PM. Law enforcement stops
indicate drivers aren't familiar with updates and that
additional signage will be required. Explanation of

Curve
Resident submitted a comment form from
the 23-01 project held on 2/1/2023
requesting the TSC assess the speeding
between Kerber Blvd & Powers Blvd. Has
lived there for many years and has seen
speeders use this as a cut through.
Another resident came to the Public
Hearing for the 23-01 project to identify
this concern as well - GB to discuss.
This area will be added to the speed trailer regular
deployment. The street project where this concern
originated will be polling residents directly regarding
striping improvements that could improve potential
speeding issues and slow any cut-through traffic being
experience. Lastly, the project will install crosswalk
improvements at Saddlebrook Trl and Saddlebrook Curve.
